EOI applicants must first pass the vocational assessment (required by SOL), achieve four 6 points in the IELTS test (valid for three years) and reach the passing score (currently 60 points) before they are eligible to submit EOI applications. EOI applications are free and can only be submitted online (without any information), allowing applicants to remain in the talent pool for 2 years.

The EOI application can be updated at any time before being invited, and the applicant's score will be calculated according to the time when the applicant is invited. After the invitation is sent, the EOI information cannot be updated. Applicants can suspend, cancel and delete their EOI at any time before being invited.

For 189 ordinary skilled immigrants or 489 relatives sponsored immigrants whose occupations belong to SOL, each occupation has a quota. When the quota expires, no invitation will be issued to the occupation. The quota completion will be announced by the Australian Immigration Department every month. For state insurance 190 and remote area insurance 489, the above quota is not limited, and the specific quota is determined by the state government. EOI system will automatically send invitations according to the submitted applicants' situation and occupation quota. If the applicant's occupation is in SOL 1 and the score reaches 60, he will have the opportunity to be directly invited to submit an application for general skilled migration in 189. Invitations can also be sent directly to the relatives' visa system.

Applicants with SOL2 or a current score of less than 60 points need to be nominated by the state before they can be invited.

In the process of submitting EOI, the applicant can choose an intentional state, and only the state can see the applicant's information, which means that the applicant is more likely to be selected by the state. If the applicant does not choose the intended state, all states will be visible by default, in which case the probability of being selected will definitely decrease.

In the process of EOI, applicants can be invited at most twice. Although the applicant can apply for multiple visas at the same time, the last visa shall prevail. After receiving the invitation, the applicant needs to submit specific information within 60 days.
