In 2023, the policy of talent introduction and settlement in Hainan Province: freedom of settlement, housing subsidies, tax incentives, entrepreneurial support, and medical security.

1, free settlement

We will fully liberalize the restrictions on the settlement of college graduates, and allow college graduates with full-time undergraduate degrees or above within three years of leaving school to settle in our province before employment (except Sansha City), and enjoy the treatment of introducing talents accordingly.

2. Housing subsidies

/kloc-newly introduced full-time doctoral graduates under the age of 50, master graduates under the age of 40, and undergraduate graduates under the age of 35 after May 0/8 can apply for housing rental subsidies or house purchase subsidies with relevant supporting materials for employment and entrepreneurship in our province. The cumulative payment of housing rental subsidies shall not exceed 36 months, and shall be accepted and paid once every quarter.

3. Tax incentives

Before 2025, eligible individuals working in Hainan Free Trade Port will be exempted from the actual personal income tax burden 15% or more; Before 2035, individual income tax will be levied at progressive rates of 3%, 10% and 15% on the comprehensive income and business income of individuals who have lived in Hainan Free Trade Port for a total of 183 days in a tax year.

4. Entrepreneurship support

College graduates who start their own businesses for the first time (including senior technician classes of technician colleges, preparatory technician classes and vocational education graduates of special education colleges) can apply for business guarantee loans, and business loans are subsidized according to regulations.

5. Medical security

All kinds of talents introduced, trained and used in our province, including foreign talents and "migrant birds" talents, can enjoy talent medical insurance. Unemployed spouses, immediate family members and service personnel around them can voluntarily participate in the basic medical insurance for urban workers or urban and rural residents as flexible employees without being restricted by nationality and household registration, and enjoy corresponding basic medical insurance benefits.
