First, the extraction conditions (employees who meet one of the following circumstances may apply for extracting the storage balance in the housing provident fund account)

Second, the extraction procedure.

When the housing provident fund is withdrawn in accordance with the above provisions, the employee shall apply to the unit where he works, and provide the original and photocopy of the valid certificate that meets the conditions for withdrawal. After verification by the unit and issuance of the withdrawal certificate, after approval by the housing provident fund management institution, the unit shall handle the withdrawal.

Third, the extraction procedure

When withdrawing the housing accumulation fund according to the above requirements, the depositor shall provide one of the following two financial procedures according to the requirements of the center and branches. One is to provide an application for withdrawal of housing provident fund with official seal and the depositor's bank and bank account. The other is to provide an application for housing provident fund withdrawal with official seal and a financial receipt with special seal for unit finance (receipt for fund settlement of administrative institutions in Shandong Province, unified receipt for transaction settlement between Yantai City and tobacco central organs and institutions). 4. Purchase of demolition and resettlement houses: provide real estate license or demolition and resettlement agreement and proof of capital contribution (local tax invoice).

5. Personal construction of self-occupied housing: cities and towns need to provide land use certificates, construction project planning permits and construction permits; Rural areas need to provide homestead certificates, construction contracts or invoices and other documents.

6. Units raise funds to build houses: provide relevant documents approved by the government to raise funds to build houses, construction project planning permits, construction permits, fund-raising receipts, purchase contracts or agreements and employee ID cards.

7. Decoration of self-occupied housing: provide construction project planning permit, construction permit, construction contract or invoice.

Note: Renovation means that all houses need to be demolished, redesigned and rebuilt.

8. Overhaul of owner-occupied housing: provide real estate license, house safety appraisal opinions issued by real estate management department and overhaul expense documents.

Note: Overhaul means that some main components of a house need to be moved or removed, but not all of them need to be removed, which is suitable for severely damaged houses. ?

(2) Serious difficulties in family life: provide a certificate of serious difficulties in family life issued by the civil affairs department at or above the county level.

In any of the following circumstances, it can be considered as a serious difficulty in family life:

(1) Enjoy the urban subsistence allowance in Yantai; (2) The per capita real income of the family is lower than120% of the urban and rural minimum living standard; (three) partial or total loss of working ability, resulting in the actual living expenses of the family is lower than the minimum living standard; (4) family members suffering from serious illness, serious illness or accidents and other emergencies lead to the actual living expenses of the family being lower than the minimum living standard.

Note: If the above conditions (1) are met, low guarantee will be provided; In line with the above (two), (three) and (four) conditions, provide proof of serious difficulties in family life issued by the civil affairs department at or above the county level.

(three) to repay the principal and interest of the house loan, which is divided into the following three situations:

1. Housing provident fund loan: provide written application for employees reviewed and signed by the loan management section.

2. Commercial loan: provide the loan contract and repayment schedule of the current year issued by the bank.

3. If the principal and interest of the loan are paid off in advance, the repayment settlement certificate issued by the bank and the statement of the final repayment amount shall be provided.

(4) If the rent exceeds the specified proportion of family wage income (currently, it is temporarily implemented by 15%): provide the house lease contract, family income certificate, one-year rent invoice, household registration book or marriage certificate.

Note: Family income certificate is issued by both husband and wife. If one of the husband and wife has no job or both of them have no job, the neighborhood Committee shall issue a certificate.

Cancellation of an account

(1) Resignation and retirement (including resignation): (Only one of the following conditions can be met)

1. Provide retirement certificate (retirement certificate);

2. Provide pension fund approval form and employee ID card;

3. If you can't retire at retirement age, provide employee ID cards.

(2) Transferred from Yantai City (outside the administrative area of Yantai): provide the personnel transfer letter issued by the personnel department (or labor department), and if there is no personnel transfer letter, the transfer-in unit will issue the acceptance certificate.

Note: The acceptance certificate issued by the transfer-in unit should indicate the transfer-in time of the transferred-in employee, the contact number and contact person of the transfer-out unit, and the personnel and labor department of the transfer-in unit. If the situation is verified by the center, the exit formalities shall be handled.

(3) Transfer within the administrative area of Yantai City: On the premise of opening a housing provident fund account in the transferred unit, provide the personnel transfer letter issued by the personnel department (or labor department) or the acceptance certificate of the transferred unit. If the transferred unit fails to open a housing provident fund account, it shall be sealed by the transferred unit.

Note: The housing accumulation fund transferred to employees is not paid to employees through the bank account of the deposit unit, but transferred between the center and branches. A transfer check or bank appropriation form is issued between the urban area and the management department of the fourth district, and the urban area, the management department of the fourth district and other sub-centers are wired by bank. (4) If the registered permanent residence moves out of this city, it will terminate the labor relationship with the employer (including registered permanent residence): provide the certificate of termination of the labor relationship between the employee and the employer, the certificate of moving out of the registered permanent residence (or the certificate of cancellation of the registered permanent residence).

Note: Foreign hukou refers to places outside the administrative area of Yantai City.

(12) Buying a house after the bankruptcy liquidation procedure: provide the enterprise bankruptcy cancellation certificate or approval cancellation notice issued by the administrative department for industry and commerce, employee ID card and property ownership certificate (or purchase contract or purchase invoice), which shall be handled by the employee himself.

(XIII) Death of employees after termination of enterprise bankruptcy liquidation procedures: In addition to providing the enterprise bankruptcy cancellation certificate or notice of approval for cancellation issued by the administrative department for industry and commerce, the household registration cancellation certificate of the deceased employee or the death certificate or cremation certificate issued by the hospital, the following certificates shall be provided according to different situations:

1. If the deceased employee has a written will, it is required to provide a written will and proof of family relationship (confirmed as one of the legal heirs, such as husband-wife relationship, father-son relationship, mother-child relationship, etc.). ) and heir ID card;

2. Extraction under special circumstances

The employees meet the extraction conditions stipulated in the Regulations and have complete certificates. When applying for the withdrawal of housing provident fund, the unit does not issue relevant procedures for employees. After investigation and verification by the center, the employee himself can directly apply for the withdrawal of housing provident fund with the original and photocopy of his ID card, written application and withdrawal application.

Note: The written application submitted by the employee should explain in detail the reasons why the unit refuses to handle it, and the application should be signed by the employee and fingerprinted. The center will investigate and coordinate according to the situation reflected by employees. If the situation is true and the coordination fails, two or more participants shall sign the verification opinions on the application: if the situation is true, it can be handled. If an employee purchases, builds, rebuilds or overhauls a self-occupied house, the employee and his spouse can withdraw the storage balance in the housing provident fund account at one time within one year from the date of purchase, construction and overhaul of the house. The date on the property ownership certificate shall prevail, and the date on the invoice shall prevail for holding the house purchase contract and invoice, which will not be processed after the deadline.

3. If the rent exceeds the specified proportion of family wage income, the annual withdrawal amount of employees and their spouses shall not exceed the total rent paid in the previous year.
