It depends on the school. Some schools stipulate that if you are a citizen, you don't have to take the TOEFL (but rarely, such as William and Mary). Some schools stipulate that you have to study in the United States for two years or more before you can take the TOEFL test. You can look at official website in the school, which has instructions. As for the SAT, some schools do not require it, but generally the top 30 or even the top 50 schools can still see it. You get 2200+ with Top30 and 2000+ with Top50.
