Civilization 5 How to Develop the Great Barrier Reef

The Great Barrier Reef is a natural wonder and needs no development. As long as it is within 3 squares of the city and belongs to its own site, it can be obtained by directly sending citizens to work. Please note that the Great Barrier Reef is an ocean grid. Different from other natural wonders, sometimes fish or crab resources (possibly worms) will appear on the grid of the Great Barrier Reef, but the grid of natural wonders is impassable, so you can't send fishing boats to develop it.
