Article 1 According to the Reform Plan of Kuqa Organization (No.8 issued by Adi Dangban [2019]) and the Notice of Kuqa Municipal People's Government Office on Implementation Opinions (Kuqa Ban Fa [20658]) approved by Aksu prefectural Party Committee and Aksu regional administrative office.

Article 2 The Municipal Forestry and Grassland Bureau is the working department of the Kuqa Municipal Government, and it is a departmental bureau under the unified leadership and management of the Natural Resources Bureau.

Article 3 The Municipal Forestry and Grassland Bureau implements the principles and policies of the CPC Central Committee on forestry and grassland work, the decision-making arrangements of the Party Committee of the autonomous region and the work requirements of the regional and municipal committees, and adheres to and strengthens the centralized and unified leadership of the Party on forestry and grassland work in the process of performing its duties. The main responsibilities are:

(a) to implement the laws, regulations, guidelines and policies of the state, autonomous regions and autonomous regions on forestry and grassland, implement the policies, plans and standards for regional forestry, grassland and its ecological protection and restoration, and formulate and organize the implementation of the long-term development plan and guiding plan for forestry and grassland work in the whole city. (three) responsible for the supervision and management of forest, grassland and wetland resources; Organize and supervise the implementation of forest cutting quota; Responsible for forest land management, formulate forest land protection and utilization plans and organize their implementation, guide the delineation and management of national public welfare forests, and manage state-owned forest resources in state-owned forest areas; Responsible for grassland grazing prohibition, grassland livestock balance and grassland ecological restoration and management, supervision and management of grassland development and utilization; Responsible for wetland ecological protection and restoration, formulate wetland protection planning and relevant local standards, and supervise and manage wetland development and utilization.

(four) responsible for the supervision and management of sand prevention and control work; Organize and carry out desert investigation, draw up the construction plan, relevant local standards and technical regulations for sand control and desertification land closure and protection areas, supervise and implement them, supervise and manage the development and utilization of desertification land, and organize the prevention, prediction and emergency treatment of sandstorms.

(5) To be responsible for the supervision and management of terrestrial wildlife resources, organize the investigation of terrestrial wildlife resources, study and put forward suggestions on the adjustment of the list of key protected terrestrial wildlife, guide the rescue, breeding, habitat restoration and development of terrestrial wildlife, and monitor, prevent and control the epidemic situation of wildlife and deal with emergencies. Supervise and manage the hunting, collection, domestication and breeding, cultivation, management and utilization of terrestrial wild animals and plants, and supervise and manage the import and export of wild animals and plants according to the division of labor.

(six) responsible for the supervision and management of various nature reserves; Formulate plans for various nature reserves and relevant local standards; Responsible for the establishment, planning, construction and franchising of nature reserves, scenic spots, geological parks and forest parks; Responsible for the management of natural resources assets and the control of land and space use in nature reserves where the city directly exercises ownership; Put forward audit suggestions on the construction and adjustment of various municipal nature reserves and submit them for approval according to procedures, organize the audit of world natural heritage declaration, and audit the declaration of world natural and cultural double heritage jointly with relevant departments; Responsible for biodiversity conservation.
