"Although the number of international students accepted by France has tripled in 25 years, and more than 60,000 foreign students have entered the country every year since 2065,438+00, this growth rate is lower than the growth level of global student flow", which was pointed out at the ministerial meeting in February 2065,438+0 within the framework of the "Immigration Control and Effective Asylum" bill.
In view of this, article 2 1 of the new immigration law plans to create two new residence cards for foreign students: one for one year and one for many years, and the latter is printed with the instructions of "Student-Mobility Plan".
The first residence card is valid for less than or equal to one year and can be renewed once. It is applicable to international students in EU multilateral education programs (including education in EU countries or education agreements between at least two EU universities). The second type of multi-year residence allows for at least two years of exchange and study under the same conditions.
Article 2 1 also plans to create a non-renewable limited residence card for all foreign students or researchers who have completed their studies in France, marked as "looking for a job or starting a company" to replace the current temporary residence card APS (autonomy provision de sé jour) for foreign graduates. According to the Act, foreign students who graduated from France in the last four years can apply for such residence. This clause is the implementation of the EU directive in France in May 1 1, 2065438.
This bill will be submitted to the Social Affairs Committee of the National Assembly on March 27th.
Foreign students' satisfaction with France has improved.
France is the fourth largest destination for international students in the world, and it is appreciated more and more. According to the "Barometer for Studying Abroad" issued by the French Higher Education Agency at the end of 20 17, compared with 20 13 and 2065 438+03, almost all indicators of French universities' reception capacity for foreign students have improved.

The relative improvement in the above two aspects is partly attributed to the rising housing prices in popular study abroad cities in other countries.
Paris, the "romantic city", has become the "bull's-eye" for international students: among international students, 66% are satisfied with the housing situation, 63% with the cost of living and 60% with the rent; In the Paris region, the satisfaction rate dropped to 48%, 50% and 465,438+0% respectively.
The administrative procedures that make international students dissatisfied have also improved, and 46% of the respondents are dissatisfied with this, which is 6 percentage points lower than that in 20 13.
In the eyes of international students, the overall image of France is also improving: 64% of respondents think France is more attractive than before; 94% people think that France has a great influence on culture and art (3 percentage points higher than 20 13), and 90% respondents pay tribute to France's "knowledge and science" or its "glorious history" (+2%); 76% of the respondents believe that the French economy is stable and efficient-this indicator is 8 percentage points higher than 20 13.
Béatrice Khaiat, chairman of the Ministry of Higher Education, believes that "the French era is coming!" For international students studying in France, the United States and Britain, the two most important study destinations in the world, are not as attractive as before. After Britain left the European Union, the image of Britain and the United States has deteriorated after Trump was elected president. It seems that only Canada can compete with France: English-French bilingual advantage, immigrant country advantage, relatively cheap higher education and excellent natural and social environment.
In today's era, students have more freedom in choosing their study destinations. According to the survey, 47% of the students had considered going to America, Britain or Germany before coming to France. The survey in 20 13 shows that the proportion of international students who hesitate is 49%, and the proportion is as high as 54% in 20 1 1 year.
The survey also confirmed that the experience of studying in France is very important for strengthening the ties between foreign students and France and enhancing France's soft power. After completing their studies, 57% of foreign students from non-French speaking countries can speak fluent French; 67% of students who work outside France said that they came into contact with France from time to time at work.
About realizing the first workplace experience in France ... 84% of the 684 1 transfer students who completed their studies had this wish, but only 22% of them realized it. It seems that France still has a long way to go in this regard.
