Joint debugging steps of coal mine and required software data

Part I: Application and approval materials before construction.

First, the project approval document (above 900,000 tons/year approved by the National Development and Reform Commission, below 900,000 tons/year approved by the Provincial Development and Reform Commission)

(1) application report: the project application report shall include the following contents:

1. According to the content of the project, the XXX project application report should be compiled by an institution with corresponding qualifications.

2. Project name, operation period and detailed information of each investor.

6. Analysis of resource development and comprehensive utilization: resource development scheme, resource utilization scheme, resource saving scheme, etc.

7. Construction land analysis, land acquisition, demolition and resettlement: project site selection and land use scheme, land use rationality analysis, land acquisition, demolition and resettlement planning scheme.

8. Project construction site, demand for land, water, energy and other resources, and consumption of main raw materials.

9. Environmental impact assessment.

10, energy-saving scheme analysis: energy standards and energy-saving specifications, energy consumption status and energy consumption index analysis, energy-saving measures and energy-saving effect analysis.

Feasibility study report or project proposal of coal mine construction project;

9 mineral resources management department should specify the planned mining area, mining scope and resource reserves.

Two, the preliminary design approval documents (provincial development and Reform Commission, the provincial coal management bureau to accept the review)

Three, safety design approval documents (provincial coal mine safety supervision bureau to accept the review)

Materials to be submitted by the applicant (number of papers: 1 set):

1, safety facilities design review application documents and application forms

2, the relevant government departments of the construction project approval (or approval) documents.

3, mining license or approval documents to delimit the mining area;

4. Safety pre-evaluation report;

5. Geological report of mine field exploration (precise investigation) (small coal mines must meet the requirements of Code for Design of Small Coal Mines in Coal Industry);

6. Preliminary design of coal mine;

7, coal mine safety facilities design preliminary design;

8. Other materials that need to be explained (the mining license (original and copy) within the validity period, the industrial and commercial business license, and the copy of the safety qualification certificate of the main person in charge of the coal mine (including legal person or investor and mine manager), and stamped with the official seal);

Four, the construction project environmental protection approval procedures (Provincial Environmental Protection Bureau)

(1) application

The project construction unit (hereinafter referred to as the "owner") shall first provide the following information:

1. Apply for the environmental protection approval report of the construction project;

2. Project approval documents (projects that do not require project approval may not be provided);

3 project proposal or feasibility study report. For projects that do not need to prepare a feasibility study report, the basic situation and environmental protection issues of the project shall be explained in writing;

4. Documents issued by the competent department of the project industry that the proposed project conforms to the national and provincial industrial policies;

5. Traffic geographic location map of the proposed project (marked on110000 or 1/5000 topographic map);

6 planning intention or opinion of the planning department where the project is located;

7 new land acquisition projects must provide fixed-point opinions of the planning department;

8. The general plan of the proposed project;

9. Other documents that need to be provided according to policies and regulations and the actual situation of the project;

10. Leased houses or construction projects built by other lease methods must provide a lease agreement and a written agreement on environmental responsibility of both parties.

(2) Preliminary examination

1. Whether the preliminary project meets: 1) national and provincial industrial policies and environmental protection requirements; 2) Planning requirements; 3) Protection requirements for local environmental quality functional areas and environmentally sensitive areas;

2. After the project meets the basic requirements after preliminary examination, our bureau will issue the Registration Form for Environmental Protection Declaration of Development and Construction, and the owner will fill in six copies according to the requirements of filling in the form;

3. After the "Registration Form for Environmental Protection of Development and Construction" is completed and sealed by the owner, it will be sent to the administrative department of environmental protection in the county (city, district, special zone) and prefecture (city) where the project is located step by step, and then submitted to our bureau for signing and acceptance opinions. The owner will contact Guizhou Environmental Impact Assessment Center for this project.

The information that needs to be reported to our bureau shall also be submitted to the administrative department of environmental protection of the county (city, district, special zone) and prefecture (city) where the project is located.

(three) environmental impact assessment and its approval time limit

1. According to the requirements of relevant national laws and regulations, our bureau requires the owner to provide the environmental impact report, environmental impact report form and environmental impact registration form (only one of them) of the proposed project when conducting environmental protection examination and approval;

2. For the construction project that needs to prepare the environmental impact report or report form, the owner shall entrust the environmental impact assessment certified unit with the qualification certificate of environmental impact assessment and the specified industry and business scope (the unit issued by the State Environmental Protection Administration with the environmental impact assessment certificate) to prepare the environmental impact report and report form of the proposed project;

3. The environmental impact registration form for the completion of the construction project determined by our bureau (issued by our bureau) shall be filled in by the owner according to the specified requirements and submitted to our bureau for approval;

4. According to the requirements of the Management Procedure for Environmental Impact Assessment of Construction Projects, the owner of any construction project that should prepare an environmental impact report according to the regulations must prepare an environmental impact assessment outline, and the Guizhou Environmental Impact Assessment Center will conduct technical evaluation of environmental impact, issue technical evaluation opinions on the environmental impact assessment outline, and determine the work content, workload, scope and evaluation funds of environmental impact assessment.

5. Construction projects that should prepare an environmental impact report or an environmental impact registration form according to regulations do not need to prepare an environmental impact assessment outline;

6. According to the State Council's Regulations on Environmental Protection Management of Construction Projects, in order to improve work efficiency, in combination with the actual situation in our province, within 30 days from the date of receiving the environmental impact report and evaluation opinions of construction projects, within 15 days from the date of receiving the environmental impact report and evaluation opinions, and within 7 days from the date of receiving the environmental impact registration form, the approval decision is made and the project reply is issued.

(four) the principles of examination and approval of the environmental impact report of the construction project

1. Whether it conforms to the national industrial policy;

2 whether it conforms to the urban environmental function zoning and the overall urban development planning, and whether the layout is reasonable;

3. Whether it conforms to cleaner production;

4. Whether the pollutant discharge reaches the standard;

5. Whether it meets the national and local total pollutant control indicators;

6. Whether the regional environmental quality can be maintained or improved to meet the functional requirements.

(five) the examination and approval authority of construction projects

1. Construction projects with a total investment of less than 200 million yuan approved or authorized by the relevant departments of the State Council or the State Council;

2 construction projects approved by the Provincial Planning Commission, the Provincial Economic and Trade Commission and the relevant departments of the provincial government, the provincial military region and the provincial armed police corps;

3. Construction projects of national and provincial scenic spots and various nature reserves;

4 cross regional, state and municipal administrative areas of construction projects;

5 radioactive mines, radioactive products, radioactive facilities, production of mercury products, arsenic products, benzidine, polychlorinated biphenyls and other toxic substances, carcinogens construction projects;

6. Construction projects stipulated by other laws and regulations and authorized by the State Environmental Protection Administration.

(6) Examining and approving other matters.

1. For the site inspection of the proposed project, the owner needs to contact Guizhou Environmental Engineering Evaluation Center;

2 environmental impact assessment categories, according to the national "construction project environmental protection classification management catalogue" and the actual situation of the project, determined by our bureau;

3. The funds required for the environmental impact assessment and technical assessment of the proposed project shall be approved according to the charging standards stipulated by the Provincial Price Bureau and the Provincial Environmental Protection Bureau and paid by the project owner.

4. The environmental impact report of the construction project (including the outline of environmental impact assessment) shall be subject to the technical assessment of environmental impact by Guizhou Environmental Engineering Assessment Center and submitted to our bureau for approval;

Five, land use procedures (land and resources departments to organize the audit)

Materials to be submitted by the applicant (copies: paper 1 set, electronic version 1 set);

1, information submitted by the construction land unit:

(1) land use application (original);

(2) Project proposal; Feasibility study report, preliminary design approval or approval document;

(3) the relevant qualification certificate of the construction unit;

(4) Pre-examination opinions on land use for construction projects;

(5) Geological hazard risk assessment filing materials provided by qualified units and overlying mineral resources assessment checklist and/or review opinions (original);

(six) the general plan of the construction project;

(7) Technical report on survey and demarcation of land acquisition (occupation) and survey and demarcation map (original) issued by qualified units;

(8) Review opinions of environmental protection, construction, forestry and other relevant departments;

(9) If cultivated land is occupied, provide proof of paying cultivated land reclamation fee, put forward supplementary cultivated land scheme, and provide proof and confirmation materials (original) if sloping cultivated land above 25 degrees is involved;

(10) If reclamation is involved, provide the reclamation plan (report, statement) and review conclusion (original);

(1 1) involves construction projects such as transportation, water conservancy and energy. The land reclamation plan (report, report form and evaluation form) shall be submitted.

2, the information submitted by the land and resources management department:

(1) Application materials for construction land "One Book and Four Drawings" (original) and land reclamation plan evaluation form;

(2) Summary table of expropriation (occupation) land ownership (if the rural collective land ownership is granted, fill in the land certificate number and attach a copy of the certificate; If the certificate of rural collective land ownership is incomplete, the county-level land registration agency shall issue relevant explanations);

(3) If the land is provided by agreement, an initial contract for paid use of the land use right shall be provided;

(4) materials for the announcement before land acquisition, land type confirmation and compensation and resettlement hearing (for projects with large land use, land type confirmation can be reported to the summary materials, and basic data can be filed by the county);

(5) Approved overall land use planning and land use status map (with the name, legend and signature of the manager), and stamped with the official seal of the county-level land and resources management department (original); Involving planning modification, not involving basic farmland, township planning belongs to the state (city, prefecture) government approval authority, land approval, should be attached to the government's approval document for planning modification (original); Other township planning amendments shall be submitted together with the land use approval; (original)

(6) If supplementary cultivated land is involved, a certificate of newly-added cultivated land (original) shall be issued;

(7) The state (city, prefecture) land and resources management department submits the review opinions on construction land (original);

(8) The prepaid land acquisition compensation certificate issued by the land and resources department and the prepaid land acquisition compensation certificate issued by the finance (bank) department;

(9) Whether the measuring mark is occupied (original).

3, the city (prefecture) government (administrative office) and the information submitted by the people's government at the county level:

(1) Request for instructions from the people's government at the county level for construction land (original);

(2) the legitimacy and rationality of the people's government at the county level to the standards of land acquisition compensation, and the performance of the commitments made by land acquisition compensation; Description and commitment of taking multi-channel resettlement measures to properly resettle the landless farmers (original);

(3) Request for instructions on construction land of state and municipal people's governments and regional administrative offices (2 originals).

Six, mine construction organization design (supervision unit organization)

10, coal mining application, submitted to the development and reform department for project approval; Apply for gold mining, submit the approval letter of gold mining (copy); Apply for the exploitation of mineral water and geothermal water, and submit the water intake permit (copy); Apply for the exploitation of mineral resources in rivers or waterways, and submit the relevant examination and approval procedures (original);

12. If the mining right is obtained by means of bidding, auction or transfer, the land price General Payment Notice (original) shall be submitted.
