In order to implement the requirements of the Outline of the Medium and Long-term Education Reform and Development Plan (20 10-2020) of the state and our province, according to the spirit of the Notice of the General Office of the State Council on Forwarding the Opinions of the Ministry of Education and other departments on Doing a Good Job in Taking the Entrance Examination for Migrant Workers' Children after Receiving Compulsory Education (Guo Ban Fa [2012] No.46), Combined with the needs of migrant workers' children in our province for further education and the actual situation of high school and higher education resources in our province, the following opinions are put forward on doing a good job of migrant workers' and other non-local household registration employees' children (hereinafter referred to as migrant children) to participate in the senior high school entrance examination and college entrance examination in the local area after receiving compulsory education:
First, to do a good job in the entrance examination for children of floating population, we should adhere to the principle of putting people first and promoting education equity, adhere to the realistic possibility of safeguarding and improving people's livelihood, strengthening and innovating social management, maintaining social harmony, ensuring the rights and opportunities of children of floating population to receive education, and promoting the rational and orderly flow of population. We should make overall consideration of the entrance examination needs of children of floating population and the carrying capacity of educational resources in the inflow areas, and actively and steadily promote it.
All localities should increase investment in education and adjust the allocation of educational resources according to the needs of urbanization and rational population flow.
Second, improve the policy of taking the senior high school entrance examination on the spot for the children who move with them. In accordance with the relevant provisions of the state and the relevant requirements of the province, the relevant policies for the senior high school entrance examination are formulated by the municipalities in light of the actual situation, and the education administrative department of the provincial government is responsible for the audit.
Three, conscientiously implement the policy of children with the move to take the college entrance examination in Anhui. Candidates with household registration and student status in our province can choose to apply at the location of household registration or student status; Candidates registered in our province and studying in other provinces can go back to their domicile to take the college entrance examination; The children of migrant workers who are not registered in our province have a complete three-year high school registration in our province and have corresponding learning experience, and can participate in the college entrance examination as students. High school student status must be proved by the education administrative department at or above the county level. The relevant policies for the children who move with them to participate in the college entrance examination have been implemented since 20 13.
Four, establish a management mechanism for the children who move with them to take the entrance examination in our province. Strengthen the overall planning of the government and coordinate the participation and cooperation of relevant government departments, including the education administrative department. Strengthen the communication and connection between the outflow area and the inflow area in terms of student status management, policies and measures, and make overall plans for the entrance examination of the children who move with them and the students in the inflow area. For the children of floating population who do not meet the requirements of taking the entrance examination in the inflow place, the outflow place and the inflow place should actively cooperate and make good policy convergence to ensure that candidates can return to the outflow place to take the entrance examination. All localities should strengthen the examination of candidates' qualifications, openly and transparently implement the entrance examination policy for children who move in, and prevent "examination immigration".
V. Strengthening organizational leadership and coordination. All localities and relevant departments should strengthen the organization and leadership of the entrance examination for migrant children, clarify the division of responsibilities and cooperate closely to form a working pattern of * * * management. The local admissions committees should co-ordinate the work of the entrance examination for Suiqian children, and the education administrative departments should strengthen the construction of electronic student status network management system in primary and secondary schools, strictly regulate the management of students' status in ordinary high schools, timely grasp the basic information of Suiqian children, and jointly with relevant departments do a good job in the registration organization, examination implementation and enrollment of candidates. The development and reform department should incorporate the education of children of floating population into the local economic and social development plan. The public security department should strengthen the service management of the floating population and provide relevant information such as the residence of migrant workers and their accompanying children in a timely manner. Human resources and social security departments shall provide migrant workers' employment and social security information in a timely manner. All regions and relevant departments should take various forms to strengthen the publicity and interpretation of the entrance examination policy for migrant children of migrant workers, do a good job in guiding public opinion and create a good atmosphere.
