According to the requirements of the notice of the Ministry of Land and Resources (No.25 [2007] of the Ministry of Land and Resources), our province organized a survey of geological exploration industry, and now the survey results are reported as follows.

First, the basic situation of the province's geological exploration industry team

(a) the geological exploration industry team and institutions

The geological exploration industry in our province mainly includes the Provincial Bureau of Geology and Mineral Exploration and Development, the Provincial Bureau of Nonferrous Geological Exploration, the Provincial Bureau of Surveying and Mapping, the Provincial Bureau of Nuclear Geology, the Provincial Bureau of Environmental Geology, the Qinghai Bureau of Coal Geology and the Qinghai Corps of China Building Materials Industry Center, as well as companies and mining enterprises with exploration qualifications. This survey does not include non-local management units.

(2) Distribution of exploration qualification

The province has issued 26 * * * exploration qualification certificates. According to the highest qualification obtained by the unit, there are Grade A qualification units 1 1, accounting for 42.3% of the total. There are *** 18 state-owned geological prospecting units in the province, with relatively high qualification levels, all of which are above grade B. 1 1 Grade A units in the province are all state-owned geological prospecting units, and the other 7 units are Grade B units, accounting for 100% and 87.5% of Grade A and Grade B qualification grades in the province respectively. The qualification categories approved by the whole province are 1 1 A, B and C * * *12. Compared with the same period in 2005, the number of employees in state-owned geological prospecting units in the province increased by 7%. Compared with 2005, the annual wage income of employees is basically the same, and the salary of retirees has increased slightly, with a capital increase ratio of 4.6%.

(B) the economic development of state-owned geological prospecting units

In 2006, the economic operation of geological prospecting industry was stable, and the position of geological exploration and development was further consolidated, maintaining a good and rapid development momentum compared with 2005.

In 2006, the total income of state-owned geological prospecting units in the province was 628 million yuan, an increase of 25.6% over 2005. The total assets of state-owned geological prospecting units in the province increased by 38. 12%, the productive assets increased by 68.3%, and the net value of special instruments and equipment increased by 45.03%.

In recent years, the central and provincial financial investment in geological exploration has increased rapidly, and the economic strength of geological exploration units and exploration qualification units affiliated to all large national mining enterprises in the province has been growing. Compared with the past, the technical equipment and field working conditions of state-owned geological prospecting units have made great progress, and the productive assets have greatly increased.

In 2006, the investment in geological exploration reached 286,543.8 billion yuan, the highest level in history, accounting for nearly half of all the investment in geological exploration during the Tenth Five-Year Plan period. Among them, there are 50 provincial geological prospecting projects; There are 32 national geological prospecting projects (including land and resources survey project 16, strategic mineral resources prospect survey project with mineral resources compensation fee, mineral resources exploration project with mineral resources compensation fee, 4 special subsidy projects from the central government and crisis mine exploration project 1 project); 42 projects arranged by local geological prospecting bureau (including 2 1, 8 non-ferrous geological prospecting bureaus, 4 coal geological bureaus, 5 nuclear geological bureaus, 2 environmental geological bureaus and 2 building materials geological corps); 13 key commercial geological exploration projects.

Concentrate funds and use them in bundles to increase the exploration of important metallogenic belts and key minerals. Focus on the construction of a number of key mining areas in our province, such as Juhugeng Mining Area and Jiangcang Mining Area in Muli Coalfield, Kalchaka Copper Mine in Golmud City, Longwa Gold Mine in dulan county, Valegan Gold Mine in zeku county, Wulonggou Gold Mine in dulan county, Tolugou Cobalt Mine in Golmud City, Narigongma (copper) Molybdenum Mine in Zaduo County, Galinger Iron Mine in Golmud City, Jiagelongwa Gold Mine in Qumalai County, and Dongmozha Lead, Zinc and Silver. At the same time, a number of mines were arranged in a planned way.

(three) the basic situation of public geological work

Due to the low level of geological work in our province, 20% ~ 30% of the special funds for geological exploration arranged by the provincial finance in recent years are used for basic and public welfare geological exploration. The basic and public welfare geological work funded by the provincial finance is mainly based on1:50,000 mineral geological survey, taking into account the basic work such as geological research of important metallogenic belts and hydraulic environment.

(four) the situation of commercial exploration work

The commercial mineral exploration market is increasingly active, and the investment in joint exploration and market projects is increasing. On the premise of completing the planned geological exploration, the state-owned geological prospecting units in our province actively strive for market projects and intensify joint exploration. In 2006, the state-owned geological prospecting units in our province undertook market geological exploration projects (including bidding projects outside the province) 1 more than 100 million yuan. Among them, the joint exploration of Dachang Gold Mine in Qumalai County and Hongchuan Gold Mine in Qilian County with relevant Canadian mining companies attracted nearly 30 million yuan of foreign investment.

State-owned geological prospecting units are constantly opening up new mineral development bases, cultivating new economic growth points and building diversified industrial structures. All kinds of industries strive to give full play to their respective advantages in the market, and their economic benefits continue to grow, and their proportion in the total geological prospecting economy continues to increase.

First, the construction of pillar industries was accelerated. Relying on the superior resources of this province, the Hobson potash production line with an annual output of 60,000 tons of KCl in Chaerhan Salt Lake has been completed and put into operation. Together with the former Golmud General Plant of Geology, Mineral Resources and Chemical Industry, the potash production capacity of mining enterprises in Chaerhan Salt Lake can reach 80,000 tons/year.

Second, mine preparations for the exploration and development projects of Wulonggou Gold Mine, Guoluo Longwa Gold Mine and Songshu Nangou Gold Mine, which are mainly based on gold production, have been comprehensively promoted. Qinjian Shanyan Gold Mine, which cooperated with foreign-funded enterprises, was officially put into operation in June 2006 +065438+ 10, with a designed annual output of 2.6 tons of gold.

Third, the market project of engineering survey and construction is progressing smoothly. According to incomplete statistics, geological prospecting units in the province undertake geotechnical engineering investigation and other projects with a total contract value of more than 80 million yuan.

Three, the main experience of geological exploration industry reform

In recent years, the provincial party committee and government have attached great importance to geological prospecting, closely combined geological prospecting with national and provincial economic and social development, closely combined industrial economic development with building a well-off society in an all-round way, adhered to Scientific Outlook on Development, strengthened market economy awareness, changed development concepts, innovated development models, accelerated industrial economic development and enhanced comprehensive economic strength. The main business of geological prospecting has developed rapidly.

Remarkable achievements have been made in the environmental geological work of water conservancy projects, with the completion of the1:250,000 Sanjiang ecological environmental geological survey of 42,000 square kilometers, providing basic data for the environmental protection resettlement project in this area. The environmental hydrogeological investigation in Qaidam Basin has found a number of water sources with exploitation value. The water improvement project for endemic diseases in Guide Basin ended the history of 40,000 people eating water with high fluorine and iodine deficiency. Engineering geology provides a large number of construction engineering data, which ensures the start-up needs of roads, real estate and infrastructure projects in the province.

(2) Outstanding achievements in mineral exploration.

Some mine sites for exploration or development have been submitted. The provincial key exploration projects have achieved good results, and the resources of each mining area have increased to varying degrees, the degree of control has been further improved, and the evaluation speed has been significantly accelerated. We will intensify foreign investment and cooperative exploration, introduce funds through various channels, and conduct commercial mineral exploration and development in accordance with the operation mode of market economy, and achieved results.

(3) Mining right management is further standardized, and operating income is increased.

In order to give full play to the potential of existing exploration rights, we have attracted investment in various ways and absorbed social funds for joint exploration, which has further strengthened the main business of geological exploration and accelerated the pace of exploration and evaluation of mineral resources in our province.

In 2006, the Bureau of Geology and Mineral Resources of our province implemented the five-year plan of "building a safe base and building a harmonious Qinghai Geology and Mineral Resources". Fourth, the "Eleventh Five-Year Plan" reform and development ideas

(1) Strengthen geological exploration to provide resources for social and economic development.

Taking geological exploration and development as the leading industry, focusing on exploration, achieving an average annual growth of more than 10%, and the total economic output of geological exploration will double at the end of the Eleventh Five-Year Plan on the basis of 2005; Profits increased by more than 6% annually, and per capita income increased by more than 5% annually.

Taking the State Council's decision on strengthening geological work as an opportunity, and under the guidance of Qinghai's 11th Five-Year Development Plan, we should make overall plans to meet the needs of society, concentrate on strengthening mineral resources exploration, highlight the minerals and key areas urgently needed by the country, strengthen the awareness of prospecting, actively apply high-tech and advanced applicable technologies, and strive to find large mines and good mines, with more results, faster results and better results. We should attach great importance to and actively participate in commercial geological exploration, broaden the prospecting space, continuously improve the technical level and competitiveness of mineral resources exploration, develop and expand the main business, and achieve a major breakthrough in geological prospecting.

During the "Eleventh Five-Year Plan" period, we will focus on the exploration and evaluation of the eastern Kunlun metallogenic belt, the northern Qilian metallogenic belt, the Qinghai-Tibet Railway, the Qaidam Basin and the northern section of the "Sanjiang" metallogenic belt; Consider the area of Mount Ella; Rational layout of mineral exploration and evaluation in eastern Qinghai and northern margin of Qaidam basin: 26 deposits have been submitted for development.

(2) Steadily promote foreign cooperation and expand the prospecting space.

While doing a good job in the existing geological prospecting projects inside and outside the province, we will actively and steadily promote the development strategy of "going out and bringing in", make use of "two resources and two markets", actively introduce powerful foreign mining companies for joint risk exploration, and strengthen mineral exploration and technical services in the surrounding areas outside the country. Establish mineral resources exploration bases at home and abroad to strengthen economic strength.

(3) Intensify mining development and expand the mining economy.

On the existing basis, cultivate 3-4 key development projects with an annual output value of10 million yuan or more. Extend the industrial chain of mining development and enhance the added value of products. The original small mines should strengthen management, expand resources, improve technology, ensure normal production, increase production and increase efficiency, and tap potential and increase efficiency.

Second, the shortage of geological professional and technical personnel, the unreasonable structure of professional and technical team, and the contradiction between supply and demand of talents have seriously troubled the economic development of geological prospecting industry. The number of geological professionals is insufficient, especially in the field. The structure of professional and technical team is unreasonable, and there is a lack of high-level and high-quality leading talents who can undertake large-scale comprehensive and key projects; In the academic structure of professional and technical teams, the proportion of high-level academic qualifications is seriously low. Therefore, it is difficult to meet the demand of professional talents for the rapid development of geological prospecting economy.

Third, the number of retirees is large and the burden is heavy. The ratio of retirees to employees in our province is 1: 1.65. So far, retirees have not entered the social pension plan as a whole, and all the expenses are borne from the base of geological prospecting fees, resulting in more than 60% of the geological prospecting fees allocated by the state being used to distribute the living expenses of retirees.

Fourth, there are many internal laid-offs and waiting for jobs, and the economic burden is too heavy. Most of them are all kinds of production workers who used to engage in field production, and their skills are single. After they are laid off, they have no skills to participate in market competition.

Fifth, in the large-scale investigation project, difficult factors such as high altitude, poor traffic, drought and water shortage, and inconvenient construction in Qinghai Province were not fully considered, resulting in insufficient cost of the whole project.

Sixth, the Notice of the Ministry of Finance and the Ministry of Land and Resources on Deepening the System of Paid Acquisition of Prospecting and Mining Rights stipulates that state-owned geological prospecting units can continue to implement the policy of transferring the price to state-owned capital, but it is difficult to actually handle the formalities of transferring state-owned capital.

Countermeasures and suggestions on intransitive verbs

According to the spirit of "the State Council's Decision on Strengthening Geological Work" and the overall arrangement of Qinghai Provincial Party Committee and Government to "rely on superior resources and implement resource conversion strategy", and according to the development idea of "one industry is the mainstay and two wings are extended", while expanding and strengthening the leading industry of exploration and development, we will vigorously cultivate other related industries, consolidate the development foundation and maintain the stable and rapid economic development of geological exploration industry.

Taking the search for large and medium-sized deposits as the main goal, we will highlight the arrangement of key projects and seek new breakthroughs in geological prospecting. Accelerate the exploration and evaluation of important mineral deposits with great resource potential and relatively good development conditions, make overall arrangements, give full play to the maximum benefit of exploration funds, and improve the quality of geological achievements.

(2) Innovating the system, invigorating the mechanism and enhancing the development vitality of geological prospecting units.

Constantly explore new ways to reform the system and mechanism, vigorously promote the diversification of assets and investment subjects, develop a mixed-ownership economy, and do a good job in joint-stock operation, so that the reform of property rights system has taken substantial steps. In enterprise management, we can separate the ownership and management rights of enterprises, diversify the management methods and improve the economic benefits of enterprises. We will further deepen the reform of income distribution, adhere to the principles of giving priority to distribution according to work, coexistence of various forms of distribution, giving priority to efficiency and paying attention to fairness, straighten out the distribution relationship, rationally adjust the distribution pattern, form a correct benefit distribution-oriented mechanism, and strive to tilt toward the production line and field. The interests of geological prospecting units in the process of materialized labor should be fully reflected in the distribution of rights and interests of national exploration fund projects, and the proportion of rights and interests should be clarified as soon as possible.
