Mainland residents may apply for settlement in Hong Kong or Macao under any of the following circumstances.

The term "children without Hong Kong or Macao" in item (2) above refers to children who have no permanent resident status in Hong Kong or Macao or have been approved by the exit-entry administration department of the public security organ to settle in Hong Kong or Macao.

Mainland residents applying to settle in Hong Kong and Macao must apply to the exit-entry administration department of the public security organ at or above the county level where their household registration is located, accept interviews and inquiries, and perform the following procedures:

(1) Submit an Application Form for Mainland Residents to Settle in Hong Kong and Macao (hereinafter referred to as the "Application Form"), which is completed and affixed with recent bareheaded color photos (48×33mm) of the applicant and relatives of Hong Kong and Macao who intend to reunite.

If the relevant personnel in Hong Kong or Macao are of foreign nationality, they shall submit copies of permanent identity cards and foreign passports of Hong Kong or Macao.
