Legal analysis: 1. Promote the upgrading and expansion of inter-provincial expressway construction projects such as the Hunan section of G4 Beijing-Hong Kong-Macao Expressway, Linwu-Lianzhou Expressway and Sangzhi-Longshan (Laifeng);
