Cook Islands Diplomacy

1989, New Zealand sent a letter to the United Nations, stating that Cook Islands has full constitutional capacity to independently handle its foreign relations and sign international agreements, and hopes that countries dealing with Kuwait can treat it as a sovereign country. 1993, Singapore and Kuwait upgraded their "diplomatic representatives" in each other's capitals to "high commissioners". Ku is also a member of the Pacific Community, the Pacific Islands Forum, the Forum Fisheries Agency and other regional organizations.
