2. The value and ethical basis of social work

The social basis of social work is a contract society.

The theoretical origin of modern contract government can be traced back to the concept of natural law in ancient Greece and Rome: Thucydides said through Pericles, "We obey the law itself, especially those that protect the oppressed." Laws, those laws that are not written down, but are considered a shame if violated. The so-called "laws themselves" and "laws that are not written down" actually refer to natural law. There are many schools of modern legal science, but most of them believe in the power of reason, focus on individuals or society, and emphasize rights and obligations. John Locke's concept basically represents the mainstream view of modern natural law theory: natural law is based on human reason, confirms and protects people's natural rights, and infringing on people's natural rights means violating natural law. Everyone has the ability to prevent and the legitimate power to sanction such violations of natural law. They advocate "natural human rights" and freedom and equality, and advocate freedom of contract and the inviolability of private property. The natural law school directly produced the French Declaration of Human Rights, the American Declaration of Independence, the US Constitution, the Napoleonic Code, the Austrian Civil Code of 1811, the German Civil Code of 1896, the Swiss Civil Code of 1907, etc. Modern contract government is based on the understanding of natural law.

It is in this sense that social work can become an extension of government functions.

Rousseau firmly believes that free people are the only foundation of the republican system. Not infringing on the freedom and rights of others is a defense of human rights in a negative sense. In a positive sense, it means limiting the power of the government and taking a proactive approach to actively defend the freedoms and rights of all people. In this way, social work will have an ethical foundation and value basis. Assistance to vulnerable groups reflects the defense of others' freedom and right to survival.

In the Christian tradition, love for people is out of responsibility and obligation to God. 3. Social work is a market-oriented ethical behavior

Help for disadvantaged individuals and social welfare affairs are all carried out within the family in an ethical manner, so it is impossible to produce specialized social work.

Under the planned economic system, the ethical responsibility of the family to the individual is replaced by the ethical responsibility of the state to the individual. Therefore, in essence, the society of the planned economic system is still an ethical society. The government has assumed all obligations and responsibilities. In an ethical society, each individual has responsibilities and obligations to the family or the collective, but is not responsible for the freedom and rights of other individuals. The market economic system assumes equal and free individuals who are independent of the government. Because the operation of the market economy first recognizes the individual's right to control property, secondly recognizes the exchange and circulation of personal needs, and finally clarifies the rights and obligations between individuals and the government through taxation, and the effective operation of economic life requires individuals to mutual responsibilities and obligations. In this way, the conditions for the birth of social work are met, and ethical behavior becomes an object that can be bought and sold.
