Application conditions for public rental housing in Suining County

In order to speed up the construction of public rental housing in our county, standardize the management of public rental housing, and improve the housing security system and multi-level housing supply system in our county,

1. According to the Measures for the Administration of Public Rental Housing in Jiangsu Province (Decree No.73 of the provincial government), the Measures for the Identification of Urban Low-income Families in Jiangsu Province (Su Minfa [29] No.8), the Measures for the Administration of Public Rental Housing in Xuzhou City (Xu [212] No.8) and the People of Jiangsu Province,

Article 1 These Measures are applicable to the planning, construction, leasing and management of public rental housing within the administrative area of this county.

Article 2 The term "public * * * rental housing" as mentioned in these Measures refers to the indemnificatory housing that the government invests in or provides policy support, and rents to families with housing difficulties with lower-middle income in cities and towns, newly employed workers without housing and migrant workers with stable employment in county towns.

According to the law, families with housing difficulties with lower-middle income in cities and towns refer to families with permanent residence in the county, with per capita housing construction area lower than the security standard and per capita income lower than 8% of the per capita disposable income of urban residents in the previous year. The term "new employees" as mentioned in this Law refers to employees who have graduated from institutions of higher learning for less than 8 years, have a stable occupation within the administrative area of this county and have household registration in this county. The term "migrant workers" as mentioned in these Measures refers to employees who have a stable occupation, complete labor contract or employment contract procedures within the administrative area of this county, have paid social insurance or housing provident fund continuously for more than 6 months in this county, and do not have household registration in this county.

Third, the development of public rental housing should follow the principles of government-led, social participation, market operation and local conditions.

Article 4 Establish and implement the mechanism of application, examination, publicity, waiting guarantee and withdrawal of public rental housing, and ensure that the allocation and management of public rental housing are open, fair and just.

Fifth county housing construction department is the county public rental housing management department, responsible for the planning, construction, management, policy formulation and implementation of public rental housing within the county.

The county civil affairs department is responsible for identifying the income status and family property status of families with housing difficulties with lower-middle income in counties and townships. County Federation of Trade Unions is responsible for the identification of family income and family property status of poor workers in counties and townships.

County Supervision Committee, finance, public security, housing construction, natural resources, expropriation, municipal supervision, economic development, taxation, finance, human society, statistics, Federation of trade unions, provident fund and other departments shall, within their respective functions and duties, do a good job in the management and supervision of public rental housing.
