Chapter 2 Overall Salary Standards Article 5 According to the spirit of Zhongbanfa [2010] No. 27 document and the "Supplementary Notice on Further Standardizing Matters Related to the Treatment of Community Workers", the overall salary level of community workers shall, in principle, be no less than The standard of 70% of the average salary of employees in this city in the previous year is determined. Every year after the average salary of the city's employees in the previous year is announced, starting from January 1 of that year, community workers' wages will be repaid according to the new standards. Chapter 3 Wage Structure and Distribution Method Article 6 Job Wages. It includes three parts: basic salary, job tenure allowance, and job allowance. (1) Basic salary. The monthly salary for a full-time employee in the community is 720 yuan per person, the deputy monthly salary per person is 640 yuan, and the general staff member is 590 yuan per month. Those who have worked in the community for less than one year can only enjoy the starting job-year subsidy. The earliest years of community workers in the six districts of the city can be calculated from the month when the fourth community neighborhood committee was elected in 2000, and the earliest years in other districts (counties) can be calculated from the month when the fifth community neighborhood committee was elected in 2003. (3) Post allowance. The monthly salary for a full-time employee in the community is 1,300 yuan per person, the deputy salary is 1,100 yuan per person per month, and the general staff salary is 950 yuan per month. Community workers shall enjoy corresponding position allowances according to their actual positions; when their actual positions change, their position allowances shall be adjusted in accordance with the principle of "following the position, not the person". Article 7 Professional and technical grade wages. The professional and technical salary of community workers is divided into four levels and twelve grades (see the table below), which is linked to the social worker professional qualification obtained by the individual. (1) Starting salary. For community workers who are assessed as social workers, the starting professional and technical level salary is 120 yuan; for those who have passed the National Social Worker Professional Level Examination and obtained assistant social worker or social worker professional level certificates, the starting professional and technical level salary is RMB 120. 200 yuan and 300 yuan, calculated starting from the month when the certificate is obtained (subject to the approval date); for those rated as senior social workers, the starting professional and technical level salary is 540 yuan. (2) Grade promotion. Community workers who have worked continuously in the community for 3 years, 6 years, 9 years or more and have passed the annual assessment or above, and who have not yet obtained the national social worker professional level certificate, are entitled to the third-level and second-level social worker qualifications respectively. The first-grade and first-grade wages shall be calculated starting from the month when the specified number of years is reached. Community workers who have obtained Assistant Social Worker or Social Worker qualifications, have worked continuously within the professional technical level for 3 years, and have passed the annual assessment or above, shall be promoted to a higher level of salary. The evaluation methods for senior social workers will be separately stipulated in due course. (3) Special provisions.
Community workers who have received the first-level salary within their social work professional and technical level for 6 years or more and have not yet obtained the qualification for the previous professional and technical level shall be reviewed and approved by the office of the leading group for social construction work in the district or county where they are located.
