Article 4 People's governments at the municipal and county levels shall incorporate urban greening into national economic and social development plans, determine urban greening goals, formulate annual construction plans, implement a greening goal responsibility system, include urban greening funds in the fiscal budget of the same level, and promote greening. Relevant departments such as development and reform, natural resources and planning, transportation, finance, forestry, water administration, ecological environment, agriculture and rural areas, public security, and urban management and law enforcement shall do a good job in urban greening work in accordance with their respective responsibilities.
