In order to promote the prevention and control of epidemic situation and economic and social development as a whole, and implement differentiated prevention and control strategies in different categories, the safe and orderly flow of people and vehicles is hereby notified as follows:

First, the travel principle

All passengers in the county implement "one person, one yard, clear code access".

Second, travel management.

People in the county town travel safely.

People in the county can travel safely with the health "green code" or Hubei health certificate. Towns, counties, urban areas and densely populated communities should do a good job in personnel travel control and resident service guarantee in accordance with the requirements of "non-essential, not going out" and "double registration" in the community.

People returning from other places travel.

1. Returned personnel and vehicles stranded in low-risk areas in the province can pass by the "green code" of Hubei health code, and be released after normal check of the "green code", registration and temperature measurement at city and county control points, without providing health certificates, collection certificates and vehicle passes. Back to Zhang personnel by the village according to the unified prevention and control management regulations to control.

2. Returnees stranded in other high-risk areas outside Wuhan can take a "point-to-point, one-stop" way with health code "green code" or health certificate, and return after inspection, temperature measurement and registration at provincial, municipal and county control points. Those who returned to Zhangzhang were supervised by their village and their homes were isolated 14 days.

3. According to document E-Fang-Zhi [2020] 14 1, the returnees stranded in Wuhan will not return to China in principle.

4. Those who are stranded in other provinces and return to Zhangzhou can return to Zhangzhou after checking the "green code" at the provincial, municipal and county border checkpoints and registering with the health code of Hubei Province or the health certificate of the detention place, as well as other certificates required by the detention place. Those who return to Zhangzhou outside the province or stay in high-risk areas on the way will be supervised by the village 14 days; Resettlement of overseas and overseas returnees from the town where they live to the designated place for centralized isolation observation 14 days.

People who leave Zhang to travel.

1. Personnel and vehicles returning from work in other parts of the province will leave Nanzhang after inspection, temperature measurement and registration of personal health "green code" or health certificate. If you don't travel by car and there are more than 20 people at the same destination, the government will take a "point-to-point, one-stop" way to transport them.

2. When people, migrant workers and vehicles stranded in Zhangzhou leave Hubei, they should apply to the county headquarters for leaving Hubei with the driver's health "green code", receipt certificate and health certificate issued by the county health department. After examining and approving the passes for people leaving Hubei, the county headquarters adopted a "point-to-point, one-stop" travel mode, and left Nanzhang after inspection, temperature measurement and registration. If there are no conditions to travel by car and there are more than 20 people in the same destination, the government will organize "point-to-point, one-stop" distribution.

Third, the orderly resumption of public passenger transport.

Starting from March 15, the county transportation bureau will gradually restore Xiangyang urban bus, urban taxis, county bus lines, urban and rural short-distance passenger transport and long-distance passenger transport in accordance with the principles of zoning, classification, time-sharing and orderly recovery. Cross-county and domestic long-distance passenger transport outside the city and provinces and cities will resume simultaneously. Wuhan long-distance passenger transport shall be subject to the notice of the provincial epidemic prevention headquarters. The specific time and route shall be subject to the announcement issued by the county media center.
