Announcement on Confirmation of Qualifications for Henan Provincial Political and Legal Police Recruitment and Public Security System Interviews in 2009

According to the "2009 Henan Provincial Political and Legal Police Recruitment and Training System Reform Pilot Work Plan", the announcement on the confirmation of interview qualifications for candidates applying for positions in public security organs is as follows:

1. Interview Qualifications Scope of confirmation

According to the written test scores, the personnel who will participate in the interview qualification confirmation will be determined from high scores to low scores according to the ratio of 1:2 to the number of recruited positions (see Appendix 1 for the list of personnel). For vacancies caused by candidates who do not meet the application requirements or voluntarily give up the interview qualification, candidates for the same position will be filled in order from the highest score to the lowest score in the written examination.

2. Time and place for confirmation of interview qualifications

The time for confirmation of interview qualifications is scheduled to be September 28, 2009. Candidates who have not participated in the interview qualification confirmation as of 19:00 on September 28 will be deemed to have automatically given up their interview qualifications.

All candidates who enter the scope of interview qualification confirmation will participate in the interview qualification confirmation according to the location announced by the province and municipality where they apply for the position (see attachment 2).

3. Documents required to confirm interview qualifications

If the candidate is a college graduate, please bring a valid ID card, admission ticket, and graduation certificate (candidates applying for a second degree must also bring Bring your degree certificate) to attend the interview for confirmation.

If the candidate is a retired soldier, please bring a valid ID card, household registration book, admission ticket, graduation certificate, retirement certificate and a retired soldier’s identity certificate issued by the county-level civil affairs department (employed retired soldiers must also Hold the certificate of consent to apply issued by the unit).

Copies of the above documents must be provided in duplicate, and the originals must be returned after review (retained original diplomas for higher education certification and full-time general technical secondary education certification are required).

4. Academic qualification certification, retired soldier identity certification

According to the spirit of the Provincial Political and Legal Police Recruitment and Training System Reform Coordination Conference, enter the 2009 Henan Provincial Political and Legal Police Recruitment and Training System Reform Interview Qualifications All confirmed candidates must undergo academic qualification verification, and candidates who are retired soldiers must undergo retired soldier status verification.

(1) Regarding academic qualification certification. According to the relevant academic qualification certification measures of the Provincial Department of Education, the current academic qualification certification instructions are as follows:

1. Academic qualification certification for college graduates. You need to provide the original diploma and its copy, and fill in one copy of the "Application Form for China Higher Education Qualification Certification" (downloadable, see attachment 3).

According to the fee standards announced by the Provincial Department of Education’s academic qualification certification agency, the fee for academic qualification certification in colleges and universities is 95 yuan. In order to facilitate candidates, the Provincial Political and Legal Police Recruitment and Training System Reform Coordination Conference requires that academic qualification certification fees be collected by the interview qualification confirmation unit and uniformly submitted to the academic certification department of the Provincial Department of Education for invoicing. After the academic certification is completed, candidates who have passed the interview qualifications can receive the academic certification certificate, graduation certificate and invoice with the notice issued by the interview confirmation during the interview; candidates who have not passed the interview confirmation can go to the provincial and municipal public security bureau after the interview. The HR department can collect it based on the notice issued when the interview is confirmed.

Those who have already undergone higher education certification will no longer be certified, but the certification certificate must be submitted during the interview to confirm qualifications.

2. Certification of full-time technical secondary school qualifications within the national plan. Candidates need to provide a copy of the "Admission Approval Form" used by the original school where they graduated (the original can be found at the school's admissions office, and the copy must be stamped with the school's official seal) and the original diploma. According to national regulations, there is no charge for academic certification of full-time technical secondary school graduates within the national plan.

3. Adult technical secondary school diploma certification. Candidates must provide study certificates and graduation certificates issued by the school they graduated from, and submit them to the vocational education management department of the Municipal Education Bureau where the school is located for certification. The certification procedures will be submitted to the interview qualification confirmation department.

4. High school diploma certification. High school diploma certification is organized by the provincial and municipal personnel bureaus and public security bureaus.

(2) Regarding the identity authentication of retired soldiers. Retired soldier candidates must provide a copy of their retirement certificate and ID card and fill in the "Retired Soldier Identity Authentication Application Form" (downloadable, see attachment 4), and the provincial civil affairs department will organize identity authentication.
