Regulations of Quzhou Municipality on the Administration of City Appearance and Environmental Sanitation

article 1 in order to strengthen the management of city appearance and environmental sanitation and create a clean, beautiful and civilized city environment, these regulations are formulated in accordance with the regulations of the State Council on the management of city appearance and environmental sanitation, the regulations of Zhejiang province on the management of city appearance and environmental sanitation and other relevant laws and regulations, combined with the actual situation of this municipality. Article 2 These Regulations shall apply to the city appearance and environmental sanitation management in the urban built-up areas within the administrative area of this Municipality and the areas subject to urbanization management designated and announced by the people's governments at or above the county level. Article 3 The people's governments of cities and counties (cities, districts) shall lead the management of city appearance and environmental sanitation within their respective jurisdictions, and the urban management coordination agencies established by them shall be responsible for organizing, coordinating and guiding the management of city appearance and environmental sanitation. City appearance and environmental sanitation management should be included in the comprehensive assessment, and the city management coordination agency is responsible for the specific implementation.

the people's governments of cities and counties (cities, districts) should work out the development plan of city appearance and environmental sanitation, and establish a scientific and complete infrastructure system, a professional operation service system and a smart urban management system.

street offices and town (township) people's governments are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions in accordance with the provisions of county (city, district) people's governments. Fourth city and county (city, district) city appearance and environmental sanitation department is responsible for the administrative area of city appearance and environmental sanitation management.

the administrative departments in charge of development and reform, housing and urban and rural construction, public security, finance, land and resources, planning, market supervision and management, transportation, health and family planning, environmental protection, civil affairs and other departments shall, according to their respective responsibilities, do a good job in the management of city appearance and environmental sanitation.

unless otherwise specified, the administrative punishment stipulated in these regulations and the administrative enforcement related to administrative punishment shall be implemented by the competent department of city appearance and environmental sanitation; Areas where comprehensive administrative law enforcement is implemented shall be implemented by comprehensive administrative law enforcement departments according to law. Article 5 The competent department of city appearance and environmental sanitation and the departments of culture, radio, television, press and publication, education, health and family planning shall strengthen the publicity and education of city appearance and environmental sanitation laws, regulations and scientific knowledge, and enhance citizens' awareness of maintaining city appearance and environmental sanitation.

encourage the business or management units of airports, railway stations, docks, tourist attractions and other public places to strengthen publicity and education on city appearance and environmental sanitation.

encourage the establishment of public welfare organizations of city appearance and environmental sanitation according to law, advocate the residents' (village) committees to organize residents to formulate conventions on city appearance and environmental sanitation, and mobilize citizens to participate in public welfare activities of city appearance and environmental sanitation. Sixth city appearance and environmental sanitation management work to implement the responsibility area system, the responsibility area of city appearance and environmental sanitation management work by the responsible person. The responsible person can perform the environmental cleaning responsibility by himself, or entrust other operation and service units to perform it.

the responsible person shall dissuade and stop acts that damage the city appearance and environmental sanitation in the responsible area.

if the responsible area or person is unclear, it shall be determined by the local neighborhood office and the town (township) people's government; Cross administrative regions, determined by the competent department of city appearance and environmental sanitation at the next higher level. Article 7 The balconies, windows, roofs, platforms and corridors of buildings facing the street in major streets and key areas shall not be equipped with facilities that do not meet the standards of urban appearance, and shall not be hung, aired or shelved with items that hinder the appearance of the city and endanger safety.

in violation of the provisions of the preceding paragraph, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than fifty yuan but not more than five hundred yuan shall be imposed. Article 8 If isolation facilities need to be set up on the frontage side of buildings and structures in major streets and key areas, it shall be in the form of landscape fence or fence, hedge, flower bed (pool), lawn, etc., and kept clean and beautiful.

in violation of the provisions of the preceding paragraph, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than five hundred yuan but not more than five thousand yuan shall be imposed. Ninth any unit or individual shall not be allowed to pile up items on both sides of the road and public venues.

in violation of the provisions of the preceding paragraph, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than five hundred yuan but not more than three thousand yuan shall be imposed; Causing serious consequences, a fine of not less than 3, yuan but not more than 2, yuan shall be imposed. all kinds of business sites and stalls along the street and around the square should be kept clean and tidy, and the sewage, dust or waste generated shall not affect the city appearance and environmental sanitation.

those who violate the provisions of the preceding two paragraphs shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than 1 yuan but not more than 1, yuan may be imposed for acts in violation of the provisions of the first paragraph of this article; In violation of the provisions of the second paragraph of this article, a fine of not less than five hundred yuan but not more than three thousand yuan shall be imposed. Twelfth people's governments at all levels can set up temporary business premises according to the actual needs of society and objective conditions, and should take measures to keep the premises clean and orderly.

convenience stalls such as catering, non-motor vehicle repair, shoeshine, etc. set up on both sides of roads and other public venues shall be operated in accordance with the specified location and time limit, and the business premises shall be kept clean.

in violation of the provisions of the second paragraph of this article, the unit shall be fined between 5 yuan and 1, yuan, and the individual shall be fined between 2 yuan and 2 yuan.
