Why did the "gatekeeper" of the Forbidden City solve the Beijing hukou for 15 young people?
Through nearly four years of hard training, these young people have mastered many operational skills in the construction of official ancient buildings. But at present, the need to enter the career establishment is Beijing urban hukou. Due to the restrictions of household registration system and other policies, it is difficult for them to obtain the establishment of public institutions and become the official employees of the Palace Museum, so they face the situation of brain drain.
Among the existing ancient building repair workers, less than110 have received professional technical training, and the technical level of the repair team has generally declined. Due to the lack of professional knowledge and basic skills, the maintenance team showed various irregularities in the construction operation. It is not only far from the proper quality of the renovation project of the official ancient buildings in the Forbidden City, but also makes the inheritance of traditional architectural skills unsustainable.
The renovation of the ancient buildings in the Forbidden City faces the dual challenges of manpower and material resources. On the one hand, it is difficult to guarantee the quality of traditional ancient building materials on the market, on the other hand, the inheritance of repair skills is in crisis, and it is increasingly difficult to find skilled craftsmen, which seems to mean that the Forbidden City has encountered unprecedented difficulties in the protection and inheritance of ancient buildings.
Dan Jixiang: During the construction and maintenance of the ancient buildings in the Forbidden City, a set of rigorous palace building construction techniques have been formed, which are called "official ancient building construction techniques". The Palace Museum has a professional restoration team. Established in the early 1950s, this detachment has carried out more than 600 renovation projects of ancient buildings and accumulated rich experience and archives.
However, in 20 10, the renovation team of ancient buildings in the Forbidden City disintegrated because the renovation project of ancient buildings was regarded as a general civil project under the current financial management system, and the construction unit was determined through public bidding, which triggered a series of protection and inheritance problems. In this way, the "building skills of the official ancient buildings in the Forbidden City" will face the grim situation of "people going to art and dying".
Dan Jixiang: Most of the existing professional technicians working in wood, tile, oil, painting and stone in the Palace Museum have more than 30 years of working experience, rich professional skills and practical experience, and most of them are close to or have reached retirement age. Only 20 16, 7 technicians of ancient buildings retired from the repair technology department. According to the relevant personnel regulations, they are workers and cannot be rehired.
In recent years, the Palace Museum has openly recruited 15 young people to inherit the skills of building official ancient buildings. According to the "three-year apprenticeship" mode, a detailed training plan from "what to know" to practical operation was made, and the master was accompanied to the construction site in the form of oral teaching, psychological teaching and hand teaching.

Politburo: How does the new system implemented this year solve this problem?
Dan Jixiang: These old craftsmen in the Forbidden City are unknown. It is necessary to clarify the apprenticeship system, give them some treatment and let them walk out of the Forbidden City by themselves. Only by letting these old masters take on the role of guarding and guiding the renovation project of the Forbidden City can we ensure the quality of our renovation.
It is gratifying that the "institutional dilemma" faced by the Forbidden City has been put forward by CPPCC, which has attracted the attention of national leaders. At present, the above situation has been solved to varying degrees. Under the coordination of many parties, all seven masters were rehired. The Forbidden City has established a system of selecting and appointing special talents. After strict examination and systematic training, the protection and inheritance personnel can be arranged and used as urgently needed professionals without the restrictions of the household registration system.
Politburo: What are the identities of these inheritors? Doesn't it mean that they will have a Beijing hukou if they are not restricted by the household registration system?
Dan Jixiang: These inheritors are all workers. As long as they pass the exam and stay in the Forbidden City, we will solve the problem of Beijing hukou for them.
Dan Jixiang: Our solution is that a large number of old employees retire now. In the past, the work of some old employees was repetitive, such as ticket sales, ticket inspection, security inspection, canteen ... there were more than 500 people. Now, we have socialized more than 500 jobs. Through bidding, social companies will do it, thus freeing up more than 500 places for technical posts and professional departments that we need most.
A movie "I am repairing cultural relics in the Forbidden City" makes a large number of students want to come to the Forbidden City to participate in the restoration work. We have at most 18000 people applying for the Forbidden City every year. Therefore, we have raised the threshold-graduates with master's degree or above from first-class universities. In this way, our chances of admission will be greater.
After they sign up, we will conduct systematic training, because they still have a long way to go from the scholars in the Forbidden City. At present, one percent of young people who enter the Forbidden City cherish this position very much. The work is relatively stable. Although our salary is not high, they have a sense of pride when they come into contact with national treasures.
