Why was Huaibei not rated as a national civilized city?

Not being evaluated is also related to the comprehensive level of the city. A city developed by coal is definitely not very clean. The air quality was not very good at first. Generally speaking, the quality of Huaibei people is good. Many outsiders say that Huaibei people are of high quality and have a good impression on Huaibei people. Ha ha. However, civilized cities still need Huaibei people to do well by themselves, and many places are insufficient. Although Huaibei is small, it is very sophisticated. This is my expectation for Huaibei. Everybody work together!
