Article 2 All units and individuals engaged in business activities such as dance halls, karaoke bars, cafes, restaurants with karaoke facilities, billiards, billiards, books (including books, picture books, New Year pictures, calendars), newspapers, periodicals, calligraphy and painting. These measures shall be implemented in our province. The state-owned Xinhua Bookstore and the post and telecommunications departments do not charge management fees for the business activities of books, newspapers and periodicals. Article 3 The cultural market management institutions of cultural authorities at all levels are the units that collect management fees, and are responsible for collecting management fees for the above-mentioned cultural business activities. Other departments no longer charge management fees other than those stipulated by the state.

The charging unit must hold the "Hebei Province Charge License" issued by the price department and use the non-operating charge bills uniformly printed by the financial department. Article 4 The highest management fee for dance halls, karaoke halls, cafes and restaurants with karaoke facilities shall not exceed 3% of the total income. Where the above management fee is charged, the cultural market management institution will no longer charge the license (license) fee separately. Article 5 The administrative fees charged by the cultural market management institutions of the county and district cultural authorities may be retained by the cultural authorities according to 70% of the total amount. The remaining 30% shall be handed over to the cultural market management institution of the municipal cultural department with districts; The cultural market management institution of the municipal administrative department of culture with districts will hand over the charge of 1/3 to the cultural market management institution of the Provincial Department of Culture.

The management fee charged for cultural management projects directly managed by the Provincial Department of Culture is 90% of the total retention, and the rest 10% is turned over to the cultural market management institution of the Provincial Department of Culture. Article 6 The management fee charged by the cultural market management department belongs to extra-budgetary funds, which are fully included in the special account of the financial department at the same level, and the use of this fund is appropriated by the cultural department reporting to the financial department. Article 7 The management fees charged by the cultural market management institutions of the competent cultural departments at all levels can only be used to make up for the shortage of funds for the management of the cultural market and to develop and prosper various undertakings in the cultural market. For example, the purchase of equipment and transportation necessary for management, the study and training of managers, travel subsidies, office equipment, printed materials and expenses required for cultural market commendation meetings, etc. Shall not be used for other purposes, and shall not be used for unreasonable expenses such as employee welfare, rewards, and dormitory construction.
