Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Law of the People's Republic of China on Road Traffic Safety, the Regulations of Nanjing Municipality on Passenger Transport Management and other laws and regulations, combined with the actual situation of this Municipality, in order to standardize the traffic management of trams, ensure the safety of tram traffic construction and operation, and safeguard the legitimate rights and interests of passengers. Article 2 These Measures shall apply to the planning, construction, operation, facility protection, safety guarantee and management of tram traffic within the administrative area of this Municipality. Article 3 The term "tram traffic" as mentioned in these Measures refers to the public passenger transport system driven by electricity and running along a fixed track. Article 4 Tram traffic management shall follow the principles of unified planning, standardized operation, signal priority, safety and convenience. Article 5 The Municipal People's Government shall co-ordinate and coordinate major issues in the planning, construction and operation of tram traffic in this Municipality.

The administrative department of housing and urban and rural construction is responsible for the supervision and management of tram traffic construction.

The traffic administrative department is responsible for the supervision and management of tram traffic operation, and the transportation management institution is responsible for daily management.

The traffic management department of the public security organ is responsible for the road traffic safety management of tram traffic; The public security department of the public security organ is responsible for maintaining public order and emergency handling of tram passenger transport.

The relevant administrative departments in charge of development and reform, finance, planning, land and resources, urban management, price, health, environmental protection, gardening and safety production supervision shall be responsible for the supervision and management of tram traffic according to their respective duties. Article 6 The construction units and business units of tram traffic (hereinafter referred to as construction units and business units) shall organize and implement the construction, operation and related work of tram traffic in accordance with the provisions of these Measures. Article 7 Tram traffic is an integral part of urban public traffic and has the nature of public welfare. The municipal and district people's governments support the development of tram traffic in finance, land use, construction and management.

Encourage social capital to participate in investing in tram traffic. Chapter II Planning and Construction Article 8 The municipal planning administrative department shall, jointly with the municipal departments of transportation, development and reform, housing and urban and rural construction, and the people's governments of relevant districts, formulate a tram traffic plan, which shall be promulgated and implemented after being approved by the municipal people's government.

Tram traffic planning shall conform to the overall urban planning and urban public transport development planning, and be connected with other public transport planning.

The approved tram traffic planning shall not be changed at will. If it is really necessary to change, it shall be submitted for approval in accordance with the original examination and approval procedures. Ninth planning administrative departments shall, according to the tram traffic planning, control the tram traffic lines, stations, parking lots, substations and other facilities and supporting transfer hubs.

The administrative departments of land and resources shall, according to the traffic planning of trams, handle the procedures for land transfer or allocation according to law. Tenth tram traffic engineering construction survey, design, construction, supervision, etc. , shall comply with the basic construction procedures and technical standards stipulated by the state. Measures should be taken to prevent settlement in special foundation sections. Eleventh tram traffic engineering construction period, the construction unit shall investigate, record and dynamically monitor the buildings (structures) and facilities along the construction line, and take measures to protect the safety of buildings (structures) and other facilities, the relevant departments and property units shall cooperate. Twelfth after the completion of the tram traffic project, the construction unit shall organize preliminary acceptance in accordance with the design standards and relevant state regulations, and organize trial operation after passing the acceptance.

After the expiration of the trial run, if the expert review has the conditions for trial run, it shall be reported to the Municipal People's Government for approval, and the trial run period shall not be less than one year.

After the expiration of the trial operation, the business unit shall organize the completion acceptance in accordance with the relevant provisions. Those that pass the acceptance shall be delivered to the official operation. Chapter III Operation Management Article 13 The traffic administrative department shall perform the following duties:

(1) Formulating operational service standards;

(2) Formulating passenger codes and announcing them to the public;

(3) Establishing evaluation standards and quality evaluation systems for operational services;

(four) to urge the transportation management agencies to perform their duties according to law. Article 14 A transport management institution shall perform the following duties:

(a) to urge business units to establish and implement the management system;

(two) to urge business units to strengthen the daily inspection and maintenance of tram traffic facilities;

(three) to evaluate and assess the operational services. Fifteenth business units shall perform the following obligations:

(a) the establishment of operation management system, announced the service commitment, to ensure the quality of service;

(two) to strengthen the inspection, maintenance and maintenance of facilities, to ensure that vehicles and facilities meet the technical specifications for safe operation stipulated by the state;

(three) education and training for employees, to ensure that employees have the corresponding knowledge of safe operation;

(four) statistics, analysis of operational data, send letters to the transportation management agencies on a regular basis;

(five) other obligations stipulated by laws, regulations and rules. Sixteenth tram traffic along the green maintenance and environmental sanitation management is bounded by the isolation signs of tram lanes, isolation signs and border areas of green maintenance by property units, environmental sanitation by business units; The environmental sanitation in the forbidden area is the responsibility of the district environmental sanitation professional unit.
