Human beings mainly rely on vision to obtain external information. The information collected by the eyes accounts for 80%. However, our visual health is under great threat. According to the World Health Organization (WHO), there are 40 to 50 million blind people in the world. Low vision is three times that of blind people, at 135 million to 140 million. Among them, 75 or about 100 million patients can be restored through surgery and refractive correction. or improve vision. There are 5 million blind people and 7.5 million people with low vision in our country. In our country, the two groups of people with low vision in the elderly and children with low vision should not be ignored. 87 out of 100,000 children in our country are visually disabled, while among the elderly aged 60-69, 400 out of 100,000 are visually disabled, 800 out of 100,000 out of 70-79, 1,200 out of 80-89, and 90 or more. The number of people with visual disabilities above can be as high as 1,300. Visual disability among the elderly in our country is a very serious challenge that we must face. There are 450,000 new blind people and 1.35 million people with low vision in our country every year. In view of this, in 1999, WHO proposed the "Vision 2020, global action to eliminate avoidable blindness and enjoy the right to see" campaign, and our country is one of the member countries. The five types of avoidable blindness are cataracts, trachoma, river blindness (which only exists in some African and a few Latin American countries), childhood blindness, low vision and refractive errors. Based on the standard of daily visual acuity of 0.5 to 0.1, the prevalence of low vision is 11.57. From the perspective of etiology, refractive error accounts for 45.16 of them, and cataract accounts for 24.19 [1]. Refractive errors mainly rely on refractive correction, rehabilitation or To improve vision, many cataract patients also need refraction and refractive correction after surgery to make up for the problems that surgery cannot solve. It can be seen that optometry plays a very important role in low vision rehabilitation and eye care.

Optometry has developed into an independent health care discipline in the United States. Optometry practitioners include opticians, optometrists and ophthalmologists. Optometrists mainly focus on eye measurement and production, and no medical background is required. Doctors of optometry and ophthalmic engineers need to undergo 8 years of medical or optometry professional education and obtain MD (Doctor of Medicine) or OD (Doctor of Optometry) respectively. Both of them need to obtain engineering qualifications and licenses. Optometric engineers focus on eye care. The work of ophthalmologists is similar to that of ophthalmology. Ophthalmologists mainly focus on surgery, which is similar to eye surgery. In Europe, it is roughly the same [2]. Our country is a country with major myopia, accounting for 30% of the total population, among which the myopia rate among teenagers is 30-70%. However, due to historical and other reasons, the traditional glasses industry has become a monopoly and the market is chaotic, affecting the national visual health. Whether the optometry industry should hold a certificate to work and practice in accordance with the law has become a hot and focused issue.

Since 2005, Qujing Medical College has taken the lead in vigorously promoting the "dual certificate training" model in the optometry profession, and has trained 10 batches of junior, intermediate and senior optometrists and mirror grinders with special features and services. , the dual-certificate rate of optometry majors at the school reaches 99%, allowing a large number of students to hold certificates and get paid internships during internships. Due to their strong practical skills and solid foundation, the supply of graduates exceeds demand, and they are distributed in Shanghai, Nanjing, Guangzhou and other places , achieving 100 employment opportunities, and creating an atmosphere in which the "two certificates" system of academic diplomas and professional qualification certificates are co-established. At the same time, using vocational qualification certificates as a powerful means to standardize the optometry industry and improve the quality of training will increase the influence of vocational training.

At present, we have Shenzhen Doctor, Tianming, 750, Daquan and other optometry industries that have cooperated with us for many years to become our internship base and recruit optometry graduates. This is inseparable from our "dual certificate training" Yes, professional qualification certification in the optometry industry has become a real “passport” for employment.

There are more than 200 optometry-related companies in Yunnan Province. We used questionnaire surveys from various optometry centers, ophthalmology departments, and optical shops to statistically obtain the qualifications of relevant personnel in the optometry industry. The necessity of certification and the demand for professional training: From the educational composition of optometry practitioners: 1.7 for master’s degree or above, 17 for bachelor’s degree, 80 for junior college, 1.3 for high school and equivalent education; 36.7 believe that the current vocational training and certification of optometry is relatively Standard, 56.6 thinks it is average, 6.7 thinks it is not standardized; 60 thinks it is very necessary to carry out standardized vocational training and certification for optometry practitioners, 36.7 thinks it is necessary, 3.3 thinks it can be trained or not; 50 thinks it is standard vocational training and Certification is very important for the career development of optometry practitioners, 45% think it is important, 5 think it is average; 65% think that standardized vocational training and certification for optometry practitioners will be of great help in better serving the patients of diagnosis and treatment, 33.3 think Helpful, 1.7 think it may be possible; 53.3 think standardized vocational training and certification are very important for future development, 40 think it is important, 6.7 think it is average; 3.3 are very confident about the development trend of standardized vocational training and certification, 60 are confident, 36.7 Skeptical.

There are currently two higher medical schools in Yunnan Province that offer optometry majors at junior college and undergraduate levels. Through a questionnaire survey, statistics show that students majoring in optometry have an understanding of standardized vocational training and certification: 15% of students think that vocational training and certification are standardized, 35% think it is average, 50% think it is not standardized; 60% think it is necessary to practice in optometry. It is very necessary for personnel to carry out standardized vocational training and certification, 40% think it is necessary; 55% think that standardized vocational training and certification are very important for their career development, 35 think it is important, 10 think it is average; 70% think that standardization of optometry practitioners is necessary Vocational training and certification are of great help to better serve patients for diagnosis and treatment, 30% think it is helpful; 65% said they will definitely choose standardized vocational training and certification, and 35% said they should.

At the same time, we also conducted surveys on people from different occupations, different ages, and different educational levels. In summary, optometry plays a very important role in maintaining visual health; however, the qualification certification of optometry practitioners has not yet been fully standardized. Optometry practitioners should undergo professional standardized training and professional qualification certification, and hold a certificate to work. It is imperative to practice business in accordance with the law. The "Decision of the Central Committee of the Communist Party of China on Several Issues Concerning the Construction of a Socialist Market Economic System" adopted by the Third Plenary Session of the 14th Central Committee of the Communist Party of China proposed to implement a system of combining academic diplomas and vocational qualification certificates in our country. This is related to the improvement of the overall quality of our country's labor force. It is a major measure related to the transformation of my country's economic model and enhancement of international competitiveness. In March 2003, the Ministry of Labor and Social Security promulgated Order No. 6, which requires job seekers who have not been trained or obtained appropriate qualifications for occupations that are technically complex, large-volume and wide-ranging, involve personal safety, major property safety and the interests of consumers. Qualification certificates are not valid for employment [3]. The certification system for the professional qualifications of practitioners in the optometry industry is the main means to guide and standardize vocational training, and training should be guided in the direction of promoting employment. Vocational qualification certification is oriented to professional activities, based on actual operations, and based on the principle of third-party certification. Its establishment is based on national laws and implements a management model promoted by government authority. It is an important part of my country's labor and personnel system. Vigorously promoting the professional qualification certification system in the optometry industry can comprehensively improve the optometry industry. quality, improve work ability and employability. Employment in the optometry industry requires a certain level of professional ability. It can be said that the professional qualification certificate is the "passport" for employment in the optometry industry.
