Supplementary Provisions of Kunming Municipal People's Government on Implementing the Regulations of the People's Republic of China on Road Traffic Management

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Regulations of the People's Republic of China on Road Traffic Management (hereinafter referred to as the Regulations) and in light of the actual situation of this Municipality in order to strengthen road traffic management in this Municipality and improve traffic order. Article 2 All units and individuals within the administrative area of this Municipality shall consciously implement the Regulations and the supplementary provisions, and obey the management of the traffic management department of the municipal and county (district) public security bureaus. Chapter II Management of Vehicles and Drivers Article 3 All units and individuals who need to train all kinds of motor vehicle drivers (including additional drivers) in our city shall be arranged by the training center organized by the traffic management organ of the Municipal Public Security Bureau.

After all kinds of motor vehicle drivers have completed their training and passed the examination, they must go to the streets to participate in traffic order duty. Among them, drivers of motorcycles and walking tractors are on duty for one week, and drivers of automobiles and wheeled tractors are on duty for one month. During the duty period, it is recorded in the internship period. After the end of duty, the vehicle management department will issue a visa (except for those who drive a bus) and transfer to practice driving. Article 4 Any retired soldier who holds a military vehicle driver's license must go through the approval procedures (including verifying his household registration, work assignment notice, technology and personnel files) at the public security traffic management organ according to regulations, and can drive local vehicles only after applying for a local driver's license. Article 5 If a foreign driver applies for driving in our city for more than one year, he shall go through the registration formalities with the vehicle management authority with the employer's certificate, employment contract, temporary residence permit and driver's license, and establish a temporary file. Article 6 Any freight car with a load of more than 1.5 tons must apply for the Entry Pass before it can run in the urban area (within the ring road). Article 7 Cranes, semi-trailers, full-trailers, and heavy-duty trucks over eight tons are prohibited from entering the urban area from 7: 00 (8: 00 in summer time) to 2 1: 30 (22: 30 in summer time) every day, and the Pass will not be issued. Eighth without the approval of the public security traffic management department, all kinds of tractors and diesel vehicles of more than four tons are not allowed to drive in urban areas. Chapter III Road Traffic Management Article 9 It is forbidden for motor vehicles and horse (board) vehicles to turn left at the following sections and intersections (except buses and approved vehicles).

1, East Station to Guanpo section.

2. West Railway Station (from the entrance of Provincial Communications Department to the crossing of Simi Gauge Railway).

3. Dongfeng West Road Park is near the museum.

4. At the intersection of Baoguomen, all vehicles traveling from east to west or west every day from 7:00- 19:00 (8:00-20:00 in summer time).

5. News intersection of Dongfeng West Road, 7:00- 19:00 every day (8:00-20:00 in summer time).

6. Motor vehicles running from west to east and from south to north at Renmin West Road and Huancheng Road. Article 10 Under the existing road conditions, the following provisions are made for one-way streets and special lanes:

1, Jinbi Road (Jinmafang to Desheng Bridge West Exit) all kinds of vehicles travel in one direction from west to east.

2. All kinds of vehicles on Baoshan Street (Beijing Road to Shisan Street) will travel in one direction from east to west.

3. Motor vehicles in the southern section of Zhengyi Road (Shisan Street) can resume traffic in both directions, and non-motor vehicles are only allowed to travel from north to south.

4. All kinds of motor vehicles that have been approved to enter Huguo Road are only allowed to drive from north to south.

5. All kinds of motor vehicles crossing Linshu Street are only allowed to travel from north to south.

6. All kinds of motor vehicles passing through Dongsi Street are only allowed to travel from south to north.

7. Qingyun Street and changchun road (Zhengyi Road to Huguo North Road) are non-motor vehicle lanes, and all motor vehicles (except approved vehicles) are prohibited from 7:00- 19:00 every day (8:00-20:00 in summer time). Article 11 Others

1. Every day from 7: 00 to 19: 00 (from 8: 00 to 20: 00 in summer time), all kinds of tractors and horse (board) cars are prohibited from driving on the loop except vehicles approved to transport vegetables, food products and coal.

2. For trucks with a city pass 1.5 tons or more (including 1.5 tons), it is from 7: 00 to 8: 00 every day (from 8: 30 to 9: 30 in summer time) and from 16: 30 to 18: 00 in summer time.

3. The transportation vehicles for each unit to pick up and drop off employees from work must leave Dongfeng Road, Jinbi Road, Zhengyi Road, Beijing Road and Baoshan Street before 7: 30 (before 8: 30 in summer time).

4. It is forbidden for all kinds of motor vehicles to turn around on Dongfeng Road, Zhengyi Road, Beijing Road, Wucheng Road, Jinbi Road and Baoshan Street (except for approved urban construction special vehicles and public security and judicial vehicles performing tasks).

5. No traffic is allowed on Zhengyi Road, Huashan West Road, Huashan South Road, Wucheng Road, Quan Min Street, Renmin East Road, Renmin West Road, east of Liangyunhe Bridge, Dongfeng Road, Baita Road, Huguo South Road, Qingnian Road, Baoshan Street, Jinbi Road, Shisan Street, Xunjin Street, Linshu Street, Cuihu West Road, Wuyi Road, Beijing Road, Huancheng Road and Tang Shuang Road. When taxis pick up and drop off passengers temporarily on the above streets, they are allowed to stop at signs (except intersections and areas without parking signs) without affecting traffic order.

Motor vehicles that have to go to the above streets to carry out loading and unloading tasks are only allowed to go before 7: 00 and after 2 1: 00 (before 8: 00 and after 22: 00 daylight saving time).

6. changchun road (the intersection of Youth Garden and Jiaosanqiao) is closed to motor vehicles from 7: 30 to 8: 00 every day (from 8: 30 to 9: 00 in summer time).

7. It is forbidden for county passenger vehicles and county transport vehicles to enter the urban area within the ring road, and set up stations to get off passengers. County long-distance buses must be rowed to the urban area according to the direction, and stop at the passenger and passenger service stations outside the ring road.

8. All motor vehicles used for learning should be marked with the word "coach" in front of and behind the vehicle, in addition to hanging the coach number plate.

Any long-distance bus that enters the urban area must be approved by the public security traffic management organ and run at the specified time and route.

9, who need to enter the city loop (including loop) within the motor vehicle horn is prohibited. Among them, motor vehicles driving in Tuodong Road, Dongsi Street, Huashan West Road, Wucheng Road, Yuantong Street and Jingxing Street shall abide by the relevant provisions of the Regulations and shall not violate them.
