Article 2 The labor workers referred to in these Measures refer to the personnel sent to the company by the labor dispatch unit that has signed a "Labor Dispatch Agreement" with the company. Article 3 The transformation of labor workers (hereinafter referred to as "transformation") refers to the transformation from labor workers to employees under the company's labor contract system, that is, from labor dispatch personnel to direct recruiters of the company. Chapter 2 Organizational Leadership Article 4 The company establishes a labor conversion evaluation committee (hereinafter referred to as the "Assessment Committee"), which has the power to decide on matters related to labor conversion, and generally has no less than 11 people. Director: General Manager Deputy Director: Executive Deputy General Manager Members: Other leaders of the company, director of the production safety department, director of the comprehensive management department, director of the party and mass work department, and personnel with intermediate professional titles (including technicians and senior technicians) of the company (according to the application for conversion in the current year Selection based on the conditions of labor workers).
Article 5 The Labor Worker Transformation Assessment Committee has a Labor Worker Assessment Committee Office (hereinafter referred to as the "Assessment Committee Office"), which is located in the General Management Department and is responsible for formulating relevant systems for labor labor conversion and proposing labor transformation. Work plan, organize and implement labor conversion work. Chapter 3 Conversion Conditions Article 6 Age Requirements: The age of male labor workers in production positions and production auxiliary positions shall not exceed 45 years old (as of the end of the year, the same below), and the age of women shall not exceed 40 years old; the age of labor workers in management positions shall not exceed 40 years old. Article 7 Education level requirements: Labor workers in production positions are required to have an education level of technical secondary school (or high school) or above; labor workers in production auxiliary positions are required to have an education level of junior high school or above; labor workers in management positions are required to have an education level of junior college or above. Article 8 Those who have worked in the company for 2 years (as of the end of the year, the same below) or more and meet one of the following conditions are eligible for conversion (if they have not been converted in the current year, their qualifications can be retained for one year as long as they meet the conditions in the preceding paragraph). (1) Being rated as an outstanding labor worker by the group company. (2) Being rated as an outstanding labor worker by the company for two consecutive years. (3) In order to prevent and eliminate quality, equipment, safety, environmental pollution and other accidents and protect the company from heavy losses, I apply for it and have it verified by the relevant functional departments. (4) Those who have outstanding performance in emergency rescue and disaster relief, protection of public property, and maintenance of social ethics, have won a high reputation for the company, and have been awarded honorary titles by group companies or units above the municipal level, and have applied in person and verified by relevant functional departments. (5) Those who are awarded honorary titles by the engineering project headquarters during the production and construction of national key engineering projects.
(6) Those who have made outstanding achievements in technical competitions and other activities organized by group companies or municipal-level and above units and have been commended. (7) Have a bachelor's degree or above (the major must be related to the company's production and operation, the same below), or have obtained an intermediate professional technical position or technician or above, or have obtained a first-class construction engineer, cost engineer, registered safety Engineer, registered architect (first level), registered engineer (structural, civil, electrical, mechanical), registered consulting engineer (investment), supervision engineer, quality engineer, equipment supervisor, non-destructive testing level III and other professional (professional) qualifications certificate. Article 9 For laborers who do not meet the above conditions and have worked continuously in the company for three years or more, and are able to independently undertake key processes of production organization, production processing or production services, etc., and who indeed perform outstandingly, each unit may decide according to actual work needs. , make exceptional recommendations according to the quota assigned by the company. Chapter 4 Conversion Procedure Article 10 The company formulates a work plan for the conversion of labor workers every year and issues a notice. Article 11 Each unit is responsible for collecting its application form for conversion to labor service (see Appendix 1) and corresponding supporting materials and submitting them to the assessment committee office in accordance with the requirements of the notice. Article 12 The Office of the Assessment Committee is responsible for collecting and summarizing the reported materials, and conducting qualification review together with the company's Discipline Inspection Commission. Article 13 The Office of the Assessment Committee is responsible for organizing the members of the Assessment Committee to hold an assessment meeting and decide the candidates for transformation of labor workers through voting. Article 14 The evaluation committee office will publicize the candidates for transformation.
Article 15 The Office of the Assessment Committee will report the publicity results to the Assessment Committee, and the Assessment Committee will decide on the final transfer personnel. Article 16 The Office of the Assessment Committee is responsible for handling conversion-related procedures. Chapter 5 Supplementary Provisions Article 17 If any irregularities such as fraud, favoritism, abuse of power, etc. occur during the labor conversion process, the company will severely deal with the offending unit or individual, and the illegal laborers shall not apply to participate in the labor conversion within three years. . Article 18 These regulations shall be interpreted by the General Management Department. Article 19 These Measures shall be implemented from the date of issuance.
