According to the relevant provisions of "Implementation Opinions on Open Recruitment of Institutions in Jinan" (No.9/KLOC-0 [2007]) and "Notice on Open Recruitment of Newly Recruited Personnel in Institutions Directly under the Municipal Government" (No.58 [2008] of Institutions Directly under the Municipal Government of Jinan), the relevant matters concerning open recruitment of staff in 2008 are hereby announced as follows:

I. Scope and Conditions of Recruitment

Candidates should meet the following basic requirements and job requirements:

(a) under the age of 40 (born after 1 June, 9681day);

(2) Full-time college graduates who are unemployed in Jinan (graduate students with master's degree or above who are unemployed in full-time colleges and universities are not restricted by the number of students) and on-the-job personnel with permanent residence in Jinan. The restrictions on household registration and students' place of origin can be relaxed for special posts (see the summary table of open recruitment of staff in Jinan institutions in 2008 for details);

(3) Having other conditions required for the post;

(four) to apply for the post of a teacher in a school directly under the Municipal Education Bureau, it shall meet the corresponding professional qualifications (except for special subjects).

Directional and entrusted training graduates must obtain the consent of the directional and entrusted training units before they can apply for the exam. Graduates from non-full-time colleges and technical secondary schools, servicemen in active service, persons who have received criminal punishment and have been expelled from public office, and those who are not allowed to be employed according to the law, are not allowed to apply for the exam. Candidates can't apply for positions where they should avoid kinship. Teachers of schools in Jinan education system who apply for the positions of teachers in schools directly under the Municipal Education Bureau shall obtain the consent of the education authorities at or above the county level.

Second, the recruitment position

After the registration, if the number of applicants does not reach the required proportion in the interview, and it is planned to recruit 1 person, the recruitment plan will be cancelled in principle; If more than 2 people are planned to be recruited, the recruitment plan shall be correspondingly reduced according to the prescribed proportion. Once the recruitment plan is confirmed and announced to the public, it shall not be changed without the approval of the municipal organization and personnel department.

Three. Registration and qualification examination

(1) Registration

Registration takes the form of unified time, online registration and online charging.

Specific measures are:

1. Personal registration: applicants log on to Jinan Personnel Establishment Information Network (www.jnrs.gov.cn) and truthfully fill in and submit personal information. Each person is limited to one post. If the applicant logs in to fill in the registration information many times before the preliminary qualification examination, the information filled in before the automatic replacement will be filled in for the last time. After the recruitment unit has passed the preliminary examination, the registration qualification cannot be changed.

2. Unit preliminary examination: The recruiting unit designates a special person to be responsible for the preliminary examination of qualifications, checks the online registration of the unit during the registration period, conducts the preliminary examination of the qualifications of the applicants the day before according to the information submitted by the applicants, and publishes the preliminary examination results online. Those who meet the requirements for registration shall not refuse to register; For those who do not meet the application conditions and fail the preliminary examination, the reasons shall be explained; If the submitted materials are incomplete, the missing contents shall be indicated and returned to the candidates for supplement. If the recruiting unit fails to process the information of the applicants within 2 working days (excluding the day of registration), it shall be deemed as having passed the preliminary examination. During the online registration period, the recruiting unit should announce the consultation telephone number and arrange a special person to be on duty to answer the candidates' consultation. For those who have passed the preliminary qualification examination, the recruiting unit shall keep the registration information of candidates for reference in the qualification examination.

3. Pay online. After submitting the application information online, applicants can log on to the website to check the preliminary examination results of registration qualification from the next day to the deadline for inquiry. Those who pass the preliminary qualification examination should log on to Jinan Personnel Establishment Information Network (www.jnrs.gov.cn) from June 12 to June 15, 2008, and pay online. Failing to go through the online payment procedures within the time limit shall be deemed as giving up. After the payment is successful, download and print the Registration Form for Open Recruitment of Institutions Directly under the Municipal Government and the Letter of Commitment for the Credibility of Staff of Institutions Applying for the Examination (used during the interview), and log on to the website to download and print the admission ticket from June 22 to 26, 2008.

The examination fee standard is: 40 yuan for each subject per person.

(2) Qualification examination

The qualification examination of candidates should run through the whole process of recruitment. Applicants who enter the interview, after the list of interviewers is confirmed, should submit their relevant certification materials, the Registration Form of Public Recruiters in Municipal Institutions and the Credit Certificate of Staff in the Applied Institutions to the recruiting unit according to the requirements of recruitment information publicity. Relevant certification materials mainly include: non-fresh graduates apply for jobs, submit nationally recognized academic degree certificates, identity cards and household registration books, and if there is a work unit, they must also submit a letter of introduction issued by a department or unit with employment authority to agree to apply for jobs; Graduates who apply for jobs can graduate normally by submitting the certification materials issued by the competent department of employment of school graduates and the academic credentials issued by the administrative department of education of the school. Applicants who are qualified for the interview who fail to submit relevant materials to the recruiting unit 3 days before the interview shall be deemed to have abstained. After examination, those who do not meet the requirements for registration shall be disqualified from the interview with the approval of the competent department. Vacancies caused by waiver or disqualification shall be filled in turn according to the written test results.

(3) Others

The "three supports and one support" college students recruited by our province have served for 2 years (including the recruitment in 2006), and those who apply for institutions directly under the municipal government within 3 years will get 5 points for written test scores. The above-mentioned personnel shall go through the registration confirmation formalities at the Graduate Employment Guidance Office of Jinan Personnel Bureau (No.239 Jingshi Road) before the registration deadline. When going through the confirmation procedures, the registration certificate issued by the competent department of employment of graduates in that year, the recruitment notice issued by the coordination management office of "three supports and one support" in Shandong Province, and the certification materials recognized by the personnel department of the government at or above the county level are required. Applicants who meet the conditions of bonus points shall be examined and confirmed by the Municipal Personnel Bureau, and bonus points shall be implemented after online publicity without objection.

Fourth, the contents and methods of the examination

The examination is divided into written examination and interview.

(1) Written examination

The written test mainly evaluates the comprehensive quality of candidates and the classification of examination subjects. Those who apply for the positions of teachers in schools directly under the Municipal Education Bureau will take the basic knowledge of education and teaching (Class A); Those who apply for professional and technical or management positions in other institutions shall take the professional ability test (Class B).

The examination contents of basic knowledge of education and teaching specialty (Class A) mainly include pedagogy, psychology, new curriculum reform and quality education-related knowledge; Vocational ability test (Class B) mainly examines the comprehensive analysis ability, logical judgment and reasoning ability, the mastery of basic knowledge and the basic ability to analyze and judge by using basic knowledge. The written test scores are calculated according to the percentage system.

The written test shall be conducted by unified proposition, unified examination, unified standard and unified marking, and shall be organized and implemented by the municipal organization and personnel department.

Written test time: 9: 00 am-11:00 on June 29th.

(2) Interview

According to the candidates' written test scores from high to low, the candidates who enter the interview are determined in turn according to the proportion of candidates who enter the interview as stipulated in the recruitment position. After the interview candidates are determined, the recruitment unit or its competent department will post a list and notify me.

Under the guidance and supervision of the municipal organization and personnel department, the recruitment organization composed of personnel department, discipline inspection and supervision department, employee representatives and relevant experts shall be established by the recruitment unit or its competent department to be responsible for the organization and implementation of the interview. For specific matters such as interview time, place, method and procedure, please refer to the interview work plan published by the recruiting unit or its competent department.

The interview takes the form of structured interview, trial lecture, professional test and practical operation, which mainly evaluates the professional knowledge and work skills of the candidates suitable for the post. There shall be no less than 7 interviewers, who are familiar with relevant professional knowledge and have practical experience in interviewing.

Verb (abbreviation for verb) check and physical examination

After the interview, the total test scores of candidates are calculated according to the percentage system of 30% written test scores and 70% interview scores. The written test scores, interview scores and total test scores are calculated to two decimal places, and the mantissa is rounded off. According to the total score of the examination, according to the recruitment position, the number of planned recruits from high score to low score is 1: 1, and the candidates who enter the examination scope are determined. If the total scores of candidates in the same job recruitment plan of the employer are the same, the candidates for examination and physical examination shall be determined according to the written test scores from high to low (if the written test scores are the same, the interview shall be reorganized for those with the same scores, and the candidates for examination and physical examination shall be determined according to the interview scores from high to low). The assessment content is the ideological and political performance, moral quality, professional ability and work performance of the personnel to be hired. Physical examination should be carried out in general hospitals at or above the municipal level. Unless otherwise stipulated by the state, it can be implemented with reference to the General Standard for Physical Examination of Civil Servants. With the consent of the municipal organization and personnel department, vacancies caused by unqualified personnel in the examination can be filled in equal amounts from other personnel who enter the interview scope of the same position in turn. The examination and physical examination shall be organized and implemented by the recruiting unit or its competent department.

Intransitive verbs sign employment contracts.

After examination, assessment and physical examination, the personnel to be hired will be publicized without objection from July to 15, and the employing unit or its competent department will put forward employment opinions and report them to the Municipal Personnel Bureau for review and filing. In line with the employment conditions, the Municipal Personnel Bureau issued the Notice of Recruiting Personnel of Public Institutions, and both parties signed an employment contract according to regulations to establish personnel relations. The employed personnel shall implement the probation system according to the regulations, and they will be formally employed after the expiration of the probation period. Those who fail to meet the requirements will terminate the employment contract. The probation period generally does not exceed 3 months; Under special circumstances, it can be extended, but the longest period shall not exceed 6 months. The probation period can be extended to 12 months (including the employment period) if the employed personnel are college graduates.

Seven. others

This exam does not specify the exam counseling book, nor does it authorize or entrust any institution to hold the exam counseling training class. In accordance with the relevant provisions of open recruitment of public institutions, experts engaged in proposition, marking and other work shall not participate in any form of examination counseling. At present, any remedial classes, counseling websites, publications, Internet cards, etc. It is held in the name of the open recruitment management institution of public institutions and the open recruitment proposition group of public institutions, and has nothing to do with the competent department of open recruitment of public institutions.
