How many people need approval for their activities?

Large-scale mass activities refer to activities organized by legal persons or other organizations for the public, and each activity is expected to have more than 1 000 participants. Before holding a large-scale event, the organizer (or specific executive unit) must report to the local public security organ and fire department; After the application is approved, the organizer (or specific execution unit) shall file with the local safety supervision department, which shall be responsible for notifying relevant departments and units.

Legal basis: Regulations on Safety Management of Large Mass Activities Article 2 The large mass activities mentioned in these Regulations refer to the following activities held by legal persons or other organizations for the public with an estimated number of participants exceeding 1 000 each time:

(1) Sports competitions; (2) Concerts, concerts and other cultural performances; (three) exhibitions, exhibitions and other activities; (four) garden, lantern festival, temple fair, flower show, fireworks and other activities; (5) Job fairs, prize-winning on-site lottery sales and other activities.

The provisions of this Ordinance shall not apply to the activities held by theaters, concert halls, parks and entertainment venues within their daily business scope.
