1. Introduction objects
Mainly open to full-time undergraduates from “double first-class” universities across the country, domestic and overseas master’s students, doctoral students and professional and technical personnel with senior professional titles, among which graduate students refer to Full-time graduate students and part-time graduate students who have passed the nationwide unified recruitment from 2017 according to the "Notice on Coordinating the Management of Full-time and Part-time Graduate Students" issued by the General Office of the Ministry of Education (Teaching and Research Department [2016] No. 2). Currently, those with formal establishment in party and government agencies, public institutions, people's organizations and mass organizations within the jurisdiction of Loudi City are not included in the scope of this recruitment.
II. Introduction Plan
It is planned to introduce 370 people. For specific positions, please refer to the "Catalogue of Position Requirements for High-Level Talent Introduction in Loudi Municipal Institutions in 2022" (Appendix 1).
3. Qualifications?
(1) Basic conditions
1. Possess the nationality of the People’s Republic of China;
2. Abide by the Constitution and laws of the People's Republic of China;
3. Have the academic qualifications, degrees, professional titles, majors and other qualifications required for the position. Among the job requirements, doctoral students, master's students, and "double first-class" full-time undergraduate students are required to obtain corresponding academic certificates and degree certificates. If you apply for a position that requires work experience, the work experience will be calculated until May 31, 2022. Participating in social practice, internships, part-time work, etc. while studying in full-time school (until before formal graduation) will not be regarded as work experience; Position The required majors refer to the "Hunan Province Professional Guidance Catalog for Civil Servants Recruited for the 2022 Examination" and the "Ministry of Education Professional Catalog". If the major studied has been included in the "Hunan Province 2022 Examination Recruitment Professional Guidance Catalog for Civil Servants" and the "Ministry of Education Professional Catalog" but is not included in the major for introduced positions, it does not meet the application conditions; the major studied is not included in the "Hunan Province 2022 Examination Those who are recruited from the Professional Guidance Catalog of Civil Servants and the Professional Catalog of the Ministry of Education shall be jointly recognized by the Municipal Human Resources and Social Security Bureau and the competent department of the introducing unit;
4. Master's degree students and "double first-class" full-time undergraduate students No more than 35 years old (born after May 22, 1986), doctoral candidates and those with associate-level professional and technical positions no more than 40 years old (born after May 22, 1981), and no more than 50 years old for those with senior professional and technical positions (1971 Born after May 22nd). (2) Those who have any of the following circumstances are not allowed to register

3. Persons suspected of violating laws and crimes and are undergoing judicial investigation that has not yet reached a conclusion;
4. IV. Introduction Procedure
(1) Registration and Qualification Review

2. Registration materials
(1) "Registration Form for the Introduction of High-Level Talents in Public Institutions Directly under Loudi City" (Attachment 2);
(2) Original and copy of my valid resident ID card;
(3) Original and copy of academic degree certificate, "Ministry of Education Student Status Online Verification Report", those who have returned from overseas studies must provide it to the China Study Abroad Service Center of the Ministry of Education The original and copy of the overseas academic degree certificate issued by the 2022 fresh graduates can apply with the employment recommendation form (stamped by the school’s employment department) (the academic degree certificate must be provided when entering the inspection stage);
(4 ) 3 recent 1-inch half-length color ID photos without hats;
(5) Other relevant certification materials, award-winning materials and materials that can prove that they meet the conditions for talent introduction;
(6) Those who are formally employed in agencies or institutions outside Loudi City must provide proof of approval of the application by their unit and its competent department in accordance with the personnel management authority.
3. Qualification review
The employer conducts a preliminary review of the candidates' qualifications and reports them to the human resources and social security department for review before confirming the list of candidates for examination. Qualification review runs through the entire talent introduction process. Those who do not meet the introduction conditions or who forge documents or commit fraud will have their talent introduction qualifications revoked once discovered.
(2) Examination. The examination is organized and implemented by the employer and its competent department according to procedures. It mainly tests the candidate's adaptability to the introduced position in terms of ability, quality, application of professional knowledge, etc. The examination method is arranged by the employer according to the position situation, and can be conducted by one or more methods such as assessment, written examination, interview, trial lecture, and practical operation. The examination time, location and related regulations will be notified separately by the employer.
(3) Physical examination. According to the introduction plan, physical examination personnel are determined in equal numbers from high to low based on test scores. The physical examination is based on the "Notice on Revising the General Standards for the Physical Examination for Civil Servants Recruitment (Trial)" and the "Physical Examination Operation Manual for Civil Servants Recruitment (Trial)" (Human Resources and Social Security The Ministry of Finance [2016] No. 140) and other regulations shall be implemented. In accordance with the country’s unified deployment on curbing drug-related drug use by public officials, drug use testing is included in the scope of physical examinations for high-level talent introductions.
(4) Inspection. Those who have passed the physical examination will enter the inspection process, and the ideological and political performance, moral character, professional ability, work performance, etc. of the inspection object will be inspected, and their qualifications will be reviewed. If there is a vacancy in the introduction plan due to failure in the physical examination or inspection or voluntary abandonment, the employer can fill in equal amounts in order according to the comprehensive examination results, and the number of fill-ins shall not exceed 2 times.
(5) Recruitment. ?The candidates who pass the examination will be put forward through collective research by the employer. After review by the human resources and social security department, they will be announced to the public for 5 working days. If there is no objection at the expiration of the publicity period, a public institution employment contract will be signed with the employer, the enrollment procedures will be completed, and the employee will be included in the public institution management. In principle, the service period of introduced personnel shall not be less than 3 years. Those who have not completed their service period shall not apply for transfer or participate in the recruitment examination of other units.
5. Discipline Requirements
Candidates must strictly abide by discipline and be responsible for the authenticity of relevant certificates and information provided. If at any stage of the recruitment process it is discovered that an applicant does not meet the job registration requirements, has provided fraudulent materials, or has engaged in illegal or illegal activities such as malpractice during the interview process, upon verification, the interview or employment qualification will be cancelled, and the applicant will be disqualified in accordance with the "Public Institution Disclosure" "Regulations on Handling Recruitment Violations of Discipline and Violations" (Order No. 35 of the Ministry of Human Resources and Social Security).
