20 years of rapid development

In the late 1980s, with the in-depth implementation of the system of grassland ownership, management right and paid contract use, namely "two rights and one system", the majority of farmers and herdsmen bid farewell to the traditional nomadic life of "living by weeds" and realized settled production. 1990, with the approval of the editorial board of Inner Mongolia Autonomous Region, the feed inspection room of Veterinary Drug Monitoring Institute was merged into the Inner Mongolia Forage Seed Inspection Station, which was established in 1987 and renamed as "Inner Mongolia Forage Seed Inspection Station". With the approval of the Technical Supervision Bureau of the Autonomous Region, it was combined with "Inner Mongolia 10 Product Quality Supervision and Inspection Station" and "Inner Mongolia1" 1992 According to the Notice of the Ministry of Agriculture on Printing and Distributing the Establishment Scheme of the First Batch of Ministerial Product Quality Supervision, Inspection and Testing Centers, Inner Mongolia Forage Seed Inspection Station established the Feed Quality Supervision, Inspection and Testing Center of the Ministry of Agriculture (Hohhot). 1997 passed the acceptance of the expert group of the Ministry of Agriculture in May, and passed the double certification review, becoming one of the first batch of six ministerial-level feed quality inspection centers authorized by the Ministry of Agriculture and certified by the state. In 2005, the institutional reform of institutions in Inner Mongolia changed the name of the institution "Reply on the staffing of the internal organs of the Agriculture and Animal Husbandry Department of the Autonomous Region" to "Inner Mongolia Forage Seed Supervision and Inspection Station". In 2007, Inner Mongolia Feed Industry Association was affiliated to Inner Mongolia Feed Grass Seed Supervision and Inspection Station, and in 2008, it was approved by the government of the autonomous region to become a public institution managed according to the Civil Service Law.

The center (station) has 26 on-the-job staff, 24 professional technicians, 2 ground personnel and 24 professional technicians, including undergraduates 13, 4 master students, 2 doctoral students, 5 agricultural extension researchers, senior animal pastor 10 and 9 animal pastors. The specialties of technicians involve animal husbandry and veterinary medicine, animal nutrition, chemical analysis, etc.

In recent years, with the continuous development of inspection and testing work, laboratory environmental conditions and inspection instruments and equipment have been reformed and updated many times. At present, the center covers an area of about 2000 square meters, with a four-story experimental building 1600 square meters, a laboratory area of 1200 square meters and a controllable temperature area of 800 square meters. There is also a 72 square meter underground pharmacy. The center has more than 20 large-scale testing instruments and equipment, with fixed assets of 10 million yuan. The precision instrument room is designed according to the requirements of temperature control, dust prevention, fire prevention and easy maintenance. The physical and chemical laboratory is equipped with a high-temperature and acid-base resistant operating table, and the water, electricity and gas lines in the laboratory are arranged reasonably, and a fume hood is installed. In order to meet the requirements of increasing inspection accuracy and quantity, with the strong support of the Ministry of Agriculture and the Agriculture and Animal Husbandry Department of the autonomous region, more than 5 million yuan has been invested to configure large-scale precision instruments and pretreatment equipment with high automation, fast inspection speed and high accuracy, which can meet the needs of accurate, rapid and batch inspection. The main instruments and equipment are gas-mass spectrometer, liquid-mass spectrometer, high performance liquid chromatograph, atomic absorption spectrophotometer, fluorescence spectrophotometer, ultraviolet spectrophotometer and so on. Instruments and equipment are managed by special personnel, and the files are complete. Regular mid-term operation inspection, timely instrument verification and maintenance, and sign management provide favorable material guarantee for high-quality inspection and scientific research, and ensure accurate and reliable detection data to the society. At present, the center has the ability to detect 155 products and 145 parameters in feed and feed additive products certified by relevant departments, including routine nutritional indicators, trace elements, vitamins, health indicators, drug residues, prohibited drugs, animal-derived ingredients, milk and dairy products, and undertakes feed safety, supervision and inspection, entrusted inspection and inspection of feed and feed additive products issued by the Ministry of Agriculture and the autonomous region over the years.

Since the establishment of the station, the center has organized more than 20,000 batches of inspection samples of various feed products, and issued about 654.38+million inspection data, including more than 30,000 batches of supervision and inspection tasks 1.3 issued by the Ministry of Agriculture and the autonomous region, 2,600 batches of products exempted from value-added tax entrusted by the Inner Mongolia State Taxation Bureau, nearly 400 batches of products approved for inspection, and more than 20 batches of famous products at all levels. Due to tight time and heavy tasks, everyone gave up their holiday breaks and worked overtime until midnight every day, sometimes until two or three in the morning the next day. They don't complain or feel tired. They gritted their teeth and operated carefully step by step. It is precisely because of everyone's selfless and diligent work that more than 4,000 batches of melamine detection were successfully completed in the special feed rectification campaign in the autonomous region, which provided a basis for timely decision-making by agricultural and animal husbandry management departments at all levels.

As a ministerial testing center, it undertook 1 100 batches of food safety monitoring tasks provided by the Ministry of Agriculture during the Olympic Games. In order to complete the task, the comrades made careful preparations before leaving. With a traffic map in one hand and a roster of production and operation enterprises in the other, they are looking for established goals in a strange foreign land. Scientific and rigorous internal quality management

In order to ensure the scientific, fair and authoritative testing work, according to the Basic Conditions of Product Quality Supervision, Inspection and Testing Institutions of the Ministry of Agriculture, the Detailed Rules for Examination and Accreditation of Product Quality Supervision, Inspection and Testing Institutions of the Ministry of Agriculture and the Criteria for Accreditation of Laboratory Qualifications, the station has continuously improved and perfected the internal quality management system of the center (station), standardized the quality assurance system of feed testing, and implemented new evaluation requirements. They have been standardized according to the requirements of the Quality Manual and other documents. From sample extraction, sample collection, transmission, inspection, report preparation, review, issuance, sending and filing, it all runs in accordance with the prescribed procedures and norms, reducing the randomness of work.

In order to form an effective internal incentive mechanism, the station has formulated the Measures for Quantitative Management of Inspection Business, that is, all inspection work is indexed and quantitative management of inspection is implemented. The implementation of a multi-functional, one post to the people, self-financing subsidies and other funds stipulated by the state linked to the inspection project hours, so as to achieve more work.

Aiming at the problems of long inspection period and low inspection efficiency, the efficiency of inspection work has been effectively improved through method research and system improvement. Mainly from four aspects: First, seriously formulate and implement a strict inspection time limit system, pay attention to the connection of time points and the deployment of personnel, concentrate the necessary manpower, material resources, energy and time, focus on the supervision and inspection work issued by the Ministry of Agriculture and the autonomous region government, and complete the task on time with good quality and quantity. Third, the center has established an internal LAN, programming software processing system and data microcomputer management, which makes the generation and transmission of inspection records and inspection reports accurate and fast. Fourthly, some old methods are studied and improved by using modern advanced testing instruments, and at the same time, the functions of rapid testing instruments such as automatic nitrogen determinator and kit screening are fully exerted to improve the testing speed of large quantities of samples. These measures have achieved initial results, especially in the inspection of feed duty-free and prohibited substances.

The professional quality and physical and mental health of employees are related to the present and future of the unit. The station always pays attention to the physical and mental health of employees. The unit has equipped the laboratory with emergency eye washer, gas mask and acid-proof gloves, and posted warning signs in dangerous places. Specially conducted fire safety knowledge education, and regularly conducted health checks for employees every two years. In order to enliven employees' spare time, the unit organized employees to participate in table tennis and gymnastics competitions organized by the Agriculture and Animal Husbandry Department of the autonomous region, and achieved good results in winning the women's table tennis team three times in a row and winning the first place in the gymnastics competition group. In addition, the unit also organizes employees to go out for inspection every year to broaden their horizons and increase their talents.

Actively do a good job in feed administrative law enforcement

In order to standardize the production, management and use of feed and cooperate with the publicity and implementation of the Regulations on the Management of Feed and Feed Additives, the station assisted the competent department of agriculture and animal husbandry in the autonomous region to formulate and revise a series of supporting local laws and regulations: in 2003, the Measures for the Administration of Examination and Registration of Feed and Feed Additives Production and Operation Enterprises in Inner Mongolia was revised, and in 2004, the Emergency Plan for Feed Safety in Inner Mongolia was formulated and issued. In 2005, the assessment methods of municipal feed and forage seed monitoring stations in Inner Mongolia Autonomous Region were formulated. In 2006, the management methods of feed and feed additives in Inner Mongolia Autonomous Region were formulated. For several years in succession, the implementation plan of special rectification plan for illegal drugs such as feed and lean meat products in Inner Mongolia Autonomous Region was formulated. This series of supporting management measures embodies the principle of promoting development by management according to law, focusing on ensuring feed safety, coordinating the whole process of feed production, management, use and supervision and management, and increasing the system of examination and certification for feed production enterprises, the system of product sales records for feed management enterprises, the standard system of safe use of feed additives, the record system of purchase and use of important feed raw materials, the system of examination and filing of enterprise standards, and the system of supervision and spot check. Ensuring the traceability of feed products and perfecting feed laws and regulations have legal basis for some vague problems in administrative law enforcement. As a local law, it is of great significance to standardize the production, management, use, supervision and management of feed in the autonomous region.

According to the Regulations on the Administration of Feeds and Feed Additives, Measures for the Administration of Feed Additives and Additive Premixed Feeds, Measures for the Administration of Animal-derived Feeds, Measures for the Examination of Feed Production Enterprises and Measures for the Administration of Feed Additives in Inner Mongolia Autonomous Region, they organized the acceptance through strict on-site examination conditions, and issued nearly 70 production licenses for feed additives and additive premixed feeds with the approval of the Ministry of Agriculture, and more than 600 examination certificates for feed production enterprises with the approval of the Agriculture and Animal Husbandry Department of the Autonomous Region.

Standardize the feed market and crack down on fake and shoddy feed. In recent years, the station has done a lot of work in regulating the feed market and cracking down on fake and shoddy feed. First, since 2003, they have supervised and inspected the production licenses, product approval numbers, implementation standards, product labels and the implementation of various systems of feed production and operation enterprises in sampling areas according to the Regulations on the Administration of Feed and Feed Additives. Focus on rectifying small feed factories with backward production technology and poor equipment, and investigate and deal with underground black factories and irregular production and operation behaviors that are strongly reflected in the market according to law. Second, the annual "3. 15" Consumer Rights Day publicity campaign was used to patiently answer questions about the identification and harm of fake and shoddy feed and the application procedure of production license, and publicize the Regulations on the Administration of Feed and Feed Additives and the Measures for the Administration of Feed and Feed Additives in Inner Mongolia Autonomous Region, so that farmers and herdsmen can realize the importance of feed safety. Third, entrusted by the State Taxation Bureau of the autonomous region, it is responsible for the inspection of feed exemption from value-added tax in feed production enterprises in the whole region, further standardizing the production behavior of feed enterprises, and improving the quality and safety level of feed products and the overall quality of enterprises. The fourth is to directly investigate and deal with typical cases with great influence. For example, in 2004, the feed quality dispute in Bameng area was investigated. With the cooperation of local feed authorities, disputes that have been in arrears for more than two years have been satisfactorily resolved in accordance with relevant laws and regulations. In the inspection and rectification of the animal-derived feed market in the whole region, 18 enterprises were ordered to stop production, and 35.7 tons of raw materials, 5 tons of finished bone meal and 6.6 tons of calcium hydrogen phosphate were sealed up according to law.

Fully promote the construction of feed quality testing system

In 2008, after the Sanlu milk powder incident, the party committee and government of the autonomous region attached great importance to it, immediately launched the emergency plan for food safety in the whole region, and launched special rectification actions for milk stations and feed safety in the whole region. In order to improve the professional quality and overall level of employees, the station organized many training courses for feed management and regulations, feed sampling and inspection personnel in the whole region, and trained more than 800 people for feed management departments and testing institutions in various cities in the region. As the training and appraisal point of feed inspectors in Inner Mongolia Autonomous Region feed vocational skill appraisal station, they turned the training of feed inspectors into regular training, which was held once a month to facilitate all kinds of personnel to learn. They trained and examined more than 65,438 feed inspectors for feed production enterprises and users in our region, and more than 800 people obtained feed inspector certificates issued by the Ministry of Labor and Social Security, which played a positive role in improving the quality of feed management and inspection personnel in the whole region.

Since the Ministry of Agriculture began to implement the statistical report system of feed industry in 2002, the station has undertaken the statistical report work of feed industry. In order to standardize and institutionalize the statistical work, they have done a lot of work: first, to realize the networking of statistical data in various league cities; The second is to train statisticians in all alliance cities to improve their ability to process statistical data.
