——A survey on the economic development of Huoshan County

Regarding how to accelerate the development of county economy under the new situation, We recently conducted a survey on Huoshan County and felt that the county's economic development path and experience deserved attention and summary. From this, we also made some thoughts on accelerating the economic development of counties in the province.

(1) Huoshan County is a typical mountainous area, reservoir area and old area county. The location is relatively isolated, the resources are very limited, and the congenital conditions are not superior. However, after many years of exploration, a very good road has been formed. The unique development path has become a model for the economic development of counties in the province and has attracted widespread attention. Through discussions and inspections, five things impressed me deeply: First, in the face of changes in the macro environment and economic cycles, economic development in most places has experienced ups and downs, but Huoshan's economy has always maintained a stable and healthy development trend. During the 14 years from 1990 to 2004, the county's GDP grew at an average annual rate of 13.7, which was 2.2 percentage points higher than the average growth rate of counties in the province during the same period. Second, Huoshan was once a typical agricultural county in mountainous areas, and its current industry-led economic growth pattern is quite prominent. In 1989, the county's industrial added value accounted for only 24% of the gross product, and last year it was as high as 53%, ranking first among the counties in the province; in 2004, 63% of the county's fiscal revenue came from industrial taxes. Third, as a small marginal county deep in the Dabie Mountains, the export-oriented economy has formed a certain climate. Huoshan's great trend of opening up has created a good atmosphere in which everyone talks about opening up and the whole county strives to attract investment. In 2004, the county's export earnings were US$50.47 million, ranking among the top three at the county level in the province. Fourth, in the face of macro-control and various factor constraints, Huoshan's park economy is still booming. The county's industrial park was founded in 2002. In just over two years, 20 companies have entered the park, of which 16 companies and 26 projects entered the park after macro-control. Fifth, the development of Huoshan is not just a standout industrial economy, but a comprehensive, coordinated and sustainable development. (2) Under the same macro environment, why can Huoshan County, which has poor basic conditions, break through its limitations and accelerate development? Through research, I feel that there are three most fundamental things:

First, Huoshan County has adhered to emancipating the mind, advancing with the times, and constantly giving new connotations and practical content to the emancipated mind in the development process. . In their view, for a mountainous county with relatively limited information and a late start in the marketization process, the emancipation of ideas and the renewal of concepts are the decisive leading forces and must be grasped closely. To this end, they must carry out in-depth and detailed ideological mobilization work before and after proposing every development idea and strategic deployment. When the strategy of "industrially enriching the county" was first proposed, the county party committee and the county government successively organized representatives of different levels, including party and government cadres and entrepreneurs, to "go to Ningguo" for several rounds of ideological discussions and formed a political consciousness. (3) Huoshan’s experience shows that the county itself plays a leading role in accelerating county economic development. The investigation found that Huoshan's development also faces some self-defeating and revolutionary contradictions and problems that are difficult to solve. For example, as a small county with a remote population and resources, Huoshan County is under great pressure to achieve new breakthroughs in terms of both economic scale and economic quality. Although Huoshan industrial development started earlier and formed a certain first-mover advantage, due to the inherent deficiencies of the geographical location of the mountainous county, the factor supply and supporting environment are relatively weak, and the development capacity is relatively limited. At the same time, the problem of weak financial services is very prominent in Huoshan. The funds attracted through investment promotion every year are not enough to offset the outflow of deposits. In addition, the county also has strong reactions to the problem of lack of county functions. It feels that there is still too much control from above. The contradiction between the administrative power, financial power and management power of the county-level government has greatly restricted the work.

(4) The prosperity of the county will lead to the prosperity of the whole province. The development experience and problems faced by Huoshan are worthy of our in-depth consideration in many aspects, from which we can draw some enlightenments of universal significance.

First, to speed up county economic development, we must establish a correct orientation. The overall foundation of the county economy in our province is still relatively weak. To comprehensively revitalize the county economy, we need the determination to accelerate development and catch up, as well as the mindset of perseverance and long-term fighting. First of all, county economic development must be guided by a scientific outlook on development and a correct outlook on political performance. We should fully respect the inherent laws of county economic development, promote development step by step, and form a correct direction that is conducive to the comprehensive, coordinated and sustainable development of the county economy. Fourth, to speed up county economic development, we must effectively resolve factor bottleneck constraints. The focus is on three aspects: First, the issue of financial support system.
