What contracts does Baosteel Steel Structure sign? Can managers hired from outside only sign labor contracts? Has anyone encountered this situation?

Baosteel Steel Structure is a state-owned enterprise. As far as I know, state-owned enterprises generally only recruit newly recruited college graduates to sign formal contracts with the company. Managers recruited from outside basically sign labor contracts first.
