Article 1 These Measures are formulated in order to implement the relevant spirit of the Organization Department of the CPC Central Committee and the Provincial Department of Human Resources and Social Security on Further Strengthening the Support of Human Resources and Social Security in 26 Mountainous Counties to Promote Leaping-forward High-quality Development and the Five-year Action Plan for Leaping-forward High-quality Development in Mountainous Counties of Wenzhou City, and to explore and improve the standards for identifying special talents. Further unblock the channels for direct promotion of the titles of innovative talents in mountainous counties and help them build talent pools. At the same time, Dongtou and Longgang will be included in the trial scope in combination with the relevant deployment requirements of the higher authorities on promoting the construction of the national marine economic development demonstration zone in Dongtou District and the comprehensive reform of national new urbanization in Longgang City.
Article 2 These Measures adhere to the orientation of ability, performance and contribution, and follow the principles of social recognition, industry recognition, special evaluation, simplicity and quickness.
Article 3 These Measures are applicable to technical and skilled personnel who have solved complex technical problems, made major technological breakthroughs, applied research results and other landmark achievements or made other significant contributions in the emerging industries, traditional pillar industries and characteristic ecological agriculture in mountainous areas of our city.
Article 4 Anyone who meets one of the following conditions may directly apply for an intermediate title:
As a major member, he completed major municipal science and technology projects and passed the acceptance of the Municipal Science and Technology Department;
As a main member, I have completed the special project of "Exposing the List and Introducing Talents" in our city, and the project has passed the acceptance of the Municipal Science and Technology Department;
As a major member, I have completed the special project of prosperity of five counties in mountainous areas of our city, and the project has passed the acceptance of the Municipal Science and Technology Department;
Won the first prize, second prize and third prize of provincial and ministerial science and technology awards; Won the first prize, second prize and third prize of the municipal and departmental science and technology awards;
The main compilers of international standards, national standards and industry standards that have been promulgated and implemented;
New technologies, new products, new processes, new inventions and new varieties developed as main members have been transformed and applied in production, with an average annual output value of more than 6,543,800,000 yuan in recent three years;
"Top-notch Skilled Talents" selected by provincial skill master studios in engineering technology, agriculture and other fields, provincial chief technicians, provincial technical experts, skilled craftsmen in Zhejiang Province and provincial "100 million" high-skilled leading talents training projects;
High-skilled talents who have won awards in the World Skills Competition in the fields of engineering technology and agriculture, or the top five in the national first-class skills competition, or the top three in the national second-class skills competition, or the top three in the provincial first-class skills competition;
Relevant landmark achievements have been made in the evaluation conditions of intermediate titles of various professional series promulgated and implemented by the municipal government departments, and intermediate titles can be directly declared.
Article 5 The Municipal Human Resources and Social Security Bureau shall be responsible for establishing a permanent institution for the evaluation of intermediate titles of innovative talents in mountainous counties of Wenzhou. The members of the permanent establishment are composed of the Municipal Human Resources and Social Security Bureau, the relevant person in charge of the municipal industry department and relevant industry experts. The members of the annual senior management review organization shall be singular, generally not less than 7, and the industry experts shall be randomly selected from the expert database.
Sixth professional and technical titles "through train" evaluation procedures:
Personal application. Those who meet the application conditions can log on to the "Zhejiang Professional and Technical Position Qualification Application Evaluation Management Service Platform" independently, select the corresponding evaluation application scheme, make online application, and upload relevant certification materials as required.
Review and recommend. The applicant's evaluation materials are recommended by the unit, audited by the local county-level human resources and social security bureau, and submitted to the municipal human resources and social security bureau.
Publicize first and then evaluate. After the preliminary examination by the Municipal Human Resources and Social Security Bureau, it was publicized 5 working days before the evaluation in the "Zhejiang Province Professional and Technical Position Qualification Reporting and Evaluation Management Service Platform".
Organize the review. If there is no objection to the publicity, the permanent institution will evaluate the applicant's innovation ability, landmark performance and development potential, and interview the applicant as appropriate. According to the relevant information, the permanent institution adopts the voting method, and the number of votes reaches more than two-thirds of the total number of members attending the review meeting, which is deemed to have passed and won the corresponding title.
The results were announced. The list of personnel confirmed by the permanent establishment shall be published by the Municipal Human Resources and Social Security Bureau, and electronic qualification certificates shall be issued.
Article 7 Professional and technical personnel of public institutions who apply for the evaluation of the title of "through train" shall do so within the approved proportion of post structure. Individuals shall apply for competitive posts, and the units shall report step by step after assessment and recommendation.
Article 8 In any of the following circumstances, an applicant shall be disqualified from the evaluation and incorporated into the national and provincial credit information sharing platforms, with a recording period of 3 years, and shall not apply for professional titles within 3 years from the next year of the evaluation.
Forging documents and certificates;
Submitting false declaration materials;
According to the "Implementation Measures for the Management of Professional Title Evaluation in Zhejiang Province", it is an object that cannot be declared to participate in the professional title evaluation, but is not reflected in the application materials;
There are other acts in violation of the relevant provisions of the review work.
Article 9 Specific explanations of words or concepts in these Measures:
"Main members" and "main compilers" refer to the top three, ranking according to documents published by relevant competent departments or certificates issued;
Involving output value, it is necessary to provide special audit reports issued by professional audit institutions on new technologies, new products, new processes, new inventions, new varieties and other achievements;
"Above" includes this number.
Article 10 These evaluation methods shall be implemented as of February 25, 2022.
