First, attach great importance to it and actively deploy it
After the City Intermediate People's Court held a special meeting to focus on the special inspection activities on the implementation of the clean government system, the party group of our hospital attached great importance to it and immediately convened a meeting of the party group of the hospital to deploy and carry out special inspection activities. Second, the implementation of the system
(1) Implementing the Provisions of the People's Court on Five Prohibitions and the Provisions of the Provincial High Court on Strictly Investigating and Punishing Nine Illegal Acts of Court Staff (for Trial Implementation)
After the promulgation and implementation of the Five Prohibitions of the People's Court, in order to further promote the implementation of the system, strengthen supervision by the masses, and encourage the parties to the case and the public to report violations of the five prohibitions, our hospital formulated five implementation rules for the prohibition and issued five supervision cards for the prohibition. The supervision card will be sent to the parties with the case, and they will be supervised by the masses at any time. At the same time, our hospital announced the 24-hour automatic answering function to report the recorded telephone number and email address on the supervision card, and accepted the report at any time to ensure that the real-name report was located and echoed. After the Provincial Higher People's Court issued nine regulations on strict investigation, the hospital enriched the regulations into the supervision card to further strengthen the supervision of the masses on the court. In addition, our hospital set up a report column on the website of Sifangtai District People's Court, and set up an electronic report mailbox. Five prohibitive regulations and treatment methods were also made into plaques, watch cards and badges, which were hung on the wall, put on desks and carried by police officers, forming a good supervision atmosphere with supervision everywhere and always under supervision. After the implementation of "Implementation Measures for the Establishment of Integrity Inspectors by Judicial Enforcement Departments of People's Courts (Trial)", our hospital regards the system of integrity inspectors and invited supervisors as an effective measure to strengthen the construction of a clean government and ensure the impartiality and integrity of police officers, and further formulated the Interim Provisions on Integrity Inspectors of Sifangtai District People's Court and the Implementation Rules for the Work of Invited Supervisors of Sifangtai District People's Court. According to the needs of the work, our hospital hired four NPC and CPPCC representatives as special supervisors and four police officers as integrity supervisors, constantly improving the internal and external supervision mechanism and putting our work under internal and external supervision to the maximum extent. Through the establishment of the system of clean government supervisor, specially invited judicial supervisor and related working systems, a set of self-discipline punishment and prevention mechanism has been formed, ensuring the operation of the long-term mechanism of fair justice.
(three) the implementation of the "Regulations on the Avoidance of Leading Cadres and Judges of the Court for Spouses' Children to Take up the Duty of Trial Execution"
After the issuance of the Provisions on the Avoidance of Spouses and Children of Court Leading Cadres and Judges in Trial Execution Posts as Lawyers and the Implementation Plan on the Implementation of the Avoidance System, according to the work arrangements of the whole city, our hospital formulated specific implementation opinions, and organized and mobilized police officers to seriously study the relevant documents of the avoidance system through meetings, seminars and individual conversations. Fully understand the great significance of the promulgation and implementation of the post avoidance system, unify the thinking of police officers into the decision-making and deployment of the people's courts, and constantly enhance the consciousness and initiative of strictly implementing the post avoidance system. Through a comprehensive investigation of the police officers in our hospital, especially the leading cadres and judges in the post of trial execution, it is found that the spouses and children of the police officers in our hospital are not engaged in the profession of lawyers within the jurisdiction of our hospital.

In order to standardize the duty behavior of court staff, prevent court staff from interfering in handling cases, ensure judges to handle cases according to law, improve the quality and efficiency of trials, and promote judicial justice, according to the Provisions on Preventing Court Staff from Interfering in Handling Cases in Trial Work, the Heilongjiang Higher People's Court's Registration and Reporting System on Cases Related to Court Staff's Non-performance (Trial), and combining with the actual work, our hospital has formulated the Implementation Rules on Preventing Court Staff from Interfering in Handling Cases in Trial Work. It is stipulated that the leading cadres of our hospital shall not ask the judicial organs and judges about the cases being handled except for the needs of their work; The materials involved shall not be handed over to judicial organs and judges. Employees and retirees of the whole hospital shall not, in violation of regulations, transmit the materials involved to the parties to the case and their relatives, agents, defenders or other related parties; Do not inquire about the case being handled; Do not intercede for the parties to the case for any reason.
Our hospital has determined that the filing court is the centralized management department of the materials involved. When the filing court receives the materials involved in the case submitted and mailed by the parties and their relatives, agents, defenders or other non-litigation parties, it shall indicate the source at the time of registration and transfer them to the case-handling department or the supervision department according to different circumstances.
According to the regulations of our hospital, when the staff of our hospital encounter four kinds of cases that are not caused by the performance of their duties during the trial, they should fill in the Report Form of People's Court Staff's Integrity Matters within seven days, and submit the report form in duplicate to the competent leader or the integrity supervisor for signature, one of which should be kept in the file, and the other should be sent to the supervision department of our hospital to be kept in my integrity file for future reference.
Since the implementation of the system, there has not been a case in our hospital that was not caused by the performance of duties.
(5) Implementation of the Provisional Regulations of the People's Courts.
After the promulgation and implementation of the Provisional Regulations on Supervision by People's Courts, our hospital carried out its work in accordance with the requirements of the Provincial High Court and the Municipal Intermediate People's Court. In July this year, the chief of the political and engineering department of our college participated in the audit inspector training course held by the Judge College of the Provincial High Court in Mudanjiang Branch, and passed the examination to obtain the qualification of audit inspector. Up to now, our hospital has 1 part-time audit inspectors. At present, our hospital has carried out daily inspections twice, and there is no violation of work discipline.
(six) the implementation of the "people's court supervision regulations".
Due to the limitation of organization and staffing, there is no discipline inspection team and supervision room in our hospital, and the discipline inspection and supervision work is in the charge of the political engineering department, and all the work is running normally.

According to the provisions of the Provincial Higher People's Court's "Video-assisted Supervision System for Court Trial Activities (Trial)", in April this year, our hospital established electronic audio and video recording equipment in the courts of first and second instance, which realized the whole process of audio and video recording of court trial and hearing. After the audio-visual materials are formed, they will be carved into CD-ROMs in duplicate, one of which will be kept with the files and the other will be kept in the archives to assist in supervision and inspection.

According to the requirements of X-Gao Law [2015] No.75 "Notice on Strengthening the Security and Confidentiality Management of Court Information Networks in the Province and Carrying out Construction Rectification", the leading group for network security and confidentiality of our hospital attached great importance to it and conducted a comprehensive self-evaluation and self-examination on the network security and confidentiality work of the whole hospital. First, strengthen study and raise awareness of confidentiality.
Quickly implement the spirit of the document, and organize the police officers in the whole hospital to seriously study the Law of People's Republic of China (PRC) on Guarding State Secrets, the Code of Secrecy for State Staff, and the Provisions on the Administration of Network Secrecy of Party and Government Organs and Secret-related Units. Emphasize the extreme importance of confidentiality, improve police officers' understanding of state secrets and trial secrets, and firmly establish the confidentiality consciousness of "keeping secrets is no small matter, but losing secrets is a major matter". Strengthen the confidentiality education for the personnel who send and receive official documents, archivists and clerks. , strengthen the inspection and supervision of security work, promote all police officers to improve their ideological understanding and enhance their sense of responsibility for security work. At the same time, further clarify the functions of secret-related personnel in receiving and dispatching documents, registering, transmitting, filing and destroying documents, so as to make the secrecy work truly rule-based, well-documented, institutionalized, standardized and scientific.
Two, self-examination and self-correction, eliminate the hidden dangers of leaks.
According to the "Network Information Security and Confidentiality Work System" formulated by our hospital, the contents and standards of self-inspection were clarified, and the self-inspection work was uniformly deployed and arranged. According to their respective confidentiality responsibilities, each department conducted a comprehensive and serious self-examination on the confidentiality management of information systems, focused on the possible hidden dangers of leaks, and made serious rectification.
First, strict management and protection of key departments. Archives, offices and other departments are key departments of confidentiality, and the sending and receiving of confidential documents, filing and consulting of archives should be protected. Through self-examination, these departments have sound rules and regulations, can start from every link, have a strong sense of confidentiality, effective measures and good implementation. They can strictly control the reading range of confidential documents, encrypted faxes and archived documents, strictly observe the reading discipline, strictly guard against the storage point and confidentiality of confidential documents, and resolutely read the fax documents clearly.
The second is to strengthen the management of classified computers. Classified computers are mainly used to handle e-government, the sending and receiving of classified documents and official documents. After regular inspection, it is not infected with harmful viruses such as Trojan horse, so it is dedicated to special planes and does not communicate with non-confidential media. Strictly implement the confidentiality provisions related to official document processing, and found no violations.
The third is to strictly manage the use of storage media. The secret USB flash drive mainly deals with secret files directly on a special computer. After inspection, the storage media were not used to move back and forth and confidential information was stored on the media, and the problem of cross-use of mobile storage media was corrected and rectified in time.
The fourth is to strengthen the management of office network use. According to the needs of the work, the network connected by the district court computer is divided into the court system intranet and the Internet, so that the private network is dedicated and accurate, and the Internet connected by non-classified computing does not store or process classified information.
Fifth, pay close attention to cleaning up secret vectors. Secret carriers have been carefully kept and cleaned up in time, and existing problems have been corrected in time.
Third, strengthen supervision and implement the responsibility of confidentiality.
First, a long-term system of confidentiality supervision and inspection, which regularly supervises the confidentiality work of each court room, and promptly urges rectification if the confidentiality work is not in place. Each courtroom should designate a staff member to be responsible for receiving, sending and keeping documents, plugging loopholes and ensuring secret safety.
The second is to adhere to the combination of daily norms and key inspectors. Where the work of the court is done, the confidentiality work will follow up. In the process of implementing confidentiality work, we will assign special personnel to conduct regular inspections on confidentiality work, especially for key departments and key departments involved in confidentiality. Once it is found that the confidentiality provisions are not strictly enforced, it will be ordered to rectify.
The third is to adhere to the combination of accepting supervision and accountability. While strictly managing internal confidentiality, actively accept the supervision, inspection and guidance of higher authorities. It is stipulated that people and things that have been compromised due to the lack of confidentiality concept and consciousness, serious paralysis of thinking, failure to implement confidentiality management responsibilities, and dereliction of duty of security personnel should be investigated and dealt with together, and the level of confidentiality management has been significantly improved. Since the establishment of the hospital, there has been no loss or leakage.
Fourth, material support, consolidate the material foundation of confidentiality work.
In addition to personnel in place, confidentiality work should also be in place, and funds should also be in place, so as to better prevent leaks. In recent years, our hospital has strengthened the material guarantee of security work, invested nearly 50,000 yuan in security work, equipped and purchased security cabinets, document shredders, installed firewalls, isolation cards, and used private network USB flash drives, which provided strong material guarantee for security work.
Five, increase the intensity of education and publicity, to ensure the confidentiality work in place.
Combined with the current situation and task of information network security, publicity and education activities are carried out regularly to improve the confidentiality awareness, responsibility and skills of police officers in the hospital. Each court shall establish and improve the safety creation system, keep records, actively guide the safety creation of courts, and promote the balanced development of safety creation of all units. There were no major accidents and safety incidents in the hospital. At the same time, regularly supervise the contact points to create safety work, study the system together with the relevant personnel in the town, guide the mediation work of the township people, and propose to do a good job in the ideological work of the parties and eliminate their ideological obstacles. When necessary, with the help of village committees, neighborhood committees and other civil mediation organizations, the two sides were educated in all directions, opposing emotions were eliminated, and contradictions and disputes were properly resolved, which achieved good results.

Three. Existing gaps and shortcomings
