Article 2 The term “books, newspapers and periodicals” as mentioned in these regulations refers to books, newspapers, periodicals, picture albums, almanacs, wall calendars, desk calendars and other publications. Article 3 All units and individuals operating book, newspaper and periodical business within the administrative area of ??this city must abide by these regulations. Article 4 The operation and management of this city’s book, newspaper and periodical market must adhere to the four basic principles, oppose bourgeois liberalization, and adhere to the direction of serving the people and socialism. Article 5: Units and individuals that have made outstanding achievements in the management of the book, newspaper and periodical market and have made meritorious service in reporting and exposing illegal activities shall be commended and rewarded by the competent department of the book, newspaper and periodical market. Article 6: The Municipal Press and Publication Bureau is responsible for the management of the city’s book, newspaper and periodical markets. The cultural departments of each county and district are responsible for the supervision and management of the book, newspaper and periodical markets within their respective administrative regions. Public security, industry and commerce, price, postal and other departments should work together to supervise and manage the book, newspaper and periodical market according to their respective responsibilities. Article 7 Press and publication management personnel shall carry out supervision and inspection of the book, newspaper and periodical market with the "Inspection Certificate" uniformly issued by the provincial press and publication administrative department.

(4) Have a fixed business place;

(6) Other conditions that individual industrial and commercial households must meet as stipulated by the state. Article 10 Units engaged in the distribution business of books, newspapers and periodicals must meet the conditions stipulated in Articles 5 and 7 of the "Shandong Province Book, Newspaper and Periodicals Market Management Regulations". Article 11 Publishing houses and newspaper publishers from other provinces that establish distribution units in our city must submit the approval document from the provincial press and publication administrative department of the province (autonomous region, municipality directly under the Central Government) where they are located, and submit it to the municipal press and publication administrative department for approval. Article 13: Units and individuals engaged in the retail business of books, newspapers and periodicals must purchase goods from wholesale units of books, newspapers and periodicals with the "Retail License of Books, Newspapers and Periodicals".
