Article 2 The term “books, newspapers and periodicals” as mentioned in these regulations refers to books, newspapers, periodicals, picture albums, almanacs, wall calendars, desk calendars and other publications. Article 3 All units and individuals operating book, newspaper and periodical business within the administrative area of ??this city must abide by these regulations. Article 4 The operation and management of this city’s book, newspaper and periodical market must adhere to the four basic principles, oppose bourgeois liberalization, and adhere to the direction of serving the people and socialism. Article 5: Units and individuals that have made outstanding achievements in the management of the book, newspaper and periodical market and have made meritorious service in reporting and exposing illegal activities shall be commended and rewarded by the competent department of the book, newspaper and periodical market. Article 6: The Municipal Press and Publication Bureau is responsible for the management of the city’s book, newspaper and periodical markets. The cultural departments of each county and district are responsible for the supervision and management of the book, newspaper and periodical markets within their respective administrative regions. Public security, industry and commerce, price, postal and other departments should work together to supervise and manage the book, newspaper and periodical market according to their respective responsibilities. Article 7 Press and publication management personnel shall carry out supervision and inspection of the book, newspaper and periodical market with the "Inspection Certificate" uniformly issued by the provincial press and publication administrative department.

Book, newspaper and periodical distribution units and individuals should consciously accept supervision and inspection. It is not allowed to interfere with or hinder the management personnel of the book, newspaper and periodical market from performing their official duties in accordance with the law. Article 8 Those operating the business of publishing books, newspapers and periodicals must go through the approval and registration procedures in accordance with the following provisions:

(1) Units and individuals operating the retail business of books, newspapers and periodicals should submit a written application and submit it to the competent department or the sub-district to which they belong. After the approval of the department and township government, it shall be reported to the cultural department of the county or district for review. The Municipal Press and Publication Bureau will issue a "Book, Newspaper and Periodical Retail License" and report it to the provincial press and publication administrative department for record.

(2) Units engaged in the wholesale business of books, newspapers and periodicals (excluding provincial departments and units of the central government and other provinces stationed in the economy) must obtain the approval of the Municipal Press and Publication Bureau and then report to the provincial press and publication administrative department for approval and issuance. (3) Issuing units and individuals shall apply for registration with the local industrial and commercial administration department with the approval certificate of the press and publication administrative department, and can only open business after being approved and receiving a business license.

(4) When issuing units and individuals change their business methods, business scope, or go out of business, they must handle cancellation or change registration in accordance with the approval procedures for opening. Article 9 To apply for a "Book, Newspaper and Periodicals Retail License", an individual must meet the following conditions:

(1) An unemployed person or a retired person with a permanent household registration in this city;

(2) Have good political quality and strong sense of social responsibility;

(3) Have a junior high school education or above;

(4) Have a fixed business place;

(5) Having funds above the prescribed amount;

(6) Other conditions that individual industrial and commercial households must meet as stipulated by the state. Article 10 Units engaged in the distribution business of books, newspapers and periodicals must meet the conditions stipulated in Articles 5 and 7 of the "Shandong Province Book, Newspaper and Periodicals Market Management Regulations". Article 11 Publishing houses and newspaper publishers from other provinces that establish distribution units in our city must submit the approval document from the provincial press and publication administrative department of the province (autonomous region, municipality directly under the Central Government) where they are located, and submit it to the municipal press and publication administrative department for approval. The Press and Publication Bureau shall handle specific procedures. Article 12 Units and individuals operating books, newspapers and periodicals must abide by the following regulations:

(1) Operate at designated locations and under bright lights according to the approved business scope;

(2) Should be issued Books published by state-approved publishing units and newspapers with unified domestic serial numbers.

(3) It is prohibited to publish propaganda that opposes the basic principles established by the Constitution, opposes the leadership of the Communist Party of China, negates the socialist system, endangers national security, undermines national unity, and promotes obscenity, pornography, and feudal superstition , murderous and violent books, newspapers and periodicals and other illegal publications expressly prohibited by the state;

(4) It is prohibited to publish books and newspapers that are smuggled into the country;

(5) It must be distributed within the approved scope Internal books, newspapers and periodicals;

(6) Strictly implement national price regulations and strictly prohibit high-price reselling and mixed sales;

(7) No books may be distributed or posted without the approval of the Municipal Press and Publication Bureau Newspapers and periodicals. Article 13: Units and individuals engaged in the retail business of books, newspapers and periodicals must purchase goods from wholesale units of books, newspapers and periodicals with the "Retail License of Books, Newspapers and Periodicals".

Units engaged in the wholesale business of books, newspapers and periodicals are not allowed to wholesale books, newspapers and periodicals to units and individuals that do not have a "Retail License for Books, Newspapers and Periodicals". Article 14 Individuals and units without a "Book, Newspaper and Periodicals Wholesale License" are not allowed to engage in the book, newspaper and periodical wholesale business. Article 15: Units engaged in wholesale business (excluding Xinhua Bookstore and post office) that purchase books, newspapers and periodicals from other places must first submit samples to the municipal press and publication administrative department for inspection, and can only issue them after review and approval. Article 16 Collective units operating wholesale business must submit to the municipal press and publication administrative department before the fifth day of the first month of each quarter a report on the purchase, sale and inventory of books and newspapers in the previous quarter (including the names of books, newspapers and periodicals, publication status, etc.) Unit, purchase channel, distribution date, distribution quantity, etc.). Article 17: Any books, newspapers and periodicals notified by the administrative department of press and publication to be banned or suspended from distribution, the issuing units and individuals shall immediately stop selling them and hand them over or seal them in accordance with regulations. Among them, if it belongs to an official publishing unit and is purchased from an approved official issuing unit, the economic losses will be borne by the publishing unit.
