Kindergarten is recruiting and equipping teaching staff, enrolling students and arranging courses.

Kindergarten in the recruitment and staffing hours, should be in accordance with the basic standards of kindergarten staff enrollment management.

The education administrative department of the State Council shall, jointly with relevant departments, formulate the staffing standards for kindergartens. The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate the basic staffing standards for public kindergartens, and the local staffing departments at all levels shall verify the staffing of public kindergartens according to the basic standards and equipment standards and make dynamic adjustments. The education administrative department of the local people's government shall, jointly with the administrative department of human resources and social security, supplement the teachers of public kindergartens in a timely manner, and give priority to meeting the needs of public kindergartens in ethnic minority areas and rural areas. Kindergartens and their organizers shall be equipped with teachers and other staff in accordance with relevant national and local standards.

The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate measures for the management of kindergarten fees according to factors such as the running cost of kindergartens, the level of economic development and the affordability of the masses, reasonably determine the charging standards of public kindergartens, the highest charging standards of inclusive private kindergartens and the government-guided prices of other non-profit private kindergartens, and establish a regular dynamic adjustment mechanism. The charging standard of for-profit private kindergartens is reasonably determined by kindergartens according to the calculated average cost per student. The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, according to the actual situation, formulate specific measures and stipulate the reasonable scope of the organizers' income. The local people's governments at or above the county level and the relevant departments shall, in accordance with the law, conduct price guidance and cost audit for profit-making private kindergartens, strengthen supervision over the fees charged by public kindergartens and non-profit kindergartens, and curb excessive fees charged at excessive costs.
