Article 1 In order to standardize the management of the express delivery market, optimize the operating environment of the express delivery market, promote the high-quality development of the express delivery industry, and ensure the safety of express delivery and the legitimate rights and interests of users, these Measures are formulated in accordance with the Postal Law of People's Republic of China (PRC), the Provisional Regulations on Express Delivery of the State Council and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the operation of express delivery business, the acceptance of express delivery service and the supervision and management of express delivery industry within the administrative area of this Municipality. Article 3 Express delivery business as mentioned in these Measures refers to the activities of delivering letters, parcels, printed matter and other articles (hereinafter referred to as express mail) to specific individuals or units according to the names and addresses on the parcels, including receiving, posting, sorting, transportation and delivery. Article 4 The municipal postal administration department shall be responsible for the supervision and management of the express delivery market within the administrative area of this Municipality, and the county (district) where the municipal postal administration department has set up an agency shall be responsible for the relevant supervision and management work within its jurisdiction according to its responsibilities; In counties (districts) where there is no agency, the municipal postal administration department may entrust the county (district) transportation department to be responsible for relevant supervision and management according to law.

Postal administration departments should cooperate with public security, national security, market supervision and management, transportation, customs and other departments to strengthen the supervision and management of the express delivery market, handle the events that affect the safe operation of the express delivery industry according to law, and maintain the safety of delivery. Article 5 Express delivery associations shall protect the legitimate rights and interests of enterprises according to law, strengthen industry self-discipline, provide information, training and other services for enterprises, promote enterprises' law-abiding, honest and safe operation, urge enterprises to implement the main responsibility of safety production, and improve the quality and level of express delivery services. Article 6 The postal administration department shall strengthen the construction of the credit system in the express delivery market, establish and improve the credit record, credit information disclosure and credit evaluation system in the express delivery market, record the credit information of express delivery enterprises and their employees in the credit files, and implement the measures of keeping promises and punishing dishonesty according to law to improve the credit level of the express delivery market. Article 7 The people's governments of cities and counties (districts) shall incorporate the development of express delivery industry into the national economic and social development plan at the corresponding level, formulate the express logistics industry plan and incorporate it into the national spatial plan, guide express delivery enterprises to settle in e-commerce and logistics parks, and promote the coordinated development of express delivery and e-commerce, modern agriculture, manufacturing and other industries. Article 8 The county (district) people's government shall incorporate the construction of intelligent express boxes and express terminal comprehensive service places into the planning of public service facilities, optimize the layout of urban and rural express terminal nodes, promote the construction of administrative village express terminal comprehensive service stations, and promote the construction of rural express delivery and urban and rural terminal facilities as a whole. Article 9 An enterprise engaged in express delivery business shall obtain an express delivery business license according to law, and engage in express delivery business activities according to law within the scope of the business license, and shall not exceed the business scope and geographical scope of the business license. Article 10 When a courier company opens a courier terminal network with a fixed place and facilities, it shall, within 20 days from the date of opening, file with the municipal postal administration department through the information system of the postal administration department. Providing intelligent express box delivery service shall be filed by the intelligent express box operating enterprise according to law. Eleventh express delivery enterprises shall abide by the following provisions when receiving and sending express mail:

(a) to remind the sender in person that he must abide by the relevant state regulations prohibiting and restricting delivery, and to inspect the delivered articles and the packaging materials and fillers used;

(2) If it is found that articles suspected to be prohibited from posting or whose safety cannot be determined on the spot may endanger national security and public safety, it shall be handled in accordance with relevant regulations and reported in time;

(3) For express mail other than letters, the sender shall be required to show valid identity documents, check the identity of the sender and register identity information;

(four) to guide the sender to fill in the express waybill correctly and completely, to remind the information filled in should be true and effective, to help properly package the express mail, and to make inspection marks;

(five) to remind the sender to read the terms of the express service contract and inform the service price;

(6) Collecting, inputting and submitting real-name transceiving information by using a real-name transceiving information system that meets the relevant requirements of the state. Article 12 Where a courier company provides long-term and batch delivery services to the sender, it shall sign a safety agreement with the sender to clarify the safety obligations of both parties. Thirteenth in any of the following circumstances, the express delivery enterprise shall not accept and send:

(a) the sender refuses to check;

(2) It is forbidden to deliver the express mail delivered by the sender or the packaging materials and fillers used;

(3) The restricted articles delivered by the sender exceed the prescribed scope;

(four) the sender fails to produce identity documents according to law;

(5) The information on the express waybill filled in by the sender is inconsistent with the delivered goods or the information filled in is vague, and the sender refuses to modify or re-fill it;

(six) the goods delivered by the sender do not meet the safety requirements for storage and transshipment;

(seven) other circumstances stipulated by laws, regulations and rules. Article 14 The sender shall declare in advance when delivering valuables; Express delivery companies can require the sender to insure valuables and inform the relevant insurance rules and insurance services.

The municipal postal administration department shall support insurance institutions to develop express loss liability insurance, and encourage express delivery enterprises to take out insurance.
