Regulations of Huzhou Municipality on Improving the Design Quality of Residential Buildings

I. General principles

Article 1 These Provisions are formulated for the purpose of building a "low-cost entrepreneurial city and a high-quality life-oriented city" and meeting people's demand for improving housing quality. Huzhou urban residential projects (including commercial housing, demolition and resettlement housing, affordable housing) need to implement the relevant requirements of this regulation.

Article 2 The design of residential quarters shall conform to Code for Residential Design (GB50096), Standard for Planning and Design of Urban Residential Quarters (GB50 180), Unified Standard for Design of Civil Buildings (GB950352), Code for Fire Protection Design of Buildings (GB500 16) and Zhejiang

Second, the general layout and outdoor environment

Article 3 A residential area shall adopt the traffic organization form of separating people and vehicles. When the external wall adopts masonry, the thickness of the masonry wall should not be less than 240mm. The thickness of residential partition wall should not be less than 240mm.

Tenth urban expressways and residential facades along the main and secondary roads should adopt closed balconies. The depth of life balcony should not be less than 1.3m, and waste water pipes should be set.

Article 11 When there are multiple elevators in the same elevator hall, control methods such as parallel connection and group control shall be adopted, and each elevator shall reach all destination floors. The minimum size of elevator that can accommodate stretcher should not be less than 1. 1m×2. 1m, and the minimum size of shaft should not be less than1.7m× 2.6m..

Twelfth residential public parts should be fully renovated and delivered for use, and the decoration standards of public parts in the same community should be consistent.

Thirteenth residential buildings shall not use plastic-steel profile glass windows, and shall not use internal windows. The opening sash must have devices or measures to prevent the sash from falling off outwards. Residential buildings adjacent to expressways, expressways and urban trunk roads shall have technical measures that meet the requirements of acoustic environment. Parking spaces for mini-cars should be marked on the drawings.

Fifteenth fire hydrants are set parallel to the parking space, and the distance between fire hydrant box Gate and the parking space line should be no less than 650mm to ensure the normal use of fire hydrants.

Article 16 Anti-skid, dust-proof, wear-resistant and pressure-resistant engineering measures such as emery-doped wear-resistant ground, epoxy resin ground and solidified ground should be adopted for the underground garage floor, and the combustion performance grade should meet the requirements of B 1 and above.

Seventeenth basement ground entrances (including garage ramps, non-motor vehicle entrances) should be set above the water retaining measures, set up above the canopy, canopy should cover the entire entrance, do a good job of organized drainage.

Eighteenth residential areas should be supporting the construction of non-motor vehicle parking lots, and the location should be convenient for use and management. Fourth, structural specialty.

Nineteenth basement floor thickness should not be less than 400 mm, and the reinforcement ratio of each layer of long steel bars in all directions should not be less than 0.2%. The reinforcement ratio of piers, caps and rafts with a thickness greater than 800mm should not be less than 0. 15%.

Twentieth basement wall thickness should not be less than 300mm, the reinforcement ratio of long steel bars on each side and in all directions of the wall should not be less than 0.3%, and the spacing between steel bars should not be greater than150 mm. Reinforcement shall be added at the junction of external wall and internal wall, and at the junction of external wall and buttress column.

Twenty-first basement roof should not use flat floor and hollow floor structure system. There is a covered roof with a thickness of not less than 250mm in the basement, which should be reinforced by double-layer bidirectional long steel bars, and the reinforcement ratio of long steel bars in all directions of each layer should be not less than 0.25%.

Article 22 The impermeability grade of single-layer basement concrete shall not be lower than P8, and that of two-layer or multi-layer basement concrete shall not be lower than P 10.

Article 23 The thickness of kitchen, bathroom and balcony shall not be less than 100 mm ... The thickness of bay window sill shall not be less than 120mm, and the thickness of bay window roof shall not be less than 100mm.. The platform thickness of the suspension equipment shall not be less than120mm. The roof panel is made of waterproof concrete, the impermeability grade is not less than P6, and the thickness is not less than 120mm.

Five, water supply and drainage specialty

Twenty-fourth residential users should separate drainage, water supply and drainage pipes should use metal pipes, and take technical measures to deal with uneven settlement. Flexible waterproof casing should be set when crossing the external wall.

Seven, HVAC major

Article 32 The ventilation room usually used is located in the basement of the house. When the upper part is residential space, it should be avoided to be directly adjacent to it. Thirty-third residential kitchens and bathrooms should adopt mechanical exhaust system or reserve mechanical exhaust system conditions. Kitchen and bathroom shafts should be set separately, and unpowered range hoods should be installed at the outlet of the shaft from the roof.

Eight, municipal facilities

Article 34 The grade of motor vehicle roads in residential areas shall be designed with reference to the standards of urban branch roads. The layered thickness of pavement structure layer in residential area should be determined appropriately according to the specifications, and the minimum compaction thickness should not be selected. The thickness of asphalt pavement of main roads in residential areas shall not be less than 10cm, the thickness of semi-rigid base shall not be less than 35cm, and the thickness of rigid base shall not be less than 25cm. Subgrade filler should meet the requirements of subgrade strength and resilience modulus, the maximum particle size of filler should be less than 10cm, and the filling thickness should be not less than 60cm.

Article 35 The design return period of residential rainwater system shall not be less than 5 years, and the design return period of commercial and residential mixed houses shall not be less than 10 year.

Thirty-sixth residential sewage inspection wells are strictly forbidden to use brick technology, and reinforced concrete cast-in-place technology or integrated finished product inspection wells should be adopted. Rainwater and sewage inspection wells should not be set under the roadway, and well ring reinforcement and settlement prevention measures should be added under the roadway. The material of outdoor drainage pipes in residential quarters should be glass fiber reinforced plastic sand pipes or pipes of the same quality.

Nine, the other one

Thirty-seventh residential construction units should provide a reasonable design period.

Thirty-eighth construction drawings and design documents that have passed the examination shall not be changed at will, and if it is really necessary to change them, it shall be reported. Major changes involving structural safety, fire safety, building energy conservation, building elevation changes and other provisions of this Code shall be reviewed and approved by the original drawing review unit, and reported to the competent department of natural resources and planning and construction for the record or go through the modification procedures after approval.

Article 39 The Huzhou Housing and Urban-Rural Development Bureau shall be responsible for the interpretation of these Provisions. 1, residential projects sold after April 2022 shall be implemented with reference to these regulations, and projects that have obtained land use rights shall be encouraged to be implemented with reference to them.
