State organs, social organizations, enterprises, institutions and other organizations should take measures to improve the system and ensure that disabled people enjoy equal rights with other citizens in political, economic, cultural, social and family life.

Encourage organizations and individuals to provide voluntary services for the disabled. Article 4 The civil rights and personal dignity of disabled persons shall be protected by law.

Discrimination on the basis of disability is prohibited. It is forbidden to insult or infringe upon the disabled. It is forbidden to degrade or damage the personality of disabled people through mass media or other means.

Any unit or individual has the right to stop and report acts of discrimination against disabled persons and violations of their legitimate rights and interests. Article 5 The people's governments at or above the county level shall strengthen their leadership over the work of the disabled, incorporate the cause of the disabled into the national economic and social development plan, and formulate the development plan and annual plan for the cause of the disabled in their respective administrative areas; The funds for the disabled will be included in the financial budget, and will increase with the growth of the regular income at the same level, and a stable fund guarantee mechanism will be established.

Establish a welfare foundation for the disabled according to law and raise funds for the development of the cause of the disabled according to law. The use and management of foundation property shall comply with the relevant provisions of the state.

The public welfare funds retained in the social welfare lottery public welfare funds at all levels shall be used for the cause of the disabled at a ratio of not less than 15%; The public welfare funds retained in sports lottery public welfare funds at all levels shall arrange a certain proportion for sports undertakings for the disabled.

The relevant units shall announce the use of the welfare fund for the disabled and the lottery public welfare fund for the disabled to the public every year, and accept the supervision of the financial department, audit institutions and the public according to law. Sixth people's governments at or above the county level shall be responsible for organizing, coordinating, guiding and urging the relevant departments to do a good job in the cause of the disabled, and their daily work shall be undertaken by the Federation of Disabled Persons at the same level.

People's governments at all levels and relevant departments should keep close contact with the disabled, listen to their opinions and do a good job in the work of the disabled in accordance with their respective responsibilities. Article 7 Disabled persons' federations at all levels represent the common interests of disabled persons, safeguard their legitimate rights and interests, unite and educate them and serve them.

Disabled persons' federations at all levels shall, in accordance with laws, regulations, rules, articles of association or the entrustment of the people's government, carry out work for the disabled, participate in social management and public services related to the cause of the disabled, guide and manage all kinds of disabled mass organizations in the region, mobilize social forces and develop the cause of the disabled.

Specialized associations for the disabled represent the interests of the disabled, reflect their spiritual and material needs and carry out mass work according to their own characteristics.

Disabled workers should perform their duties according to law and strive to serve the disabled. Article 8 In the general election of local people's congresses at various levels, the right to vote and to stand for election of disabled persons shall be fully guaranteed.

Enterprises and institutions with more disabled people shall have representatives of disabled workers at the workers' congress. Ninth the formulation of local regulations, government regulations and public policies, involving the rights and interests of the disabled and major issues of the cause of the disabled, should listen to the opinions and suggestions of disabled organizations and disabled people.

People's governments at all levels and relevant departments shall include organizations of persons with disabilities in the scope of supervision, inspection and acceptance of work involving the rights and interests of persons with disabilities. Article 10 It is forbidden to force disabled people to work or organize, coerce or trick them into performing horrible and cruel performances and begging. Article 11 The dependents of disabled persons must fulfill their obligations of support.

Guardians of disabled persons must perform their guardianship duties, respect the wishes of the ward and safeguard the legitimate rights and interests of the ward.

Relatives and guardians of disabled persons shall help them realize their rights of medical treatment, rehabilitation training, education and training, employment and participation in social life, and encourage and help them to enhance their self-reliance ability.

Domestic violence against disabled persons is prohibited, and maltreatment, concealment, abandonment and isolation of disabled persons are prohibited. Twelfth to encourage disabled people to self-esteem, self-confidence, self-reliance, self-improvement, and actively integrate into society, and make contributions to economic development and social construction.

Disabled people should abide by laws and regulations, fulfill their due obligations, observe public order and respect social morality. Thirteenth "People's Republic of China (PRC) Disabled Witness" (hereinafter referred to as "Disabled Witness") is an important certificate for disabled people to enjoy social security, social welfare and social services, which is issued by the county (city, district) Disabled Persons' Federation.

To apply for a disabled person's card, the disability appraisal fee and the production fee shall be exempted, and the required funds shall be borne by the finance. Article 14 People's governments at all levels and relevant departments shall commend and reward disabled people who have made remarkable achievements in economic development and social construction, and organizations and individuals who have made remarkable achievements in safeguarding their legitimate rights and interests, developing their undertakings and serving them.
