Your province's "Request for Instructions on Submitting the "Datong City Master Plan"" has been received. With the approval of the State Council, the notice is as follows:

1. The revised "Datong City Master Plan (2006-2020)" (hereinafter referred to as the "Master Plan") is agreed in principle.

2. Datong City is the central city in northern Shanxi Province, a national historical and cultural city and an important energy city. Guided by the Scientific Outlook on Development, we must coordinate all work in urban planning, construction and management of Datong City, and adhere to a sustainable development strategy that coordinates economy, society, population, resources and environment. Pay attention to improving the functions and layout of the city, and do a good job in adjusting, optimizing and upgrading the industrial structure. Relying on Datong City's rich mineral resources and energy industry advantages, we will vigorously develop other industries. Gradually build Datong City into a modern city with prosperous economy, social civilization, beautiful environment and local characteristics.

3. Pay attention to the coordinated development of urban and rural areas. Within the 2,357 square kilometers of urban planning area determined in the "Master Plan", unified urban and rural planning management will be implemented. The main urban area has gradually formed a group land layout structure composed of urban area, Yudong District, Kouquan District, etc. A reasonable urban system will be built with the main urban area as the center and transportation corridors such as the 109 National Highway in the central part of the city as the development axis. Under the guidance of municipal urban system planning, county urban system planning should be carried out to promote the coordinated development of urban and rural areas.

4. Reasonably control the scale of the city. By 2020, the actual residential population in the main urban area will be controlled within 1.35 million people, and the construction land will be controlled within 127 square kilometers. The specific scale should be consistent with the provincial urban system planning and overall land use planning. According to the spatial layout determined in the "Master Plan", we will actively guide the reasonable distribution of industries and population, strive to improve the quality of the population, and prevent the blind expansion of the population size. Adhere to the centralized and compact development model and effectively protect cultivated land, especially basic farmland.

5. Improve the infrastructure system. We should attach great importance to the construction of transportation infrastructure and establish a coordinated external transportation system of roads and railways. Gradually establish a public passenger transport service system with public transportation as the main body and a combination of various transportation modes. Coordinate the planning and construction of urban water supply, drainage, domestic waste treatment and other infrastructure, and accelerate the construction of sewage treatment plants and pipe networks. Pay full attention to urban disaster prevention work, strengthen the construction of key disaster prevention facilities and disaster monitoring and early warning systems, and establish a comprehensive disaster prevention system including fire protection, civil defense, flood control, and earthquake resistance.

6. Build a resource-saving and environment-friendly city. Urban development must follow an intensive path of conserving resources and protecting the environment, and adhere to the principle of equal emphasis on reducing expenditures, increasing revenue, and protecting the environment. It is necessary to economize on the use of construction land and rationally develop urban underground space resources. Protect urban water sources, avoid excessive exploitation of groundwater, and improve water resource utilization efficiency by developing water-saving technologies and building recycled water utilization facilities. Strengthen energy-saving work in industry, transportation and buildings, gradually promote the use of clean energy, and strictly implement building energy-saving design standards. Incorporate the construction goals of general commercial housing, affordable housing and low-rent housing into the recent construction plan, and ensure the phased supply scale, location layout and related funds of affordable housing and low-rent housing land based on the convenience of life and employment of low-income groups. 8. Effectively strengthen the protection of world cultural heritage and famous historical and cultural cities. It is necessary to further improve the management and rectification work within the Yungang Grottoes Protection Area.

Construction activities within the protected area must comply with the requirements for world cultural heritage protection. Attention should be paid to the protection of the overall pattern and style of the ancient city of Datong, focusing on the protection of the historical and cultural blocks with Gulou East and West Street as the axis and the traditional functions and features of the four streets in the east, west, south and north of the ancient city. Effective measures such as delineating the scope of protection and formulating special protection measures should be taken to strengthen the protection of the Pingcheng ruins protection area and cultural relics protection units at all levels within the city.

9. Strictly implement the "Master Plan". Urban construction must achieve coordinated economic and social development, and the simultaneous progress of material and spiritual civilization. Urban management must improve the democratic legal system, adhere to the rule of law, and build a harmonious society. The "Master Plan" is the basic basis for urban construction, development and management of Datong City. All construction activities within the urban planning area must comply with the requirements of the "Master Plan". It is necessary to clarify the key points and construction sequence of the implementation of the "Master Plan" in conjunction with the "Eleventh Five-Year Plan" for national economic and social development. The urban planning administrative department must implement unified and strict planning and management of all construction land and construction activities within the urban planning area, including various development zones, in accordance with the law, and effectively ensure the implementation of the plan.
