First, strengthen the construction of rural grass-roots party organizations and give full play to their leading core role in the construction of beautiful countryside.

1. Strengthen the construction of leading bodies of rural party organizations. Focus on selecting and strengthening township party organization secretaries. Select those cadres who have good ideological quality, strong dedication, take the lead in doing practical things, are familiar with rural social conditions and public opinion, dare to grasp and manage, and are honest and clean, especially those who have worked in towns and streets, to enter the township leadership team. According to the standard of "one good and two strong" with good ideological and political quality, strong ability to get rich and strong coordination ability, we should pay attention to broadening the channels for selecting people, and adopt the methods of "two suggestions and one choice", "public election and direct election", open selection for the society, and appointment of township party committees to produce village party secretaries. Strengthen the construction of reserve talents for rural cadres, and pay attention to the selection and training of township leading cadres from outstanding village party secretaries, village committee directors, university student village officials and Selected Graduates.

2. Further strengthen the function of rural grass-roots party organizations. To meet the needs of building beautiful countryside, we should actively explore the establishment of party organizations in central village communities and intensify the establishment of party organizations in farmers' professional cooperatives, professional associations and non-public economic organizations on the basis of adhering to the principle of being conducive to rural economic and social development, giving full play to the role of party organizations, strengthening education management in party member and expanding the coverage of party organizations. For the central village that meets the conditions of setting up the general party branch and party branch, the organizational setup can be adjusted in time according to the relevant requirements, and the working mechanism of the administrative village party organization and the central village party organization can be straightened out. Strengthen the functions of organization and management, education and guidance, and coordinate services, carry out star evaluation activities, and promote the promotion of rural party organizations and party member. By the end of 20 16, efforts should be made to make the township party committees and village party organizations above three stars account for more than 85% of the total number of local township party organizations, and rural party member above three stars accounts for more than 90% of the total number of rural party member.

3. Strengthen the construction of comprehensive community service centers in central villages. 6. Improve the incentive and guarantee mechanism for rural cadres. Fully implement the "three haves" requirements of village cadres, and improve the dynamic growth mechanism of basic salary and social security for village cadres that is compatible with the local economic and social development level and the tasks of village cadres. 9. Do a good job in developing party member.
