Planning criteria:

1. The design of wetland park should follow the basic principles of ecological priority, systematic protection, local conditions and water conservation, rationally utilize water resources, and pay attention to the coordinated development of wetland protection and utilization and urban and rural construction.

2. Functional zoning should include ecological conservation area, popular science education area and comprehensive service and management area, and sub-functional areas can be established or merged according to the present situation, scale and demand.

3. No projects or facilities that pollute the environment and destroy the ecology shall be set up in the wetland park, and no projects or facilities that are inconsistent with the service function of the wetland park shall be laid out. There should be no hidden dangers of safety and pollution in wetland park land. In areas where there may be hidden dangers of hydrogeological safety and pollution by soil and harmful substances, reconstruction should be carried out after reaching the standard.

4. According to the functional orientation and ecological environment protection requirements of the wetland park, the corresponding control standards of water, soil, air and sound in the park are put forward, and the preventive emergency treatment design for possible pollution incidents is carried out. In the design of habitat construction and planting, native species should be given priority, exotic species should be restricted, and invasive species should not be selected.

5. Wetland park should use the original surface runoff in the site as the regular water source. In areas where water resources are scarce, rain and flood, tail water from urban domestic sewage treatment plants, etc. should be used to replenish wetlands, but tap water and groundwater should not be used to replenish wetlands. When the current water source or external catchment water quality of wetland is poor, pollution sources should be prevented and appropriate ecological protection and restoration measures should be selected.
