Shaanxi: Ten Actions to Promote Graduates' Employment and Entrepreneurship

This year, the employment of college graduates faces multiple pressures such as the postponement of graduation season and the weakening of market absorption ability. In order to alleviate the employment difficulties, the General Office of the People's Government of Shaanxi Province recently issued a notice to launch ten actions to promote the employment and entrepreneurship of college graduates in the province, and do everything possible to promote the employment and entrepreneurship of college graduates through various ways and channels.

Carry out research projects such as expanding enrollment and joining the army to absorb employment. Expand the enrollment scale of graduate students in provincial universities and undergraduate students in ordinary universities in 2020, and strive to expand the enrollment scale of graduate students and undergraduate students to 24,000 and 2 1 10,000 respectively. Expand the scale of college students' enlistment. Encourage the development of research assistant positions to attract college graduates to find jobs.

Carry out the employment leading action of state-owned enterprises. State-owned enterprises continue to expand the recruitment scale of college graduates this year and next. Provincial enterprises have arranged a certain proportion in the annual employment plan to recruit fresh college graduates, and the scale of recruiting college graduates this year has achieved a net growth. We launched the "Ten Thousand Jobs in Financial System" and the "Online Video Double Election Meeting for Recruiting College Graduates by State-owned Key Enterprises", providing about 1.3 million jobs to attract college graduates' employment.

Carry out actions to support the employment of private enterprises. We will implement support policies such as social insurance subsidies and skills training subsidies for college graduates to work in private enterprises, individual industrial and commercial households and new business platforms.

Carry out special recruitment actions for grassroots positions. In 2020, we will expand the recruitment scale of grass-roots projects such as "Special Post Plan for Teachers", targeted recruitment of medical undergraduates by medical and health institutions below the county level, "Volunteer Service for College Students in the West", "Three Supports and One Support" plan, and full-time staff in urban communities.

Carry out the action of recruiting college graduates in public institutions. Vacant positions in public institutions this year and next will be used to recruit fresh college graduates and college graduates who have not implemented their work units during their employment, at a rate of not less than 70%. In 2020, the province plans to recruit about 20,000 staff of public institutions.

Start a business to promote employment. Implement standardized business start-up centers and business incubation bases, and reduce the venue rent and business start-up service fees for business graduates. With the implementation of online business guarantee loans, the maximum personal loan amount of graduates will be increased from 6,543.8+0.5 million yuan to 200,000 yuan, and personal loans below 6,543.8+0 million yuan will be exempted from counter-guarantee requirements. The provincial college graduate entrepreneurship fund focuses on supporting new graduates to start their own businesses.

Carry out the action of expanding employment internship. Collect 30,000 employment internship positions of various employers, provide sufficient internship positions for willing graduates, and organize no less than 20,000 people to participate in employment internships during the year.

Carry out actions to improve employment services. Open online career guidance cloud classroom activities. Set up employment service windows for graduates from other provinces who come to Shaanxi and return to Shaanxi. Carry out special recruitment activities such as "2020 Shaanxi Private Enterprise Recruitment Month" and "Thousands of Schools and Ten Thousand Posts Activities".

Carry out employment assistance actions for difficult graduates. Provide accurate and uninterrupted vocational guidance, job information, entrepreneurial assistance, employment practice and other services for unemployed college graduates. For graduates from poor families who have set up their cards, unemployed graduates with employment difficulties and willingness to work, we will increase the intensity of "one-on-one" employment assistance, and use new trainee posts and management public welfare posts for bottoming out.

Carry out actions to improve employability. Bring college graduates into the scope of action to improve vocational skills. Establish a training cooperation mechanism between technical colleges. For primary and secondary school teachers, nurses, practicing veterinarians and other professional graduates, the phased measures of "taking posts first and then conducting textual research" will be implemented.
