2009 is a year of overcoming difficulties. The local general budget revenue is 1.09 billion yuan, an increase of 36%, and the growth rate ranks third in the province; taxation accounts for 85% of the general budget revenue, and total fiscal revenue accounts for 11.5% of the regional GDP. Indicators such as regional GDP and local general budget revenue have achieved the goals of the 11th Five-Year Plan ahead of schedule.

In 2009, we overcame difficulties and made solid progress in key tasks.

Waterfall power can be used to store water and generate electricity. We should firmly grasp the "narrow nose" of immigration work and vigorously promote various tasks in the reservoir area. Hanyuan new county housing construction started with 1.45 million square meters and completed 1.046 million square meters; rural market towns and centralized resettlement sites completed 940,000 square meters of housing construction; 7,311 people were permanently resettled in the new county, and 15,466 people were relocated to market towns and rural areas. ; All four market towns in the asbestos reservoir area have completed construction and resettlement tasks. The progress of the reconstruction of special facilities has been accelerated, the Yongdingqiao Reservoir dam has been successfully closed, the National Highway 108 rerouting project has been completed and opened to traffic, all 35 kV and above power grid projects have been completed, 17 industrial enterprises in the reservoir area have received one-time compensation, monetary compensation for 17 households, and land replacement 3 households and 42 households were reorganized and rebuilt. The clean-up work at the bottom of the reservoir is progressing smoothly, the waterfall power plant has successfully completed water storage at the sluice, and two units have been connected to the grid for power generation. Post-disaster reconstruction is vigorously promoted. In the city, 1,885 post-disaster reconstruction projects were started, with an operating rate of 87%; 1,332 projects were completed, with a completion rate of 61.7%; an investment of 15.95 billion yuan was completed, accounting for 64.7% of the planned investment. Priority was given to promoting the reconstruction of livelihood projects such as housing, schools, and medical institutions. The completion rates of permanent rural housing and urban housing reconstruction were 99.2 and 73.8 respectively; the completion rates of schools and medical institutions were 75.4 and 89 respectively. The reconstruction of transportation, water conservancy, energy, municipal and other infrastructure, the reconstruction of agriculture, tourism, culture, service industries and other industries, as well as the reconstruction of ecological restoration, earthquake prevention and disaster reduction systems, etc. are accelerated, and the progress of various reconstructions has reached or exceeded the goals set by the province. Counterpart aid construction work has been vigorously promoted, with 101 of 116 aid construction projects in Hubei Province completed, 3 of 7 aid construction projects in Hainan Province completed, and all 30 aid construction projects in Guang'an City completed. After the mid-term evaluation, the number of post-disaster reconstruction projects in the city was adjusted to 2,377, with a total investment of 27.2 billion yuan.

Seize the policy opportunities such as power generation construction, post-disaster reconstruction, and expansion of domestic demand, conscientiously implement a series of central government policies and measures to expand domestic demand and maintain growth, and plan and implement a number of major infrastructure projects and major industrial projects related to Ya'an's long-term development. , initially alleviating the transportation and power bottleneck constraints that have long plagued Ya'an's development. Strive to secure 1.29 billion yuan of funds for projects to expand domestic demand and implement 700 million yuan of local matching funds. Vigorously promote structural adjustment and achieve breakthroughs in promoting the transformation of resource industries and promoting industrial agglomeration. Implement a series of fiscal, taxation, and financial support and preferential policies from the central and provincial governments, coordinate capital, energy, transportation and other production factors, adopt temporary differential electricity prices to support enterprise production, and help enterprises overcome difficulties, increase efficiency, and move up the ladder. We will fully implement the special labor security policy of "five deferrals, four reductions and three subsidies", do everything possible to provide employment assistance, and further activate the tourism and consumer markets on the basis of increasing people's income.

The industrial economy is accelerated and efficient.

The strategy of industrial enrichment and strengthening the city has been effectively advanced. The added value of the city's above-scale industries increased by 28.3%, a growth rate higher than that of the province by 7.1 percentage points, ranking 9th in the province. The hub construction is in full swing. A breakthrough was made in transportation construction. The "Western Sichuan Comprehensive Transportation Hub Plan" was compiled and completed, and the "4 1" railway and "6 2" highway networks were planned and constructed. The preliminary work of the Chengkang-Kangshan Railway has been basically completed, and the Ya'an-Ganluo Railway has received provincial support; the Yaxi and Mingqiong Expressways are progressing smoothly, and the Yale Expressway has started construction; 350 kilometers of national and provincial trunk lines have been reconstructed, 405 kilometers of post-disaster reconstruction have started, and rural roads have been newly reconstructed 930 kilometers. Electric power construction is advancing with all efforts. The power grid invested 1.46 billion yuan. Kangding-Chongzhou 500 kV, Anshun and Caoba 220 kV and two 110 kV power transmission and transformation projects were completed and put into operation. The construction of Pugou, Shenxigou, Dagangshan and other hydropower stations was accelerated, and the Longtoushi, Jinwo, Baoxing and other hydropower stations were completed and put into operation. Urban functions are constantly improving. The revision of the city's master plan was launched, and the urban detailed planning coverage rate was 100%. The urbanization rate is 34.6, and the urban green coverage rate is 33.9.
