The notice is as follows:

1. Comprehensively implement support policies. In government procurement activities, all units must continue to exempt bid deposits, receive procurement documents for free, implement full-process electronic bidding, implement "commitment credit management", reserve quotas for small and medium-sized enterprises, deduct prices for small and micro enterprises, and reduce the proportion of performance deposits. , increasing the proportion of advance payments, credit financing, credit guarantees and other measures to support small and medium-sized enterprises in relieving difficulties.

2. Increase the price deduction range. For small and micro enterprises that meet the regulations, the maximum preferential margin will be increased from 10 to 20, and if the contract share of small and micro enterprises in the consortium or subcontracting agreement accounts for more than 30 of the total amount, the maximum preferential margin will be increased from 3 to 6. The price after deduction will be included in the review. The implementation period of this measure is consistent with the provisions of Zhejiang Caicaijian [2022] No. 8 document.

3. Reduce enterprise performance costs. If the supplier performance evaluation published by the Hangzhou Municipal Government Procurement Network is full score, the purchasing unit shall be exempted from the performance deposit. If it is indeed necessary to collect a performance bond, the maximum proportion of the performance bond payment will be adjusted from no more than 2.5 of the contract amount to no more than 1 of the contract amount. The purchasing unit encourages suppliers to provide credit guarantees in the form of performance guarantees; if suppliers provide letters of guarantee, the purchasing unit shall not reject them.

4. Coordinate the procurement share reservation. The budget unit in charge shall strengthen the guidance and management of its affiliated units, coordinate the formulation of its department's reserved procurement share plan specifically for small and medium-sized enterprises when preparing department budgets, and proactively increase the proportion of reserved shares for small and medium-sized enterprises. The plan should include the procurement items with reserved procurement shares, the measures to be taken for the reserved shares, the procurement amount reserved for small and medium-sized enterprises and small and micro enterprises, the reserved proportion, etc. Reservation share measures include reservation of the entire project, reasonable reservation of procurement packages, requiring large enterprises to form a consortium with small and medium-sized enterprises, requiring large enterprises to subcontract to small and medium-sized enterprises, etc.

5. Improve the efficiency of the procurement process. Purchasing units must strictly follow the time requirements for publicizing procurement intentions. In principle, all procurement projects should disclose procurement intentions no later than the end of June. In addition to emergency adjustments to projects, procurement units must start procurement demand management in advance to speed up project procurement progress. The procurement plan should be completed and submitted before the end of September and the procurement should be completed before mid-November. At the same time, it is necessary to improve the efficiency of procurement result confirmation, contract signing, contract performance acceptance, fund payment and other links to quickly exert the effect of financial funds in supporting enterprises.

6. Strengthen procurement demand management. If the procurement unit does not specifically target small and medium-sized enterprises, it should manage procurement needs on the Hangzhou Municipal Government's procurement supervision platform and prove through procurement demand surveys and other methods that the project is not suitable for specifically targeting small and medium-sized enterprises. When reviewing procurement needs, purchasing units should focus on reviewing situations that are not specifically targeted at small and medium-sized enterprises to ensure that policies to support small and medium-sized enterprises are implemented in place.

All units must further improve their political position, strengthen organizational leadership, implement the main responsibilities of procurement units, promote the implementation of policies and measures, and effectively do a good job in government procurement to support the development of small and medium-sized enterprises.
