The relevant matters are hereby notified as follows:
First, the regional scope of organizing open recruitment.
This open recruitment was conducted in cities and counties (cities, districts) in economically underdeveloped areas of our province (including Shantou, Shaoguan, Zhanjiang, Zhaoqing, Maoming, Huizhou, Meizhou, Shanwei, Heyuan, Yangjiang, Qingyuan, Chaozhou, Jieyang, Yunfu 14 and Jiangmen enping city, the same below), in which: substitute teachers in primary and secondary schools directly under the jurisdiction of prefecture-level cities.
Second, the open recruitment examination registration conditions
Substitute teachers who sign up for the open recruitment examination must meet the following conditions:
(a) support the leadership of the China * * * production party, love education, and abide by the law.
(2) Before September 2008 1, public full-time ordinary primary and secondary schools were in the county (the original county can be used for counties that have changed due to the adjustment of administrative divisions, the same below), and they have been replacing teachers in teaching posts since September 2008 1 (excluding new substitute teachers who were illegally hired after September 2008 1).
(3) Having corresponding teacher qualifications. Among them: those who apply for primary school teachers should have primary school teachers or above; Applicants for ordinary junior high school teachers should have junior high school teachers or above; Applicants for ordinary high school teachers should have a high school teacher or above.
(4) Being in good health and not reaching the national statutory retirement age.
Three, the principle of open recruitment examination work
(1) unified recruitment. Open recruitment examination implements unified proposition, unified examination, unified marking and determines the minimum control score line of open recruitment. Public teachers who are openly recruited from substitute teachers are uniformly deployed by the municipal and county (city, district) education bureaus, with emphasis on teaching in rural schools or schools in remote areas.
(2) Take care of extra points. Substitute teachers who participated in the first recruitment examination organized by our province in June 5438+ 10 this year and reached the lowest control score in our province, and substitute teachers who have won personal honorary titles (including excellent teachers, excellent educators, excellent class teachers, etc.). The same below) During the substitute period, those who are commended by the education administrative department at or above the provincial level may be given priority to be employed as public teachers without examination. Substitute teachers in rural schools in remote areas who have long substitute time and excellent work performance will be given appropriate extra points on the basis of open recruitment examination results. These include:
1. Before September, 2009, 1 schools in remote rural areas (below villages and towns, excluding villages and towns) whose continuous substitute classes have expired for two years will be given 0.5 points, and each increase of1year will be given 0.5 points, and the maximum points for schools in remote rural areas will not exceed 10.
2. Before September, 2009 1, if you have been substituting for classes for five years continuously, you will be given 1 point. For every increase of 1 year accumulated 1 point, the points for substituting for classes for five years continuously will not exceed1point at most.
3. During the substitute period, the substitute teacher who won the personal honorary title commended by the county-level education administrative department added 5 points; Get the personal honorary title commended by the municipal education administrative department, plus 10. Commendation and reward points are not accumulated, and are calculated according to the highest personal honorary title that substitute teachers have obtained.
The above three types of bonus points can be accumulated, and the accumulated bonus points shall not exceed 30 points.
(3) Step by step. For substitute teachers who meet the registration conditions for participating in the open recruitment examination, participate in the open recruitment examination organized by the whole province; Substitute teachers who do not meet the registration requirements for participating in the open recruitment examination and fail in the open recruitment examination may participate in the job transfer examination (assessment) organized by the local authorities and be assigned to teaching assistant posts or logistics posts; For other substitute teachers who do not have the teaching ability and conditions and are not suitable for other positions, all localities should terminate their labor relations and do a good job in economic compensation and straightening out social insurance relations in accordance with relevant state regulations.
Four, open recruitment examination procedures
(a) to determine and announce the number of open recruitment places.
City, county (city, district) according to the current situation of substitute teachers, give full consideration to the number of substitute teachers who are exempt from examination and take the open recruitment examination, reasonably determine the number of public teachers who are openly recruited according to the three categories of primary schools, ordinary junior high schools and ordinary senior high schools, and announce the number of public teachers who are openly recruited before September 25, 2009. The Municipal Education Bureau shall summarize the situation of counties (cities, districts) and schools directly under its jurisdiction and submit them to the Teacher Management Office of the Provincial Department of Education before September 30, 2009.
(2) Organizing registration.
From September 65438 to September 20, 2009, the Education Bureau of the city and county (city, district) organized the registration of substitute teachers who met the requirements of open recruitment examination in primary and secondary schools under their jurisdiction.
Applicants are required to submit the following materials:
(1) Application Form for Open Recruitment Examination for Substitute Teachers in Primary and Secondary Schools in Guangdong Province (see Annex 1) 1 copy;
(2) Original and photocopy of ID card 1 copy;
(3) Original and photocopy of graduation certificate 1 copy;
(4) The original and photocopy of the corresponding teacher qualification certificate 1 copy. For substitute teachers who have all the application conditions for teacher qualification and completed all the procedures for teacher qualification identification, but have not yet obtained the teacher qualification certificate, the Education Bureau may issue relevant certificates and replace the teacher qualification certificate;
(5) Valid certification materials 1 copy of the post of substitute teacher, and provide a copy of the payroll received during the substitute period;
(6) Three recent bareheaded busts 1 inch photos;
(7) If the award has been awarded at or above the county level, the original and photocopy of the award certificate shall be 1 copy.
The copy shall be checked and signed by the checker of the school where the substitute teacher is located and stamped with the official seal of the school. The original should be returned to the applicant after being checked by the Education Bureau.
(3) qualification examination.
City, county (city, district) Education Bureau completed the qualification examination of applicants according to the open recruitment conditions from September 265438 to September 25, 2009. For those who pass the qualification examination, the Education Bureau will organize computer online registration from September 26th to 27th, and fill in the Registration Summary of Open Recruitment Examination for Substitute Teachers in Primary and Secondary Schools in Guangdong Province (see Annex 2).
Counties (cities, districts) and schools directly under the Municipal Education Bureau shall, after summarizing the situation, submit the Summary of Registration for Open Recruitment Examination for Substitute Teachers in Primary and Secondary Schools in Guangdong Province to the Teacher Management Office of the Provincial Education Department before 10+05.
(4) issue admission tickets.
On June 20, 2009 10, the municipal and county (city, district) education bureaus issued admission tickets to those who met the registration requirements.
(5) Organizing examinations.
Open recruitment of public teachers among substitute teachers takes the form of closed book and written test. The examination subjects are "Fundamentals of Education and Teaching" and "Skills of Education and Teaching" (examination reference materials can be ordered on the website of Guangdong Examination Bookstore: 020-33427387, 8580 1694), and the subjects are put forward in three categories: primary school teachers, junior high school teachers and senior high school teachers, with full marks 100. The open recruitment examination must be conducted in the designated examination room of the national unified education examination equipped with electronic monitoring equipment. (9) Handling employment procedures.

Substitute teachers who cheat in violation of discipline shall be dealt with in accordance with the Provisions on Handling Irregularities of Candidates in the National Unified Education Examination. Acts of fraud and favoritism should be severely investigated and punished, and the responsibility of the relevant personnel should be investigated.

Substitute teachers in primary and secondary schools in economically underdeveloped areas participate in the open recruitment examination for public teachers in the province, and individuals do not have to pay any fees related to the examination.
