Planning of Beijing Mafang Logistics Base Park

The strategic positioning and development ideas of Mafang Logistics Base during the Twelfth Five-Year Plan are formed on the basis of the Eleventh Five-Year Plan and the development status of Mafang Logistics Base, and are the continuation, deepening, adjustment and innovation of the Eleventh Five-Year Plan and the previous work and projects.

At present, the industrial project layout of the first phase of the base 1.3 square kilometers has been basically completed. During the "Twelfth Five-Year Plan" period, the second-phase land use index adjustment has been completed, the construction land reserve has been made well, and the development space has been expanded. The first-level development work such as land acquisition, demolition and municipal infrastructure in the second phase has been fully launched.

Mafang Logistics Base is an important material and commodity circulation base in the East Development Zone of Beijing, a key hub in Beijing's modern logistics system, an important inland port connecting Beijing with Tianjin Port, Jingtang Port and other ports, an important channel of Beijing-Tianjin Development Corridor and an important logistics node in Beijing-Tianjin-Hebei region, and also the intersection of Beijing-Tianjin-Hebei three-dimensional multimodal transport system.

Focusing on the construction of "Beijing-Tianjin Business Valley", we will speed up the construction of Beijing Pinggu logistics base and land ports, improve the functional facilities such as commodity trading and comprehensive logistics in Mafang logistics base, and enhance the level of development. Deepen cooperation with Tianjin Port and Tangshan Port, innovate the operation mode of customs, inspection and quarantine departments, accelerate the establishment of an integrated management system for ports and bases, and promote trade facilitation. Accelerate the construction of e-commerce platform, build a demonstration base for the application of the Internet of Things, and comprehensively improve the level of informatization. Expand the port function of Mafang logistics base, improve related functions such as bonded warehouse, distribution and processing, and build a logistics distribution system serving Beijing-Tianjin-Hebei region.

(4) Development process

Based on the above strategic objectives of Mafang Logistics Base, Mafang Logistics Base must go through three stages: resource integration and function improvement, core competitiveness formation, maturity and promotion.

Focusing on the basic guiding ideology of Mafang logistics base construction, the strategic process of Mafang logistics base and the key design of each stage are as follows:

Actively apply for bonded logistics center (type B), and improve and use the functions of bonded logistics center (type B) as soon as possible. On the basis of making full use of the logistics and import and export functions of Mafang Logistics Base, a public model of "business platform+logistics base+large distribution" is constructed; In-depth research to promote the innovation of customs clearance mode, and actively explore the establishment of closer customs clearance cooperation such as "one inspection between the two places", "mutual recognition of inspection" and "integrated customs clearance".

(2) the formation stage of core competitiveness (20 13-20 15)

After initial resource integration and functional improvement, Mafang Logistics Base has expanded the functions of the bonded area and built a "Beijing-Tianjin Business Valley" based on port functions and e-commerce. Accelerate the construction of comprehensive service support systems such as finance (foreign exchange and offshore finance), legal services and transportation services. Build the logistics base into the main circulation base and logistics hub connecting the airport and seaport in the northeast of Beijing, and build a first-class land port with high starting point, high standards and high level.

(3) Maturity and popularization period (20 16-2020)

Mafang Logistics Base is an important part of Beijing socialized logistics service system. The improvement of Mafang Logistics Base's comprehensive logistics service capacity will promote the development of modern logistics industry in Beijing, and ultimately improve the comprehensive level of modern circulation logistics in Beijing, Tianjin and Hebei.
