In the 19th year of Qing Emperor Kangxi (1680), Junggar went deep into southern Xinjiang, and Kuqa was controlled by Junggar khanate. In the twenty-third year of Qianlong (1759), the Qing dynasty set up Kuqa minister, who was in charge of local military and political affairs, and continued to control and manage the affairs of this department. In the 9th year of Guangxu (1883), the Kuqa Zhili Hall was set up.
