Article 3: These measures apply to postdoctoral work management departments at all levels within the administrative region of Luoyang City, postdoctoral research mobile stations, postdoctoral research workstations, postdoctoral research substations, postdoctoral innovation practice bases, and postdoctoral researchers.

Chapter 2 Service Organizations

Article 4: The Municipal Human Resources and Social Security Bureau is the department in charge of postdoctoral work in Luoyang City. It is responsible for postdoctoral work in the city and inspects and guides the implementation of the city’s postdoctoral management system. situation, coordinate relevant parties to carry out multi-party investment, promote the transformation of postdoctoral scientific research results; be responsible for the performance management of postdoctoral special funds, implement the application of performance management results, and guide each station unit to carry out performance management. Gradually establish an operating mechanism based on government guidance, social support, and station-based enterprises and institutions, and form a working mechanism with clear responsibilities, coordinated operations, standardized management, and considerate service.

Article 5 The Municipal Finance Bureau is responsible for raising special funds for postdoctoral fellows. The postdoctoral research mobile station should pay corresponding joint training funds to the postdoctoral research mobile station. The postdoctoral scientific research workstation has been established for more than 3 years, and has recruited no less than 6 postdoctoral researchers in the past three years. If the postdoctoral work has outstanding results, it can independently recruit postdoctoral researchers after being recommended by the Provincial Doctoral Program Office and approved by the National Doctoral Program Office.

Article 16 The postdoctoral innovation practice base entrusts mobile stations in the province and independently recruited postdoctoral research workstations to jointly recruit and train postdoctoral researchers. Postdoctoral research mobile stations and postdoctoral research workstations are responsible for handling the entry and exit of postdoctoral researchers. Relevant procedures; Postdoctoral research mobile stations, postdoctoral research workstations, postdoctoral innovation practice bases and postdoctoral researchers should sign an agreement in accordance with the principles of complementary advantages, mutual benefit, quality assurance, and mutual benefit, clarifying the rights, obligations, and work goals of all parties. , working period, ownership of property rights, liability for breach of contract, etc.; postdoctoral scientific research mobile stations and postdoctoral scientific research workstations should provide scientific research support and expert guidance to the base, and postdoctoral innovation practice bases should pay corresponding joint training funds to postdoctoral scientific research mobile stations and postdoctoral scientific research workstations. .

Article 17: Cultivate postdoctoral researchers in conjunction with key scientific research projects. Establish a training system with scientific research plans as the main content. Based on the requirements of scientific research projects, the station establishment unit signs a scientific research plan with postdoctoral fellows to clarify training goals, training measures, and results forms. Encourage station establishment units to form scientific research innovation teams around postdoctoral researchers. Qualified non-stationed units are encouraged to recruit and train postdoctoral researchers based on major national science and technology projects.
